New Delhi, November 10 The Chief Minister left her house situated at 3, MotiLlal Nehru Marg around 11 am with her family members and hundreds of supporters wearing white caps and carrying party flags. Sheila initially travelled in an open Jypsee but after just half kilometer she changed her vehicle and sat in car, which was moving very slowly. Her car was followed by hundreds of supporters and Sewa Dal workers who marched from Moti Lal Nehru Marg to Jam Nagar House where she filed her nomination papers. The cavalcade took nearly half an hour to reach the election office. The supporters, all through the way, shouted slogans “Sheila zindabad, Congress party zindabad, muhar lagegi haath par”. When she reached near Jam Nagar House, Dikshit waved her hand and showed the victory sign. In the election office, Delhi pradesh Congress committee president Jai Prakash Agarwal joined her. In an affidavit filed in the election office, Dikshit declared her assets as Rs 30,000 cash and a flat in Nizamuddin. After filing nomination papers, Sheila Dikshit reiterated that her party’s endeavor was to make Delhi a worldclass city. “To continue the process of overall development of the city people should elect Congress for the third time because our party has always stood for welfare of poor and downtrodden,” she said. In this context, she referred to a number of flyovers, subways, foot overbridges that have come up in the city during her rule. Sheila claimed that the Congress has always stood for the common man and that was the reason why it had always worked for the upliftment of the downtrodden and weaker sections of the society. |
CM a careful investor
Delhi Chief Minister Sheila Dikshit seems to be a careful investor as most of her money has been parked in mutual funds, bonds and government saving schemes, according to the affidavit she submitted along with her nomination papers for the assembly elections later this month.

EC notice to Malhotra
New Delhi, November 10 The Election Commission has transferred returning officer of Greater Kailash, Bansraj Ram, ACP Pushpinder Kumar and sub-inspector K. L. Yadav of Tilak Marg police station for failing to implement its instructions. The Election Commission took this action on charges of a large turn-out of BJP supporters at the office of the returning officer when Malhotra submitted his nomination papers, sources said. |

Vardhan calls for change
New Delhi, November 10 He was accompanied by BJP MP Navjot Singh Sidhu, former MP Lal Behari Tiwari, pradesh vice-president Neera Shastri, pradesh secretary Vijender Gupta, councillors Rajesh Gaur, Dr V.K. Monga, Neema Bhagat and Shammi Kapoor and the chairman of Shahdara Zone Dr Kanwar Sain. Addressing a gathering of people, he said the people of Delhi wanted a change. Only the BJP could provide this change. The people were fed up with the anti-people and inefficient Congress government, he alleged. He appealed to the people to vote for the BJP to oust the corrupt Congress government from Delhi. The BJP supporters who accompanied Dr Harsh Vardhan raised slogans of the victory. Women, youth and senior citizens raised slogans like ‘Krishna Nagar Ka Neta Kaisa Ho - Dr. Harsh Vardhan Jaisa Ho’. He has been representing the Krishna Nagar constituency for the past three terms. He said during the past 10 years, the Congress had disappointed every section of Delhi. The Congress completely failed on the issues of power, water, public transport, education, health, environment and law and order. By initiating demolition campaign and sealing it displaced lakhs of people in Delhi and about one lakh people lost their houses. This government continued to mislead the people of unauthorised colonies and J.J. clusters, he added. |
Cong not kept vows: BJP chargesheet
New Delhi, November 10 The chargesheet said that in 2003 the Congress had given 15 points for the development of Capital, including full statehood to Delhi, better transportation and clean and accountable administration. But, in reality it has done nothing except for providing a corrupt administration, said the chief of the Delhi unit of BJP, Harsh Vardhan. Vardhan said that as far as the question of full statehood was concerned, during 10 years of her rule, Sheila Dikshit never tried to get it done even when the Congress was in power at centre. Further, Dikshit had assured citizens of replacing the Blueline buses with low-floor and corporation-owned buses, but nothing has been done so far and these private buses are still killing people. Vardhan further said that instead of providing accommodation to slum dwellers, thousands of jhuggis have been demolished for the Commonwealth Games to be held in 2010. Vardhan added that Delhi was a flourishing city for businessmen and small-scale industries and there were many job opportunities in the city. But, these options were also closed after factories were shut down in the name of pollution and shops were demolished. |
Cong adjusts heavyweights
New Delhi, November 10 The Congress has given ticket to Tarvinder Singh Marwah, a sitting MLA from Jangpura. Tajdar Babar was also one of the ticket seekers from Jangpura. Her constituency, Minto Road lost in the delimitation and its major area was added to Jangpura. Rajesh Jain was given ticket from Sadar Bazar. Yoganand Shastri who was demanding ticket from Malviya Nagar has been given ticket for Mehrauli constituency. Supporters of Zila Singh Chauhan, sitting MLA from Burari, demonstrated in front of AICC office to pressurize the Congress for ticket third time but his application was rejected. Deepak Tyagi has been given ticket for Burari. Two sitting councillors Mahmood Zia and Anita Babbar were given tickets from Matia Mahal and Tilak Nagar respectively. Two former councillors Jitender Kochar and Shabnam Riyaz were given tickets for Greater Kailash and Kirari respectively. A retired IPS officer, Amod Kanth has been given ticket from Sangam Vihar. He is running an NGO Prayas. The remaining names are Jaswant Rana from Narela, P. C. 80 kids hurt in school bus mishap
Greater Noida, November 10 The incident occurred at 7.40 am near a roundabout under Kasna police station in Greater Noida’s Omega-I sector. Kasna station officer (SO) Arjun Singh said the bus was transporting about 85 students of K.D.S. Public School when the driver lost control and hit a Santro. The bus then overturned. At least 80 students, aged between six and 12, sustained injuries. “After hitting the car, the driver fled the spot. We rushed the children to Kailash hospital, where the conditions of five was said to be critical. They were admitted to ICU (intensive care unit). The other children were discharged after being given first aid,” Singh said. On the complaint of Bhagwan Dass Sanwaria, the Santro’s owner, a criminal case under Sections 279, 338 and 427 of the Indian Penal Code (IPC) has been registered against the driver.

