Dhand to be made sub-tehsil

KAITHAL, Dec 20 — The Haryana Chief Minister, Mr Om Prakash Chautala, has announced that Dhand will be made a sub tehsil and the Primary Health Centre, Pundri, will be upgraded to the level of a community health centre.

This announcement was made by the Chief Minister while redressing grievances of 65 panchayats of Pundri, Kaithal, Thanesar, Asandh and Pehowa blocks at an open darbar held at Pundri, 20 km from here, last evening.

Mr Chautala said the Haryana Government had decided to accord top priority for the development of such areas which had been neglected. He, however, assured the people of speedy development of all areas in the state.

Referring to the power situation in the state, the Chief Minister said all consumers would be given sufficient power supply. He said all electric poles would be replaced by concrete poles, besides removing electric wires passing over houses, schools, ponds and other public places.

The said all drains and canals were being desilted and repaired to ensure water supply for irrigation at the tail-end. He pointed out that the repair of roads had already been undertaken and was expected to be completed by May. He said the government had decided to lay underground pipe lines from canals to water works to ensure potable water.

The Chief Minister accepted the demands of shopkeepers of Pundri to allot them plots in the new subji mandi on reserve price. He also sanctioned a number of link roads, including Fatehpur to Naina, Pabnawa to Raison, Jadola to Ghumthala, Jajanpur to Salimpur, Pabla to Pabnawa, Ahmadpur to Sanch, Chanana to Pharal, Sakra to Kasan, Ahu to Gudha, Kheri Sikender to Theontha, Habri to Dera Sant Singh, Rasalpur to Manpur and Ghumthala to Pabla.

The Chief Minister also accorded approval to the upgradation of the primary schools at Solumajra, Slampur Jambha and Jajanpur to the level of middle school, besides opening a new branch of primary school at Dera Bajigar. He also sanctioned the construction of four rooms at Government Girls High School, Pundri, two rooms each at Rasulpur, Matheri, Jhanjhpur, Pubnawa and Kamodon villages and one at Grarsi village.

Mr Chautala also accepted the demand for setting up a matriculation examination centre at Matheri village school. He also sanctioned a mini bank of Deeg, besides a veterinary hospital at Solmajara, Rasina, Sirsal and Ajuana villages. He also accorded approval to repair the Primary Health Centre of Rasina village and construction of ghats for Kaul, Atola and Dhardu villages.

He also sanctioned a grant of Rs 4 lakh for streets at village Kaul and Rs 2 lakh for streets at Ahuana, Barsana and Pabla villages.

Judicial remand for 182 mill workers

AMBALA, Dec 20 — As many as 182 striking employees of Naraingarh Sugar Mill, who were arrested yesterday under Section 107/151 for violating Section 144, have been sent to judicial custody. Among them, 36 employees have sent till December 28, 35 till December 29, 24 till December 30, 32 till December 31, 31 till January 1 and 24 till January 2.

Yesterday, after a clash between the management and the striking employees, the Deputy Commissioner had imposed Section 144 within a radius of 1 km of the mill.

According to the police, several farmers, who were waiting for their turn to unload their sugarcane-laden trolleys, sustained injuries when around 60 striking employees started throwing stones on them and officials of the mill. Some tractors of the farmers were also reportedly damaged in the incident. A criminal case was registered against 22 persons in this regard.

Later, the police forcibly removed the tent of the employees and arrested those who were sitting there on a dharna for the past several days.

The employees have been continuing their agitation since November 18. On December 3, a compromise was reached between the management and the striking employees following the mediation of the district administration. Later, the management did not agree to take back all employees sitting on the dharna stating that most of them had never been its employees. The employees’ union has been demanding that all striking employees should be taken back on jobs.

However, the management managed to start the functioning of the mill with the cooperation of the district administration. Now the mill has been crushing 25,000 quintals of sugarcane regularly.

