Another missive by Jagan Nath CHANDIGARH, May 25 The Haryana Agriculture Minister, Mr Jagan Nath, who is fast emerging as leader of the dissidents in the ruling Haryana Vikas Party, today fired another missive on the Chief Ministers camp when he alleged that the functioning of the state government had been paralysed due to the fissures in the ruling party. Mr Jagan Nath, who belongs to the Chief Ministers home district, Bhiwani, demanded in a statement here today that a joint meeting of the legislators of the HVP and the BJP and their office-bearers should be convened immediately to discuss the current political situation in the state, particularly in view of the coming Lok Sabha elections. Expressing his deep concern over the political uncertainty through which the state was passing through, Mr Jagan Nath said Mr Bansi Lal as the President of the HVP should immediately call the meeting as suggested by him. The dissident minister said no joint meeting of the legislators and the office-bearers of the two parties had been held in the past one year. Mr Jagan Nath said the dismissal of certain ministers, the mysterious disappearance of four ministers and deliberate absenteeism from their offices by certain other ministers had a combined effect on paralysing the government functioning. This had caused a lot of inconvenience to the people who visited the state headquarters from far-flung places. Reacting sharply to the statement of Mr Jagan Nath, six loyalist ministers accused their colleague of issuing irresponsible statements for his "own vested interests". Today the loyalists reacted to Mr Jagan Naths statement for the first time though the dissident ministers had been demanding a CBI enquiry and judicial intervention into the "kidnapping" of four Harijan ministers by loyalists. The loyalists Mr Karan Singh Dalal, Mr Charan Dass Shorewala, Mr Raj Kumar Saini, Mr Subhash Chaudhry, Mr Ramesh Kaushik and Mr Ram Bhajan Aggarwal, said no minister had gone underground and all files pertaining to various departments were being dealt with promptly by their colleagues, whether of the BJP or of the HVP, "who were not on tour". They also claimed that
the grievances of the people coming to the state capital
were being redressed promptly by the ministers. |

one year HISAR, May 25 The electoral authorities here are having a tough time scrutinising the nearly 56,000 application forms submitted for the inclusion in the voters' list, marking a huge increase in the number of people seeking inclusion in the voters' list. According to the Deputy Commissioner Hisar and the District Election Officer, Mr A.K. Singh, the administration has to be meticulous in scrutinising application forms. The spurt in numbers is intriguing given that in 1995 only 1071 application forms were submitted for inclusion in the list, and in the previous election (1998) the figure was about five thousand. Mr Singh pointed out that population growth in the area is less than two per cent. Although Mr Singh
refrained from commenting on possible manipulation by
political parties the intentions appear to be clear. Of the 55,822 fresh applications, 14232 are in Hisar constituency followed by 9944 from Mandi Adampur, 9329 from Barwala, 8904 from Hansi, 8085 from Ghirai and 5328 from Narnaund assembly segments. Mr Singh said that while there was huge rush of applications most of them did not turn up for getting themselves photographed for issue of photo identity cards, though sessions were organised in a manner convenient to the people. He appealed to the voters to get themselves photographed by June 21. Although total figures for the state are not available. Hisar may top the list of applications for fresh voters. In 1998 there were 707566 voters in Hisar. The 55,822 new voters signify an eight per cent increase in just one year. Meanwhile the District Congress Committee has urged the District Election Officer to arrange for photographing of applicants at local polling booths. Normally, they are supposed to get themselves photographed at the mini secretariat. In a representation the
DCC president, Ms Susheela Sharma alleged that there were
attempts being made by the ruling party to prevent
Congress supporters from getting themselves enlisted. She
urged the district administration not to shift polling
booths 135,141 and 145 as hundreds of voters would
otherwise have to travel about three kilometres for
casting their votes. |
Suicide rate shoots up in
