CAT stays shifting of
Haryana officer CHANDIGARH, May 11 The local Bench of the Central Administrative Tribunal today stayed the operation of the Haryana Government order dated May 6 in so far as it related to the shifting of Mr Sanjeev Kaushal from the post of Project Director, Swaran Jayanti, Shahri Rozgar Yojna and State Urban Development Society, to the post of Joint Secretary (Rules) attached to the Officer on Special Duty (Rules). Mr R.K. Nehru, Vice-Chairman of the tribunal, who handed down this order on an application moved by Mr Kaushal, also issued notice to the respondents, including Chief Minister Bansi Lal and Chief Secretary, R.S. Verma, for May 17. In his detailed application, supported by documents, Mr Kaushal stated that he was transferred against a non-existent and non-cadre post in violation of the All-India Services Cadre Rules, 1954, and the principles of natural justice with a mala fide intention to humiliate him. Belonging to the 1986 batch of the IAS, Mr Kaushal said he was the son-in-law of Mr B.S. Ojha, who served as Principal Secretary to different Chief Ministers of Haryana who were arch rivals of Mr Bansi Lal. He stated that Mr Ojha had deposed as a witness before the Jaganmohan Reddy Commission, constituted by the Centre to inquire into allegations of abuse of position and authority by Mr Bansi Lal. The commissioner had indicted him. Mr Kaushal contended that he invited Mr Bansi Lal's wrath by taking action against the Haryana Vikas Party candidate, Mr Karan Singh Dalal, Cabinet Minister, for booth capturing and assault on government servants during the 1991 general election which led to his prosecution on criminal charges. This action of Mr Kaushal evoked several uncalled for remarks in the Haryana Vidhan Sabha by Mr Dalal and Mr Bansi Lal, which were expunged by the Speaker. Immediately after taking over as Chief Minister, Mr Bansi Lal ordered withdrawal of the cirminal case against Mr Dalal. Mr Kaushal stated that there were several other reasons why the Chief Minister opposed him. He explained that his elder brother, Sarvesh an IAS officer of the Punjab cadre, was detailed as observer by the Election Commission for the Bhiwani parliamentary constituency in 1998. From this constituency, the Chief Minister's son, Mr Surinder Singh, had contested the election. Mr Sarvesh Kaushal took serious note of the electoral malpractices in Bhiwani and reported these to the Chief Election Commissioner. Mr Sarvesh Kaushal had also informed the Election Commission about him having received threats to the effect that the career of his younger brother (the petitioner) shall be ruined if he reported facts "not to the liking of Mr Bansi Lal and the Haryana Vikas Party." He brought to the notice of the tribunal that he was shuffled six times during the past three years to insignificant and non-existent posts. He was not even allowed to go on deputation to the Central Government. He also attached with his application a detailed list to show that several cadre posts were either lying vacant or had been held in abeyance where he could have been assigned any responsibility as per rules. News analysis CHANDIGARH, May 11 There is never a dull moment, thanks to Haryana's murky politics. If there have been concerted attempts to dislodge Mr Bansi Lal from the Chief Ministership, there have been equally serious efforts for his survival. So Mr Bansi Lal has completed three years. Leading a motley group of his own Haryana Vikas Party, the BJP and Independent MLAs, and given Haryana's tradition of Aya Rams and Gaya Rams, it is no mean achievement. The government's claims as far as achievements are concerned are many. Mr Bansi Lal asserts that it is because of his achievements that his detractors in the Congress, the Indian National Lok Dal and perhaps in his own Haryana Vikas Party are feeling disturbed. "Let June 30 come, we will prove that we have achieved self-sufficiency in electricity. Demand and supply will be equally met 490 lakh units a day. By July-end, the position will improve further and December will see a very comfortable situation. The World Bank, is all praise for the power reforms and teams have come from neighbouring countries like Bangladesh, Sri Lanka and Pakistan to study these," he claimed. There is a degree of truth in this assertion. But why should the rivals not feel jealous. And in today's no-holds-barred politics, opponents of the Haryana Vikas Party should be making all attempts to upstage Mr Bansi Lal. So these days he has been walking on a thin edge. Attempts to remove