Upset with parents’ dispute, boy jumps to death
Gurgaon, November 10 Aakash hailed from Bhind district in Madhya Pradesh and worked as a merchandiser with Kutons here. He was staying in Ekta Apartment in Sector 10 since last five months. Aakash’s roommate Raghuveer Singh told The Tribune that Aakash had some family-related problems and was in depression since last three-four days. “He slept the whole day yesterday and did not eat anything. When i tried to wake him, he refused Around 3 in the evening, without talking to anybody, he just went and jumped. We were informed by someone downstairs,” he said. “Aakash was telling everyone that he will leave his job and will soon move to Mumbai,” Raghuveer added. “We were seven boys in the flat, two each in three rooms and one in servant room. We all were busy when Aakash went out and jumped,” said Pawan, a flatmate. SHO Dhan Singh, who reached the spot, said, “A broken mobile was lying in Aakash’s room and the SIM was found wrapped in a paper near it. I searched his uncle’s number and informed him, he will be coming here any moment.” A note was also found lying on his bed. It had his bank account details, along with the direction that his money should be given to his mother. Singh said that Raghuveertold them that Aakash’s mother stays in Delhi and father in some village in Madhya Pradesh. His parents were having disputes and he was upset over it. |

MCD contractor shot dead
New Delhi, November 10 According to the police, the incident occurred at about 12.15 am today when the victim, identified as Hitender Singh, was going home in Najafgarh after attending a function. “Hitender was going home after attending a marriage in the Hastsal area of Uttam Nagar last night. He had gone along with two of his friends in his car. He had dropped them at their homes before he was murdered in Najafgarh,” a police officer said. The police said Hitender was driving the car when he was shot twice and the windowpane of the driver side was broken. His body was sent for autopsy. Hitender was a resident of Todar Mal Lane in the Nazafgarh area and is survived by his wife and two children. Family members have denied any personal enmity and the exact cause of the murder has not been ascertained yet.