Meanwhile, a spokesman of the union has alleged that the management has falsely implicated them in different cases. He also alleged that the administration has been supporting the management out of the way.

The Deputy Commissioner said nobody would be allowed to spoil the functioning of the mill keeping in the mind the interests of farmers.

Taliban diktat to non-Muslims

FARIDABAD, Dec 20 — The fundamentalist Taliban government in Afghanistan has issued a number of strict orders to be followed by the Hindus and Sikhs in that country. Most of the non-Muslims have already left Afghanistan after the takeover of the country by Pakistan-backed Taliban and have taken refuge in India.

A copy of the order issued by the government under rule 10 of the Islamic Shara which has been sent to the President of Gurdwara Karteparwan, Kabul, was procured by the Tribune from a Hindu refugee settled here in the town.

It says that non-Muslims, including Hindus Sikhs and Christians cannot build any new place of worship but can worship in places already in existence. The area of the place cannot be increased but could only be repaired.

Non-Muslims must wear dresses of yellow colour, which should have a mark for their identification, dress of priest or saint should not be worm and their cap should be of black colour.

Non-Muslim women can only come out of their houses, covered entirely with a 'chaddhara' with only their faces visible. The chaddhara should be of yellow colour. They should not wear jewellery of gold but of iron only.

Non-Muslims are not allowed to possess weapons. They must put a two-metre yellow cloth on the top of their houses so that it could be identified from a distance.

Hindus, Sikhs and Christians cannot live with Muslims in one house. If they are already there they should immediately vacate it.

The non-Muslims are also not permitted to file case in courts against Muslims.

An Afghan Hindu refugee who escaped to India after takeover by the Taliban said that hundreds of them were living in different parts of India in object poverty. They could not get ration cards or take up government jobs as they had not been granted Indian citizenship despite being in the land of their ancestors for the past several years.

Aspirants clamour for ticket

HISAR, Dec 20 — As the countdown to the Assembly elections in Haryana has begun with the dissolution of the Assembly on December 14, the ticket hunting has already started. Ambitious party workers have already jumped into the race for getting the ticket.

For the ‘most sought after’ parties — the Indian National Lok Dal, (INLD), its alliance partner the BJP and the Congress — the job of ticket allotment would be pretty difficult. The problem is likely to be more acute for the ruling INLD-BJP alliance, as they have yet to overcome first hurdle of seat sharing. And for the Congress, the factional localities are likely to complicate problems for the party.

There are a number of cases where petty workers have also been trying their luck with the leadership. Anybody who is somebody’s ‘somebody’ has become "quite important overnight". As road to leader’s house is always too long, the small-time party workers have been pinning their hopes on these middlemen only.

Some of the aspiring candidates have already ‘demarcated’ their constituencies and have started the tours. One such aspirant from the Congress during a tour in the Ghirai constituency said, "I hope party will give me a chance to serve the people this time that is why I have started the campaign on time", adding further as an explanation, "Even if I do not get the ticket, anybody who does, will be benefited by my campaigning".

The Ghirai constituency was represented by Mr Kanwal Singh of the Haryana Vikas Party in the just dissolved Assembly. In 1991 elections Mr Chhaterpal of the Congress had defeated Mr Devi Lal by a negligible margin.

The ruling INLD is also likely to have the problem of a number of aspiring candidates, who consider themselves as "most sincere, loyal and winning candidates". One senior leader of the party said, "Even people with hardly two or three years association have become ambitious". Anybody who has enough money and some sort of association will Mr Om Prakash Chautala, Mr Ajay Chautala and Mr Abhay Chautala, considers himself as the "most suitable" candidate. During the past few days number of such candidates issuing statements has grown by manifold. These statements only "congratulate, welcome, hail, express gratitude" to the Chief Minister for whatever he does. The sycophancy is at its best.

The BJP, although not with much stakes in the state, has also a good number of aspirants. In fact, there is a clash of interests among the BJP and INLD aspirants on the ticket sharing arrangement.