Haryana ROHTAK, May 25 Suicide attempts by those in the age group 15 to 40 by consuming sulphos tablets, a deadly insecticide are on the rise in Haryana. In certain cases, some elderly persons, because of ill health have also committed suicide. According to the available data, nearly 13,000 cases of suicide attempts were reported in the state last year, out of which 4,000 could be saved by providing timely treatment. According to medical sources, nearly 150 persons died at the PGIMS here after consuming sulphos last year as against 135 in 1997 and 106 in 1996. Dr Ranbir Singh Dahiya says such persons reach the institute from up to 50 km while those belonging to remote areas approach nearly hospitals for treatment. He says the person consuming sulphos tablet can be saved only in case his/her stomach is cleaned immediately by means of vomiting. If a person consumes more than one sulphos tablet and is not taken to a hospital for a few hours, it becomes impossible for a doctor to save his life. A majority of such patients are unemployed and unmarried youth and married women, he adds. A renowned psychiatrist of the town opines that no one intends to end life under normal circumstances. However, sometimes a person loses patience under adverse circumstances and resorts to the extreme step. He suggests a little moral support during desperate moments can avoid such incidents. The medical authorities consider domestic conflict, unemployment, financial problems, lack of patience and involvement in various criminal cases as the main factors forcing a person to commit suicide. It is learnt nearly 70 per cent of such persons are married women who take the extreme step due to excessive mental torture for dowry or other atrocities. Commenting on the rising
trend of consuming sulphos, doctors say the tablet has a
rapid effect on human body and there should must be a
check on its open sale. |

Mr Justice R.S. Mongia and Mr Justice J.S. Narang, who handed down this order on a petition filed by DSP Rajpal Singh of the Haryana State Crime Record Bureau contesting the "alleged proposal to induct into the IPS DSP Karnail Singh", also issued notice to the state government for June 3. In his petition Mr
Rajpal Singh stated that Mr Karnail Singh was not senior
to him. He could not be promoted even as a DSP.
Therefore, the question of his induction into the IPS did
not arise. |
Haryana spent 225 cr on drinking
water CHANDIGARH, May 25 A sum of over Rs 225 crore has been spent to improve the availability of drinking water in Haryana since the present government took over in May, 1996. The Public Health Minister, Mr Jaswant Singh, said today that of this amount, a sum of Rs 149.39 crore was spent in rural areas, benefiting the people in 1604 villages where the supply of drinking water had been increased by 40 to 55 litres per capita per day (LPCD). Also, the supply of drinking water had been augmented to 70 LPCD in 353 villages under the Desert Development Programme. As many as 228 dhanis had been provided with drinking water facility during the same period. He said stress was laid on providing safe drinking water to the people of the Ahirwal area in particular which has traditionally been a problematic area with regard to safe drinking water. For the first time, 17 canal based drinking water supply schemes were being set up in Ahirwal at an estimated cost of Rs 18 crore. Besides this the department had initiated another project to set up 52 new tubewell-based water supply schemes at an estimated cost of Rs 5.53 crore. The minister said a sum of nearly Rs 22 crore had been spent in rural as well as urban areas of Ahirwal to improve the availability of potable water. Mr Jaswant Singh said 41,250 domestic water connections were released in those villages where the water supply was 70 IPCD or more in the past three years. The water works of 539 villages, which were badly damaged during the floods in 1995 were repaired. Special attention was being paid to clean filter media of canal based water supply schemes to ensure supply of safe drinking water. He claimed that the state government had spent Rs 2.90 crore on the repair of 14 urban water supply schemes. Similarly, Rs 22.45 crore was spent on repair of sewer and drainage systems in 21 towns. The sewer system had been made partially operational in three towns namely, Ellenabad, Uchana Mandi and Samalkha and work to lay sewers was in progress in 22 towns, including Rewari and Narnaul. Referring to the
achievement made under the Rs 232.20 crore Yamuna Action
Plan, he said a sum of Rs 159.30 crore had been spent in
the past three years to set up sewage treatment plants in
the towns of Yamunanagar, Jagadhri, Karnal, Panipat,
Sonepat, Gurgaon and Faridabad and small towns of
Chhachhrauli. Radaur, Indri, Palwal, Gharaunda and
Gohana. |
Notice of perjury to suspended
dist attorney CHANDIGARH, May 25 The Additional Sessions Judge, Ambala, Mr B.M. Bajaj, today issued notice of perjury to Mr T.D. Khetarpal, suspended District Attorney, on an application filed by Mr Chatter Singh Nain, another suspended Assistant District Attorney, under Section 340 of the CrPC, for preferring a complaint against the respondent for allegedly committing an offence under Section 196, IPC, read with Section 193. The applicant alleged that Mr Khetarpal prepared a false document and relied upon it to obtain anticipatory bail from the court of Mr Bajaj on May 19. Mr Khetarpal obtained anticipatory bail in a criminal case registered at the Sector 5 police station, Panchkula, after the police was directed by the Chief Judicial Magistrate, Panchkula, to do so. The CJM had given the