Arjun Singh stresses education of minorities
New Delhi, November 10 Others present at the conference included D. Purandeswari, minister of sate, HRD (Higher Education); R.P. Aggarwal, secretary (HE); Sukhdeo Thorat, chairman, University Grants Commission and many eminent educationists and vice-chancellors. Arjun Singh also emphasized meeting the challenges of higher education along with the expansion of seats. He hoped that the academia and the ministry of human resource development (MHRD) be able to provide access to high quality education to the disadvantaged groups. Further, he hoped that the deliberations would reinforce collective commitments of all to meet the goals of bringing higher education to all along with equity, inclusiveness and excellence. He stressed that the principle of equity implied not merely a right of all to exist, but a right to flourish and grow. Further, in his opening remarks, R.P. Aggarwal emphasized the need for optimum and timely utilization of funds for providing quality infrastructure and facilities for educational institutions. He also enjoined upon the delegates to strictly fulfill the vacant faculty positions especially the backlog vacancies of SC/ST/OBC teachers and non-teaching staff, which is a part of constitutional obligation. Aggarwal stressed the need to submit annual reports and audited accounts well in time so as to enable the ministry to place it on the table of Parliament. After the inaugural session, a thorough review was taken on important issues like status of utilization of financial assistance provided to universities and centrally funded technical institutions; progress of filling up of SCs/STs vacancies for teaching and non-teaching staff; issues relating to international cooperation and academic exchanges with foreign collaboration. |
87 stray cows impounded in Delhi
New Delhi, November 10 Cattle catching vehicles along with staff of the Municipal Corporation of Delhi (MCD) raided Rajpura, Jahangirpuri, Adarsh Nagar, Kingsway Camp and other areas. “A total of 87 cattle head were seized, which were micro-chipped (for tracking them) at the Timarpur Cattle Pond,” said Deep Mathur, spokesperson MCD. The cattle were subsequently deported to the Dabur Hare Krishna Gosadan, a cattle shed run with state government and municipal authority funds in northwest Delhi. The cows, like many others found roaming free on Delhi’s roads, were owned by a dairy in Civil Lines that houses 5,000 cattle. Many a time, the owners release the cows on the streets to roam and graze during daytime after milking them in the morning, sources in the MCD said. From April 2002 to October 31 2008, the municipal authority has impounded 97,714 cattle head from various parts of Delhi. The efforts by the authorities are in cohesion with widespread incidents of cattle havoc in the capital - the latest being a stray cow killing a 65-year-old man and injuring three others in June. The MCD was also directed by the high court in September, to give Rs 200,000 to the widow of a victim of another such incident in 2006. A Delhi court had in the past even placed a bounty of Rs 2,000 for catching and helping authorities impound stray cows. The MCD itself spends over Rs 40-50 million annually on the cowsheds, to ensure that the cows are well taken care of and not released on the roads again. Officials and municipal authorities hope to rein in the cattle chaos in time for the 2010 Commonwealth Games, when Delhi will play host to over a million visitors.