him were serious since a section of the BJP was blessing these moves, and two major players, former Chief Ministers, Mr Bhajan Lal and Mr Om Prakash Chautala, were playing their own kind of role. Somehow the Chief Minister saved his flock and thwarted these moves. But with the Lok Sabha elections due in September, the political waters will remain murky, most politicians concede. What kind of political scenario emerges from this fluid situation. Suppose with the support of a section of the BJP, the INLD and others succeed in breaking the HVP and also win over Independents and throw up an alternative. The question that haunts is who will lead the government? The INLD with 23 MLAs is the largest in that opposition grouping. Would it sacrifice its claim and let someone from the BJP or from the HVP lead the government? And then what chances of survival are there for such a ramshackle arrangement. The Congress with 12 members could play the spoiler's role as its main interest is to have the Assembly elections as soon as possible. In a House of 90, the HVP has 35 MLAs, the BJP 10, the Independents 10, the INLD 23 and the Congress 12. Today the government has the support of 54 members. In that case, the BJP, which is sharply divided at the national and state level, will have to part company with the HVP and opt out for the INLD to fight the coming Lok Sabha poll. It will indeed be a queer situation. The BJP leadership will be attacking the government in which it had been a party for three long years. It will be praising the INLD which has been unsparing in criticising the BJP government at the Centre and the coalition here. The Congress could have the last laugh as it will attack all these parties and also show that these parties have no qualms. The HVP will also be free to play the spoiler's role. And the BSP too will play its own kind of role. Another scene could be that the present arrangement remains intact till the Lok Sabha elections. This will mean that the BJP contests most of the 10 Lok Sabha seats having the HVP on its side and facing the Congress and the INLD. It could share the good and bad points of the present government and save itself from the embarrassment of criticising the party and the government where it shared the fruits of power for three years. Clearly the ball is in the court of the BJP. It could also attempt to have some arrangement with both the HVP and the INLD. But this will be attempting the impossible. It will be like running with the hare and hunting with the hound. The BJP is not coming out with a statement that might clear the air. There are reports that it has given some solid understanding when it sought Mr Chautala's support to save itself in the Lok Sabha. Some say that the undertaking related to withdrawal of support from the government and help the INLD form an alternate government in Haryana. Akali leader and Punjab Chief Minister, Parkash Singh Badal, who helped the INLD MPs support the BJP lead government is said to be a witness to that agreement. Some also say the deal was limited to the survival of the government at the centre and has no meaning now. The BJP's silence indeed is helping uncertainty. The Central leadership of the BJP, in fact, is divided on the issue. One section would like to go with the INLD and the other with the HVP. Hence the confusion. Choices indeed are
limited. Mr Bansi Lal's problem is not only keeping his
together flock, but also seeing that the division in the
BJP does not harm him. For his rivals, the Congress and
the INLD, this is not a happy situation. |
Haryana BJP for anti-Cong front ROHTAK, May 11 (UNI) The state unit of the BJP favours a joint front comprising the Haryana Vikas Party (HVP), the Indian National Lok Dal (INLD) and the BJP for contesting the coming Lok Sabha elections in order to defeat the Congress in the state. Addressing a press conference here today, state BJP president Om Prakash Grover said the state BJP leadership had apprised the party high command of its views in this regard. But, he said, final decision about any electoral alliance or seat adjustment with other parties would be taken by the party high command and the state BJP unit would abide by the decision. He said the high command would take a decision on the issue very soon. Former Rajasthan Chief Minister and veteran BJP leader Bhairon Singh Shekhawat, who was also here said toppling of the Atal Behari Vajpayee government by opposition parties without evolving any consensus on the alternative government, would be the main issue in the mid-term elections. He