Even, nothing is certain about Hisar. Although the local BJP leaders claim and believe that the seat should go to the BJP, the INLD is not prepared to accept the argument. Hisar was represented by Mr O.P. Mahajan, who after resigning from the BJP in 1996, contested successfully as an Independent candidate. He joined hands with Mr Bansi Lal and served as minister. Subsequently he joined the Chautala government although reluctantly. He is also hopeful of getting the INLD ticket from here. He claims of having a "secure vote bank" in the city, particularly among the Punjabis.

BJP-INLD seat-sharing pact next week

AMBALA, Dec 20 — The seat-sharing agreement between the BJP and INLD would be announced by next week. It was stated by a senior leader of the BJP, Mr Ram Bilas Sharma, here today. He was addressing the first pre-election rally of his party at Ambala Cantonment in the evening.

Later talking to mediapersons, he said that the seat adjustment between the two parties had already been finalised. Only an announcement remained to be made that BJP-INLD alliance was the best political combination in the state. Whenever these two parties joined hands, they captured power in the state. This time also the alliance would form a government in the state.

Their alliance with the HVP was "unnatural", which could not last long while the alliance with the INLD was "natural". He disclosed that the BJP and INLD would make a combined election campaign throughout the state and senior leaders of both parties would address election meetings of the candidates of both parties.

Replying a question he said that the manifestos of the two alliance partners could be common. However, the party high command would take a final decision on this. He said that the overall guiding factor would be the national agenda of the National Democratic Alliance.

Earlier, addressing a rally at Ambala Cantonment, Mr Sharma said that the completion of the SYL canal would be the first priority of their alliance. Mr Ganeshi Lal, Mr Bharat Bhushan and Mr K.D. Sharma also addressed the rally.

BJP to contest over 25 seats

CHANDIGARH, Dec 20 — While the BJP has abandoned its ambition of fighting the ensuing Haryana Assembly elections on 50:50 basis with the INLD, it has now started eyeing the state's Deputy Chief Minister's post.

Mr Rambilas Sharma, leader of BJP's legislative wing confirmed that his party would ask for the number two position in the Cabinet if the INLD-BJP alliance managed to secure majority in the assembly. "The matter is yet to be formally raised with the INLD leadership, but it is certainly in our agenda", Mr Sharma told the TNS today.

It is understood that one of the reasons for the BJP's decision to ask for the Deputy Chief Minister's post is that it will enable the BJP to underscore the ‘important role’ being played by it in the state politics.

While the BJP has given up its plan to fight the assembly poll on 50:50 basis with the INLD, the BJP's local leadership believes that they are an important force in Haryana which must be recognised.

"We had been at the nucleus of every successful anti-Congress formations in Haryana", Mr Sharma said.While the BJP will have to reconcile with playing second fiddle to Mr Chautala's INLD, it is happy that it will contest more seats than it did in league with Mr Bansi Lal's HVP in the last elections.

"Last time we contested 25 seats, this time we will certainly contest more seats than 25", Mr Sharma said. The details of the seat arrangement between the INLD and the BJP will be announced in a day or two, he added.

Gram Panchayat elections

Programme for preparing electoral rolls

CHANDIGARH, Dec 20 — The Haryana State Election Commission has issued a programme for the preparation of electoral rolls in 92 gram panchayats and municipal councils of Kaithal, Panipat, Sonepat, Gurgaon, Rewari, Jind, Hansi and Sirsa and the municipal committees of Chhachhrauli, Sadhaura, Cheeka, Gharaunda, Samalkha, Sohana, Pataudi, Hathin, Bawal, Kalanwali, Tohana and Jakhal.

The State Election Commissioner, Mr T.D. Jogpal, said here today that the draft electoral rolls would be prepared from December 15 to December 21, 1999 on the basis of the Assembly electoral rolls. The final electoral rolls would be published on July 21, 1999, with qualifying date as January 1, 1999.