direction to the police on a complaint filed by Mr Nain
under sections 167, 189, 218, 469, 473, 500, 506 and
120-B of the IPC. |
Haryana Congressmen hail
decision CHANDIGARH, May 25 Several Haryana Congress leaders today welcomed the withdrawal of resignation from the AICC presidentship by Mrs Sonia Gandhi. The Chairman of the Minorities Cell of the party, Mr Jagdeep Singh Cheema, said by agreeing to the demand of lakhs of Congress workers to continue to lead the party at this crucial juncture, Mrs Gandhi had defeated the conspiracy hatched by three expelled CWC members Mr Sharad Pawar, Mr P.A. Sangma and Mr Tariq Anwar with the BJP and the RSS. He said the three expelled CWC members were living in a fool's paradise if they believed that they could harm Mrs Gandhi by indulging in false propaganda about her foreign origin. The Chairman of the Human Rights department of the Haryana Congress said by withdrawing her resignation Mrs Gandhi had respected the sentiments of the Congress workers. A spokesman of the
Haryana Youth Congress, Mr Lovlesh Kaushal, welcoming the
decision said, she had saved the Congress from
annihilation. |
Family held for duping three SIRSA, May 25 Amrit Kaur of Khairka village who worked as a nurse at local civil hospital, her husband Surat Singh and her father Banwari Lal of Jai Jai Colony were arrested by the Sirsa police yesterday on charges of cheating, criminal breach of trust and criminal intimidation and a case registered against them under Section 420, 406/506/34 IPC at the city police station here on the complaint of Harichand of Nejadela Khurd village. Giving this information Mr B.S. Sandhu, SSP Sirsa said here today that Harichand had alleged that the accused had accepted Rs 70,000 each from Harichand and Mohinderpal Singh of Nejadela Khurd and Bagwan Dass of Dhani Bappan in this district last year promising to get their three relatives recruited in the Haryana police. The accused had claimed that they had sound approach in the state government. On failing to get their
relatives recruited the accused refused to return their
money and instead threatened to eliminate them. |
Ban on sale of overripe
fruit ROHTAK, May 25 The district administration has imposed a ban on the sale of overripe fruits and vegetables, ice candies and ice cubes prepared from contaminated water with a view to prevent the spread of epidemics like cholera and other water-borne diseases in the district. The orders have been issued by the Deputy Commissioner, Mr Anil Kumar, following a circular by the state government. The sale of sugarcane
juice, raw meat, cake, biscuit, bread, water melon and
other sliced fruits and vegetables, not protected against
flies and dust, has also been banned. |
Make Haryana literate state:
Governor CHANDIGARH, May 25 The Governor, Mr Mahabir Prasad, exhorted the teachers to make Haryana a total literate state before entering the 21st century through universal, compulsory and free primary education. The Governor was speaking after releasing the copies of teachers training module under the name of "Tarang 2" at a function organised by the Haryana Primary Education Programme Council in the Law Auditorium, Panjab University, here today. Stressing upon promotion of women's education, he said women education could yield better results in eradicating the social evils like casteism, communalism, dowry system and child marriage as well as in solving the intricate problems of unemployment, poverty and population explosion. Literacy was key to all-round progress, prosperity and happiness of the state. The Governor urged the teachers and officers of the Education department to visit the rural areas, especially big villages in the state to identify the illiterate. Such identified illiterate persons should be imparted elementary education through the District Primary Education Programme (DPEP) being implemented in the state by the Haryana Primary Education Project Council. 3 Cong men dead, 6 hurt in
collision HISAR, May 25 Three Congressmen from Punjab, including Mr Hari Singh Rathi, member, All-India Congress Committee were killed and six others injured in a road accident on the Sirsa road, near here last evening. According to a report, 10 Congressmen were on their way from Sardulgarh to Delhi to take part in the today's Congress convention. Near BSF camp their jeep collided with a mini-truck coming from the opposite direction and later dashed against the boundary wall of the BSF camp, killing Mr Rathi and Govind Ram on the spot. Seven years RI for rape FARIDABAD, May 25 Mr R.L. Sankhla, Additional District and Sessions Judge, today sentenced Dharmender hailing from Aligarh to seven years rigorous imprisonment for raping a minor girl. Heera Devi and Anita, mother and sister-in-law of Dharmender respectively who were also involved in the case were sentenced to three years rigorous imprisonment. According to the