said the BJP-led alliance would go to the people seeking votes on the basis of good performance of the Vajpayee government. He was hopeful that the alliance would return to power after the elections. The BJP was far better placed in Rajasthan now, as compared to the 1998 Lok Sabha polls, he said, and added that the results would be just the reverse of the last Lok Sabha poll results in which the BJP had got five and the Opposition, including the Congress, won 20 of the 25 seats. Earlier, the state BJP unit constituted a nine-member State Election Committee with Mr Grover as its chairman. According to the BJP state office secretary, Mr Gulshan Bhatia, here the election committee, included Education Minister Ram Bilas Sharma, Mr Sita Ram Singla, Mr Manohar Lal, Mr Kailash Chand Sharma, Mr Om Prakash Dhankhar, Mr Purshottam, Dr Shmukh, Mr Ratan Lal Kataria and Ms Santosh Attreja. Mr Grover also nominated
four party leaders as special invitees to the state BJP

Rohtak voters defend Sonia ROHTAK, May 11 The issue of Mrs Sonia Gandhis Italian nationality raked up by the BJP is unlikely to find favour with the electorate, particularly women, in both urban and rural areas of this highly politicised parliamentary constituency bordering Delhi. "Mrs Sonia Gandhi is the daughter-in-law (bahu) of the Nehru-Gandhi dynasty". This was the common refrain of women, both literate and illiterate, interviewed by TNS in the city and villages. During his tour of various villages, this correspondent found rural women eager to express their views on various issues. They seemed quite aware of the happenings in the country. Electronic and print media seemed to have helped them in understanding the issues to a large extent. A group of women drawing water from a handpump at Bhambhewa village urged this correspondent to write about the acute shortage of drinking water in the area. "We have become bald carrying pitchers on our heads", said Raj Rati and Dhanno and complained that the administration had done little to solve their problem. They, however, were unanimous in their view that Mrs Sonia Gandhi was an Indian. "We look at her as the bahu of the Nehru family", said Raj Rati (60), an illiterate housewife. Surprisingly, in certain houses, the husband and wife held divergent views on the nationality issue. While Mr Siri Kishan Shastri of Bhambhewa siad Mrs Gandhi was an Indian, his wife, Mrs Savitri Devi, countered him saying that she was born in Italy and as such was not an Indian. The male electorate appeared divided on the nationality issue. Mr Laik Ram Malik, Mr Satish Kumar and Mr Surat Singh of Karor village, all vocal supporters of the INLD, said Mrs Sonia Gandhi was not an "original" Indian. Young voters, irrespective of their caste, by and large, do not consider Sonia Gandhi as a foreigner. Pooja, Rajni, Sonia, Preeti and Manish, all studying computer engineering, said Mrs Gandhi was an Indian and had the right to contest elections. "So what if Sonia was born in Italy", asked Pooja. Similar sentiments were expressed by a group of rural youth led by Kuldeep Ahlawat at Bhambhewa. Rajesh and Poonam of the Physical Education Department of M.D. University wanted Mrs Gandhi to become Prime Minister so as to "uplift the lot of women". But Mrs Sheila Singh, a lecturer in I.C. Government College for women, held different views and said Mr Atal Behari Vajpayee was a better Prime Minister. She insisted that Mrs Sonia Gandhi was a foreigner, but was ready to accept her daughter, Priyanka, as Prime Minister. Mrs Jagmati Sangwan, secretary, Janwadi Mahila Samiti, said by raising the bogey of foreign nationality, the Vajpayee government was trying to divert attention from the "real" issues confronting the common man and its failures during the 13-month rule. "What is really important is the policies of a political party and not the face of its leader", she said. Prof D.S. Chaudhary, a former Head, Political Science department, M.D. University, said if the BJP made the nationality of Mrs Sonia Gandhi an election issue, it would boomerang on it. During the Assembly elections in November last, the BJP had dropped the issue when it failed to evoke the expected response from the electorate, he explained. Prof Daleep Singh, Director, ISMAR, felt that the electorate would not cherish the slogan of "swadeshi versus videshi". Mr Kapoor Singh, Director, Sports, M.D. University, was of the opinion that the stability factor would weigh more with the electorate this time as the people were tired of the coalition culture and frequent elections. He said that if the BJP raked up the issue of the Italian birth of Mr Sonia Gandhi, it would prove counter productive. Subedar Suraj Mal of