The draft electoral rolls would be published on December 22 for inviting claims and objections, which can be presented up to January 3, 2000 in respect of the municipal councils and municipal committees. The claims and objections shall be disposed of by the revising authority concerned by January 8. Any person aggrieved by the order of the revising authority can appeal to the DC concerned by January 13. The DCs would dispose of such appeals by January 24. The rolls would be finally published on January 31.

In respect of electoral rolls for the panchayats the last date for filing claims and objections is December 28 which would be disposed of by the district electoral officer by December 31. The electoral rolls would be published on January 10, 2000.

Mr Jogpal said the DCs had been directed that the person 18 years on January 1, 2000, is qualified to register as voter.

The DCs have also been told to supply two copies of electoral rolls to all the recognised national and state political parties and registered unrecognised political parties in Haryana registered with the state election commission.

Cong ‘responsible’ for SYL canal delay

JIND, Dec 20 — Mr Ram Bilas Sharma, senior leader of the Bharatiya Janata Party and former Haryana minister, said here on Sunday there was no difference of opinion between the Indian National Lok Dal and the BJP over the sharing of Vidhan Sabha seats for the ensuing Haryana Assembly elections. He said seats would be shared with consent of the two parties as it was done during the recent parliamentary elections. He said the Vidhan Sabha elections would be contested under the leadership of Mr Om Prakash Chautala, Haryana Chief Minister.

Regarding construction of the Sutlej-Yamuna link canal, Mr Sharma said the previous Congress government at the Centre was responsible for the delay in the construction of the canal. He hoped that the dispute between Haryana and Punjab over the construction of the canal would be settled by Prime Minister Atal Behari Vajpayee as he had done in case of the Cauvery water dispute. Answering a question, Mr Sharma said the Prime Minister could not settle this dispute during his 13-month tenure as Prime Minister earlier because of political instability in the country.

Earlier, addressing a public meeting at the local grain market, Mr Sharma accused the Congress of being responsible for all problems being faced by the people of the country. He said instead of solving problems leaders of the Congress remained busy in achieving their political ambitions. He said unemployment and corruption increased and there were several scandals during the Congress rule.

Mr Kishan Singh, Sangwan, MP, expressed concern at the hike in the price of diesel. He said the Union Government was compelled to raise the price of diesel because of increase on its price in the international market. He said the Union Government was planning to give benefits to farmers to compensate for the loss due to the hike in the price of diesel.

Swami Indervesh, vice-president of the Haryana BJP and president of the Kisan Morcha, Haryana, said early completion of the SYL canal was necessary for providing adequate irrigation facilities to the farmers of Haryana. He said the water of our rivers was flowing into Pakistan while the farmers of Haryana were facing great shortage of water. He said the farmers of the state were suffering a loss of Rs 500 crore annually because of water shortage due to non-completion of the canal. He said farmers of the state would organise a demonstration on December 22 to press their demand for early completion of the SYL canal.

Gita Jayanti ends on colourful note

KURUKSHETRA, Dec 20 — The five-day Gita Jayanti Samaroh concluded with the performance of different religious, social and cultural events at the bank of the holy Braham Sarovar here last evening.

The Gita Jayanti shobha yatra was inaugurated by the Haryana Governor, Mr Mahabir Prasad, who is also the Chairman of the Kurukshetra Development Board (KDB) with the release of colourful balloons amid the playing of a band and beating of drums.

The procession started right from the northern ‘parikarma’ of the Brahm Sarovar and culminated in Purushottampura Bagh after passing through various parts of the town. Over 20 tableaux depicting various themes, especially the events and images from Lord Krishna’s life and the Bhagawadgita were part of the procession.

A human chain to mark the mahila millennium mobilisation campaign was also flagged off by the Governor. About 500 men and women drawn from urban and rural areas participated in this chain which was organised by the Women’s Study and Research Centre, Kurukshetra University.