Religious leaders pay homage to victims of ’84 riots
New Delhi, November 10 A public meeting organised by The Sikh Forum here today was attended by leaders of different faiths, who spoke about the rights of minorities in India. “The rights of the minorities are being infringed upon time and again. The basic problem is that law does not really come to play where rights are violated forcibly. Nobody is being punished for the violence against the North Indians in Maharashtra,” said Swami Agnivesh, social activist. Talking about Sikhism, Agnivesh said, “Sikhism is not just a religion. The Sikh gurus stood against injustice and that is what they preach. At crucial times like these, every Sikh would have to guard human rights.” Father Dominic Emmanuel represented the Christian community at the meeting. “The Sikh institution of equality should go beyond the bounds of religion. People in this country need to sit together and eat, irrespective of caste or religion,” he said. “The political representatives must listen to the voices from the minorities. What happened in 1984, Gujarat and now in Orissa needs to be severely criticised,” said Father Emmanuel. He added the Christian community believed that because they were not a substantial vote bank they were not considered worth addressing. Former professor of Jamia Millia Islamia University, ZM Khan said, “Not just the Muslims but all the minority communities are going through bad times in India. The minorities might have succeeded in getting special rights in the constitution but the situation has narrowed down to ensuring the right to life.” Talking about the mistakes that the Muslim community had made in the past he said, “The Muslims have only identified themselves as a religious community, whereas the majority community has always claimed itself to be an amalgamation of cultural groups.” Representative of The Sikh Forum from Haryana Jagjit Singh Virk said, “The minorities needed to be educated about their rights before to being organised to stand for the rights.” “Minority communities are not foreigners and it is important to identify the violation of our rights. Interfaith meetings are an important platform to discuss issues related to the minorities,” said MS Chadha, working president, The Sikh Forum. Others who attended the meeting included Maheep Singh, Sardar HS Phoolka and AS Narang. |
Apparel, shoe manufacturers get sops
Gurgaon, November 10 “We will provide conducive atmosphere for investments in the readymade garment sector,” said Chief Minister Bhupinder Singh Hooda. He said there is need to capacity enhancement and skill development in the labour-intensive sector. Hooda was speaking after laying the foundation stone for a building of the AEPC’s Institute of Apparel Management (IAM) and Apparel Training and Design Centre (ATDC) here today. He also announced that on the infrastructure front, the Haryana government is going to start sister townships of IMT (Industrial Model Township) Manesar in Rohtak, Faridabad and Kharkhuada. He said, “The government is conscious towards its responsibilities in providing an environment that is conducive to the growth of industry, be it an excellent law and order situation, cordial labour relations or provision and strengthening of industrial infrastructure which is conducive to the growth of industry. The state government has formulated a labour policy that aims to maintain a balance between the imperatives of the labour welfare and requirements of industrial promotion, towards greater economic growth and creation of additional employment opportunities.” “The government is in the process of acquiring land for expansion of the IMT, Manesar,” Hooda avowed and added that the demand for providing 20-acre land for establishment of a large-scale apparel design and training centre would be considered during the expansion of IMT Manesar. He further stated that the government has formulated a labour policy that aims to maintain a balance between the imperatives of labour welfare and the requirements of industrial promotion, towards greater economic growth and creation of additional employment opportunities. Talking about the need for creation of skill development facilities from the lowest-end worker to research and design facilities to the creation of management skills, Hooda said, “It is the most imperative and pressing for further growth and value addition for this industry.” Textile sector is expected to attract an investment of Rs 1,50,600 crore by the end of 11th plan and it would generate employment opportunities for a 17.3 million workforce, of which 5.2 million will be skilled. The growth and all-round development of this sector has a direct bearing on the improvement of the economy of the country. The Chief Minister retreated, “Haryana has ranked on top amongst the Indian states with per capita investment at Rs 78,500, up from the 14th rank about three and a half years ago. There has been a growth of 856 per cent during this period. This has been shown in a recently published database report by the Center for Monitoring Indian Economy.” Hooda called upon the captains of the industry to appreciate that a large part of the credit for much of what the state government has done so far goes to the labour. He advocated that we must not ignore the human aspect when we talk of productivity and opined that productivity in numbers tends to compromise on the quality of workmanship, which is in some ways more important than sheer numbers. Similarly, a skilled technical worker should not be classified as semi-skilled only to give him lower wages because a satisfied worker, suitably compensated for his hard work, would be a greater asset for the growth and prosperity of business, he maintained. Meanwhile, AEPC chairman Rakesh Vaid called for allotment of up to 30 acres of land from the Haryana state government for establishing a training and design centre besides a research and development centre. Readymade garments worth Rs 6,000 crore are exported from Haryana annually, providing employment to 10 lakh workers. AEPC will also set up a full-fledged school with education and training facilities in Rohtak. |
Russian designer showcases creations
New Delhi, November 10 As per the decision taken jointly by the Russian President Vladimir Putin and Prime Minister Dr Manmohan Singh, the Slava Zaitsev fashion show was held at Sirifort Auditorium. Interestingly, Zaitsev’s creations have been published by Paris Match Magazine, though they were earlier rejected by the Methodical Council of Russia. This artist also holds the credit of being appreciated by venerable couturiers Guy Laroshe, Pierre Cardin, among others. The auditorium was filled with fashion bees who couldn’t help being carried away by the captivating elan of the presentations of the artist. |
Verdi’s opera draws a packed house
New Delhi, November 10 The opera, inspired by Alexander Dumas’ play “Lady of the Camellias”, was brought to the Shri Ram Centre for Arts here by Rajasthan-based Neemrana Music Foundation. It was adapted in the theatrical format by Giuseppe Cutino and the music set by Onofrio Claudio Gallina. At the end of the performance here on Sunday, the crossover cast received a standing ovation. First performed at la Fenice in March 1853, “La Traviata” recounts the tragic love story of Violetta Valery, a famous Parisian courtesan of the 18th century and Alfredo Germont, a rich young man. “Indians have a natural affinity to opera because the genre is very similar to the Bollywood movies in terms of colour, romance, music, content and grandeur,” Francis Wacziarg, producer of the “Violetta, a Traviata” and co-chairman of the Neemrana Music Foundation, said.

AIIMS gets ISO certificate
New Delhi, November 10 “The department has become the first of its kind in the country to document its teaching, training, research and patient care management processes through ISO 9001:2000 Quality Management Systems Certification,” Shakti Gupta, head of department of hospital administration, said. Gupta said AIIMS was the first medical college to start hospital administration (in 1962) as a stream of knowledge and has taken several initiatives to develop model syllabi, to meet the changing demands and skill set requirements in this field. AIIMS is the premier medical college in the country and treats nearly 8,000 patients every day.

New Delhi, November 10 The unknown man jumped in front of a running train at the Janakpuri West metro station. The metro officials said though the driver tried to stop the train, he could not avoid the accident. The train services were also halted for sometime after the incident. |