Kheri-Sadh village said as per Hindu traditions and
culture, a woman became part of the family of her in-laws
after marriage. His 60-year wife Parmeshwari and
daughter-in-law Santosh nodded in support of this
argument. |
Pak Hindus recount tales of
misery SIRSA, May 11 "Wrong decisions made by our elders forced us to face atrocities at the hands of Muslims in Pakistan". This was the first reaction of 60-year-old Khaira Ram Bavrian, a Hindu who along with 310 others from Bahavalpur district reached Sirsa railway station four days back. While talking to this correspondent at the local railway station here, Khaira Ram (60), claimed that in case at the time of Partition in 1947 their elders had migrated to India from Pakistan they would not have had to face victimisation and harassment and in their native villages in Bahavalpur district in Pakistan. Talking about their plight, Mr Bhuria Lal (29), who passed a diploma in mechanical engineering in 1989, said he had to run from pillar to post in his bid to get a government job but he failed. He alleged he was not employed as he was a Hindu. He also alleged Hindu families of about one dozen villages of Mandi Yaiman tehsil in Bahavalpur district were being victimised by the Muslims and were also not being given justice by the authorities. They were also forced to tolerate the atrocities perpetrated by Muslims as they were in a minority. He five Hindus had been murdered in a year and the accused had not been arrested so far. Mr Ravat Ram said most of the Hindus were illiterate and were working as labourers in the fields of Muslims as their lands had been grabbed by Muslims at the time of Partition. At times, they were not even given their wages. He alleged that in order to get a pasport they had to wait for two to three years. They had to pay Rs 4000- Rs 5000 to agents for a passport and were also forced to pay bribes to get a visa. It was alleged that Hindus were being forced to convert to Islam. it was also alleged that they were harassed at the Atari border at the time of checking of passports. They had to wait for two days for getting clearance from the authorities and had to pay money for this purpose. They said that on the pretext of a religious tour they reached India and were not interested in going back. They were also facing difficulty in marrying the their children as they were in a minority. Bhuria Ram said they had been informed a large number of families of their caste were living in Ellenabad town and its adjoining areas in Sirsa district. He said they were trying to trace them but they had received no clue to their relatives and in the district so far. The migrant families camping at the local platform were happy with the cooperation being given by the people of Sirsa as they were being supplied adequate rations and other items of daily use by residents of this town. Bhuria Ram, while the
conduct of Mr B.S. Sandhu, Senior Superintendent of
Police, Sirsa, said they were hopeful they would be given
permission by the Union Government to settle in India as
they were being given cooperation by the SSP. They
claimed they would not return to Pakistan at any cost and
would prefer to die if they were not granted permission
by the Indian Government to settle in India. |
Projects underway to augment power KARNAL, May 11 (UNI) The Haryana Minister of State for Power, Attar Singh Saini said that the demand of people for power round-the-clock would be realised on June 30 as a number of projects were underway to improve power availability in the state. Speaking after inaugurating the second phase of the 33 kv sub-station set up at a cost of Rs 50 lakh at Ramnagar here, he said 27 new sub-stations had been set up and the capacity of the existing 140 enhanced during the past three years at a cost of Rs 216.89 crore. Ten more sub-stations would be commissioned by June 30. He said in the past three years, 10,000 additional transformers had been set up besides laying and repairing new lines. He said work was in progress on a war footing to repair old transformers and dividing feeders into two or three parts to improve the availability and quality of power supply. Mr Saini said that while the government was taking all steps to ensure regular power supply, consumers should also pay their bills in time. He said the government had extended the last date to waive surcharge of those who paid arrears of their bills to May 31. He said consumers should