In the evening, the Governor, also visited Jyotisar Tirath, 5 km from here, where he administered polio vaccine to some children. Mr Prasad also planted a sapling of kadam tree on the Jyotisar premises, and suggested to the district administration and the KDB to develop, Jyotisar on the same lines as the holy city of Kurukshetra.

The traditional Haryanavi ‘Saang’ performed by Pt. Tule Ram and his team, was also witnessed by Mr Prasad. He also performed the ‘deepdan’, puja and aarti amidst the chanting of hymns and shlokas from scriptures on the banks of Brahm Sarovar

A ‘Raasleela’ sponsored by the Northern Zone Cultural Centre, Patiala, and organised by the KDB was the concluding item of the samaroh. The Governor gave away prizes to the winners who excelled in different programmes. In the state-level exhibition, the Department of Forests got the first prize, while the second prize was given to the Fisheries Department.

In the state-level inter-district exhibition, the first prize was won by Panchkula, and the second by Kurukshetra. In the state level inter-district cultural programme, the first prize was won by Jind and the second by Kaithal.

Cong workers hold demonstration

NARNAUL, Dec 20 — Activists of the Congress organised a demonstration in support of their demands under the leadership of Rao Inderjit Singh, former minister and MP from the Mahendragarh constituency, today. They also handed over a charter of demands to the Deputy Commissioner to forward it to the Governor.

The idea behind the demonstration was to focus over the recent incident at Jharli village in which four brothers were murdered. They have demanded a CBI inquiry in the matter.

Later, Rao Inderjit Singh addressing a press conference expressed concern over the law and order situation.

He said the sudden transfer of Deputy Commissioner V. Rajasakher of Mahendragarh only after a two-month tenure, was surprising.

Replying to a question, he said during the Bhajan Lal government it was decided that 600 cusecs of the Yamuna waterS would be given to southern Haryana if the SYL canal water was not available. However, nothing had been done in this regard.

MC chief voted out

ROHTAK, Dec 20 — Municipal councillors supporting the BJP, Indian National Lok Dal and Congress passed a no-confidence motion against their Chairperson, Ms Harsh Malik today.

As many as 21 of the 24 councillors who were present, voted in favour of the motion while one vote was declared invalid. Ms Malik and Mr Narender Rana, a supporter of the HVP, cast their votes against the motion.

At present, there are 29 councillors in the municipal council, including 17 supporting the Congress, 5 each supporting the BJP and INLD, 1 supporting the HVP and 1 independent. One councillor was shot in September last.

Arya sabha to launch stir

SONEPAT, Dec 20 — The Arya Pratinidhi Sabha Haryana has decided to launch an agitation against the Punjab Government for getting Haryana's share of Ravi-Beas waters.

This was announced by Swami Indervesh, acting president of the sabha, while addressing a meeting of Arya Samaj workers at Rohna village, about 25 km from here yesterday.

He said the sabha had also decided to mobilise people on this issue. He also disclosed that the sabha would submit a memorandum to the President and the Prime Minister on December 22 in this regard.

The Swami criticised the statement of the Punjab Chief Minister, Mr Parkash Singh Badal, that the share of river waters would not be given to Haryana and said people would face the challenge.

Referring to the construction of the SYL Canal in Punjab's territory, the Swami said it was the lifeline of Haryana and the sabha would press the central government to solve the dispute on a priority basis.

Test of AE (civil) on January 30

CHANDIGARH, Dec 20 — The Haryana Public Service Commission will hold an objective type screening test for the post of Assistant Engineer (civil) Class-II PWD (B&R) Department, Haryana, at Chandigarh on January 30, 2000.

The objective type paper will be of the Bachelor of Engineering (civil) standard and include sections on current affairs and general studies.

Admission cards to the candidates will be issued in the first week of January, 2000. Candidates, who do not receive the admission card, should contact commission’s office in SCO No 64-65, Sector 17 A, Chandigarh, on January 27 and 28 during office hours.