prosecution the accused kidnapped the girl from Faridabad
on March 4, 1997, took her to Aligarh and Jammu and raped
her. |
Medical man held on murder
charge FARIDABAD, May 25 The police yesterday arrested a medical practitioner of Hathin on a charge of murdering an old woman patient. A police spokesman said here today that Ramdei (70) of Pahari village had gone to the clinic of Deepak complaining of weakness as she was suffering from dysentery and fever. After Deepak administered her an injection of B-complex she fell unconscious. Fearing that she would die Deepak took her to a hut outside the village at night and hanged her with a rope. A case under Section 302
of the IPC has been registered against Deepak. |
Woman kills kids, herself AMBALA, May 25 A woman killed her two minor children and allegedly committed suicide at her home in Siwan Majra village, 15 km from here, police said today. The deceased were identified as Simple Kaur, Gagan (4) and Sonia (6). According to police reports, the woman ended her life along with her two kids by sprinkling kerosene oil on themselves yesterday. The husband of the woman runs a dhaba outside Ambala. One of the close relative of the deceased alleged that Kaur was forced to commit suicide, the police said. The police has
registered a case but no arrest has been made so far. |
Measures to combat waterborne
diseases SONEPAT, May 26 The district administration today launched an action plan to combat the outbreak of malaria, waterborne diseases and mosquito menace in the city and other parts of the district effectively. The Deputy Commissioner, Mr P.K. Mahapatra, today issued an order under the Epidemic Control Act, banning the sale of over-ripe vegetables, fruits, sub-standard ice, ice-candy, kulfi and aerated soda water bottles in the district. However, the sale of juice, sugarcane juice, sweets, cake-biscuits, double-roti and melons etc could continue if these were placed under the cover. The order which comes into effect immediately will continue until December 31 next. The District Magistrate has authorised medical officers to enter the premises of all vegetable and fruit shops besides the manufacturing units of ice-candy etc to check and destroy articles and commodities found unfit for human consumption. The medical officers have also been directed to take samples of water used in the manufacture of aerated water bottles and ice-factories. The administration would take stern action against such units if they are found using sub-standard water in the manufacturing of ice and aerated water bottles. The District Magistrate
disclosed that he had also directed the authorities of
all official agencies to coordinate with each other and
ensure the supply of potable water to the inhabitants of
both urban and rural areas. The water, he said, should be
chlorinated properly. |
Give reservation to Jats: BSP ROHTAK, May 25 The state unit of the Bahujan Samaj Party (BSP) has favoured reservation for Jats in government service. In a statement issued here today, the Rohtak block president of the party, Mr Sant Lal Madaan, said 'Jats' in Haryana should be given reservation within the general category on the pattern of 'A' and 'B' category because quite a number of posts has been covered by the 'Manuwadis' and the farming community had been ignored. The BSP leader claimed that a large number of posts had been lying vacant under the name of 'backlog' for SCs and they were not being filled by authorities. Describing it as a deep-rooted conspiracy he said Dalits were deprived of their legitimate right. He claimed that the BSP
in Haryana had been widening its base in the state. |
Husband held for demanding dowry SIRSA, May 25 Suresh Kumar Monga of Mandi Dabwali was arrested by the police yesterday for demanding dowry from his wife and beating her. Mr B.S. Sandhu, Senior Superintendent of Police, Sirsa, said here today that in a complaint Mrs Usha Rani, an employee of a bank, had alleged that her husband had been demanding a Hero-Honda motor cycle from her parents. He had even assaulted
her mother during one of her visits to her daughter's

Expired medicines, steroids
seized ROHTAK, May 25 Officials of the District Drugs Control office today raided three places in the town and seized expired medicines, samples meant for physicians, steroids and medicines meant for government supply. According to information, the authorities sealed a chemist shop containing expired drugs. In a separate case, Gurpreet Singh was arrested on a charge of selling steroids without having a proper licence. Nearly 20 kg of medicine powder was seized from him. A case under Section 420 of the IPC has been registered. The raiding team led by