desist from theft of power and help the administration in
nabbing those indulging in such activities. Mr Saini said
work on a number of power projects costing Rs 6000 crore
was already on and a few of them would be functioning
this year. |
Rs 10 cr allocated for
flood protection YAMUNANAGAR, May 11 The Government has allocated Rs 10 crore for flood protection measures for the ensuing season out of which Rs 5.5 crore had already been disbursed. Mr Prem Ballabh, Under Secretary, Revenue (Calamities Relief) Department, while inaugurating a state-level flood protection camp here yesterday disclosed that last year Rs 21 crore was spent on flood protection measures and prior to that in the year 1996-97 Rs 89 crore was spent. Mr Ballabh said the state government had spent Rs 328 crore in 1995 when there was unprecedented flood and a number of people were affected. Mr Rajiv Sharma, Deputy Commissioner, said on the sixth day of the training camp 35 persons had participated for training in flood protection measures. He appealed to participants to work with dedication and sincerity. He said they should improve their skills of swimming and operating motor boats. For Yamunanagar

anti-employee ROHTAK, May 11 The Haryana Karamchari Mahasangh has charged the state government with creating an atmosphere of terror among employees by adopting a revengeful policy. In a statement here yesterday, Mr Dhara Singh, state president of the Mahasangh, alleged the policies of the HVP-BJP coalition during its three-year rule had been against the interests of employees, farmers, students and traders. He said the transfer of Mr M.L. Sehgal, a senior leader of the Haryana Karamchari Sanyukta Sangharsh Samiti and general secretary of the Mahasangh, was a revengeful step of the government. He said karamchari
sammelans would be held at the district level and the
agitational strategy would be finalised at an emergency
meeting of the samiti scheduled to be held at the
month-end. |
HSEB told to pay compensation YAMUNANAGAR, May 11 (UNI) For Bimla Devi and her two minor children, justice was delayed but not denied. Bimla Devi's husband Vijay Kumar was electrocuted by a live broken transmission line when he was riding a mobike here on December 26, 1991. The Additional Civil Judge Jagadhri, in his judgement observed that his death was due to the negligence of the Haryana State Electricity Board (HSEB). He has directed the HSEB to pay a compensation of Rs 75,000 to the kin of the deceased. The judge exempted court
fee to the dependents of the deceased because of their
weak financial position. |

farmer-friendly SIRSA, May 11 While presiding over the meeting of scientists to finalise the work plan of cotton scientists for the year at local Krishi Gian Kendra here yesterday, Dr P.L. Jalani, Director of Research, Haryana Agriculture University, Hisar, emphasised that research work should be location specific and field problem oriented and the scientists should come out with concrete recommendations for the control of serious and key pests attacking cotton crop. During the meeting the scientists recommended some practices for the farmers for getting good cotton yield and urged the farmers to grow only the recommended varities of seed and complete the sowing of cotton by May 25. Scientists said the cotton leaf hopper and white fly as sucking pests and pink spotted and American boll-worms as pests of fruiting bodies were caused the maximum damage to the crop in the state. For the management of these pests monitoring the crop once a week up to mid-August and twice a week thereafter was very important. Use of pest specific pesticides during the crop season would help controlling the pests. For the control of
heliothis, the key pest attacking cotton crop, use of
organophosphate pesticide is effective while for the pink
and spotted bollworms alternate use of organophosphate
and synthetic pyrethroides is necessary. Use of NPV and
neem based pesticides is effective for the management of
bollworms. Scientists claimed that indiscriminate use of
synthetic pyrethroides had increased the incidence of
white fly and other pests. Therefore its use should be
minimised and farmers should always add sticker in
pesticides solution for getting better results. |
Ministers visit refinery PANIPAT, May 11 Mr Shashi Pal Mehta, Minister of Industries, Haryana, visited the Panipat refinery here. His visit coincided with the visit of the Petroleum and Natural Gas, Mr Santosh Kumar Gangwar, Haryana. The Haryana minister who was accompanied by senior officials of Indian Oil, was taken to the hydrocracker unit, the site of the accident. A slide presentation on the chronology of events that lead to the accident was also shown. The minister was briefed about the accident by Mr A.K. Arora, Director (Refineries), Indian Oil, Mr S.N. Jha, Director (Pipelines) and Mr Surinder Singh Saini, an Executive Director of the refinery. The Industries Minister appreciated the steps taken by the refinery experts to bring the situation under control without affecting the normal functioning of the refinery. Later at the refinery guest house, the Union Minister of State for Petroleum and Natural Gas met members of the bereaved families and expressed his grief. A two-minute silence was observed as a mark of respect to those who lost their lives. Mr Gangwar said all possible help would be given to those affected by the incident. Mr S.P. Mehta, State Minister of Industries, said in case of any difficulty they were welcome to approach the authorities concerned. A flash fire had occurred on Friday in the hydrogen gas compressor of the hydrocracker unit of the refinery in which five persons lost their lives and two were injured. The four-member committee set up to investigate the cause of the accident is expected to submit a report soon. The hydrocracker

Draw of lots for plot nos on
May 14, 15 CHANDIGARH, May 11 The Haryana Urban Development Authority (HUDA) has decided to hold a draw of lots of plot numbers for Societies of the Group Housing Scheme, 1998 for the Gurgaon and Faridabad urban estates. An official spokesman today said the draw of lots for Faridabad would be held at the Estate Office, Faridabad, on May 14 at 11 a.m. The draw for Gurgaon would be held at the HUDA office complex, Sector-14 Gurgaon, May 15 at 10 a.m. HUDA had offered 395 acres of land under the Group Housing Scheme, 1998, at Gurgaon, Panchkula, Faridabad and Sonepat. Draw of lots for identifying successful societies in the urban estates of Gurgaon, Panchkula and Faridabad were held in February, 1999. The letter of intents to all successful societies had already been issued. He said there were 111
successful societies of Gurgaon to whom the number of
plots would be given through this draw. The land
measuring 160 acres is in Sector 9, 9-A, 10-A, 43, 45 47,
54, 55, and 56 of Gurgaon whereas land measuring 59 acres
was available in Faridabad, 175 acres in Panchkula and
one acre in Sonepat, he added. |
Haryana CPI to contest 5 seats SONEPAT, May 11 The Haryana unit of the CPI has decided to field candidates in the Karnal, Ambala, Kurukshetra, Faridabad and Sirsa Lok Sabha seats for the forthcoming Lok Sabha elections. Giving this information, Mr Daryao Singh Kashyap, secretary of the state unit of the party told mediapersons here today that the party would seek help of all "secular" forces to give a crushing defeat to the BJP and its allies. He said the BJP-led coalition government at the Centre had failed on all fronts, particularly in checking the price rise. The prices of not only onions but all essential commodities had gone up manifold. Opposing the privatisation of power and the transport sector, the CPI leader said the Vajpayee government at the Centre was encouraging multinational companies while raising the "swadeshi" slogan. Expressing concern over the increasing incidence of murder, kidnapping, highway robbery and dacoity in Haryana, Mr Kashyap demanded sacking of the Bansi Lal government which had failed to check crime against women and Dalits. He also demanded steps
to improve water and power supply in the state. |
MDU employees observe strike ROHTAK, May 11 Non-teaching employees of Maharshi Dayanand University went on a one-day token strike today in protest against the suspension order of Superintendent by the Vice-Chancellor Lt-Gen (retd) O.P. Kaushik yesterday. Members of the MD University Non-Teaching Employees Association held a gate meeting outside the administrative block of the varsity this morning and decided to strike work today in protest against the order of Vice-Chancellor. The President of the a Association, Mr Kartar Singh said Mr Kaushik had assured him that an inquiry into the matter will be completed within 15 days. The Vice-Chancellor on
the other hand, claimed that there was no strike in the
administrative block today. He, however, said a
delegation of employees had met him on the issue of the
suspension of the Suprintendent and he had assured them
of an inquiry. The Superintendent, Mr Verma, has been
placed under suspension on charges of disobedience and
indiscipline. |
