SHSAD says no to alternative
site CHANDIGARH, Dec 20 The Sarab Hind Shiromani Akali Dal (SHSAD) today made it clear that the party would not change the venue of its political conference at Fatehgarh Sahib. The gurdwara authorities and the district administration at Fatehgarh Sahib has asked the SHSAD to shift the venue to the new allotted place. The conference is to be held on December 27 at Shaheedi Jor Mela. Addressing a press conference here after attending the meeting of the working committee of the party at SAS Nagar this afternoon, Partys General Secretary, Mr Prem Singh Chandumajra, said his party would not bow before the Punjab Chief Minister, Mr Parkash Singh Badal, who according to the SHSAD is behind the venue shifting move. Mr Chandumajra alleged that Mr Badal and the SGPC President, Bibi Jagir Kaur, have made the SGPC an official organ of the Punjab Government. Warning that Mr Badal would be responsible for any law and order problem at Fatehgarh Sahib, Mr Chandumajra said his party would hold the conference at the earlier allotted site by using the force of Sangat. There is tension at Fatehgarh Sahib on this issue. He said Mr Badal was preventing democratic activity in the state. While students were lathicharged at Ropar, supporters of the former Speaker, Mr Ravi Inder Singh, were harassed at Kurali. He said all students detained during the Ropar rally should be released and their personal belonings returned to them. Cases registered against them should be withdrawn Mr Chandumajra demanded. Among those who attended todays meeting were Mr Gurcharan Singh Tohra, Mr Surjan Singh Thekedar, Mr Harminder Singh Gill, Bhai Manjit Singh, Mr Sukhdev Singh Bhaur, Mr Jasbir Singh Ghuman and Mr Suchha Singh Chottepur. Mr Chandumajra said the SHSAD would announce its programme on the implementation of the federal system at Shaheedi Jor Mela on December 27. The meeting demanded for
a commission to probe into 1984 Delhi riots. Through
another resolution the party opposed the inclusion of
Udham Singh Nagar in Uttarakhand. |

BKU men detain
bank staff RAMPURAPHUL (Bathinda), Dec 20 As many as 12 employees of the local land mortgage bank were kept under detention by activists of Bhartiya Kisna Union (Ekta) who organised a complete gherao of the bank for an indefinite period to press the authorities concerned to stop arresting farmers for recovering the instalments of loans. Hundreds of BKU (Ekta) activists who organised a gherao at about 1.30 pm did not allow any one to go inside or come out from the bank till the last reports came in. Mr Jarnail Singh, manager of the bank, who was contacted on phone, told TNS that though the bank closed at 5 pm, they were still in the confinement. He added that even the police did not take them out of the bank. Mr Surjeet Singh, DSP, when contacted, said he was not aware that bank employees were under detention and added that he was going at the spot and would talk to the duty magistrate to take out the employees from the bank On the other hand, Mr Jhanda Singh Jethuke, president, BKU(Ekta), in a press note issued here today, said that they would not lift the gherao till their demands were met. He added that their demands included the stopping of arrests of farmers for recovering the loan instalments stopping attachment of their properties, immediate issuance of pass book to the farmers who had taken loan and stopping of bribes during the sanctioning of loans to the farmers by bank employees. The other demands included that the authorities concerned should arrange the return of that bribe money with interest which had been taken by bank officials from the farmers while sanctioning the loans. He pointed out that anti-farmer policies of the Punjab Government led to the bad economic conditions of the farmers and hence the government should waive off all their debts. He said the gherao of
the bank would continue unless the bank authorities gave
them assurance that no arrest and no attachment of
properties of the farmers would be made for the recovery
of instalments of loans. |

Ex-ministers demand CBI
probe BATHINDA, Dec 20 Three former ministers of Punjab Mr Surinder Kapoor, Mr Harbans Singh and Mr Gulzar Singh today said that they would approach the Governor of the state for ordering a CBI probe into an irrigation scam which had been unearthed by the district administration here in the recent past. Addressing a joint press conference here today, they said that they would also urge the Governor to dismiss the state Minister for Irrigation, Mr Sikandar Singh Malooka, from the council of minister as 11 officer of Bathinda had alleged through a resolution that Mr Malooka had tried to hush up an inquiry into irrigation scam. They said that before approaching the Governor for the above said demands, they would hold a rally on December 27 here in protest against the misdeeds of SAD-BJP state government led by Mr Parkash Singh Badal. The former ministers pointed out that if Mr Badal was serious about his anti-corruption drive then why he had not taken any action against Mr Malooka for his alleged attempt to hush up the irrigation scam. They added that Mr Badal, on the other hand, had transferred the Deputy Commissioner, Mr S.R. Ladhar and the SSP, Mr Harnek Singh Sran, on flimsy grounds. They demanded that Mr Badal should also quit his office as he had admitted that corruption in the government offices during his rule. They alleged that contractors involv ed in the irrigation scam were not arrested so far which indicated that the records pertaining to the irrigation scam were being tempered with as they were not sealed yet. They also condemned the lathi charge on students and teachers at Ropar in the presence of Mr Badal and demanded a judicial probe into the incident. They added that the teachers and students who had been put into jail should be released without any condition. They also demanded a

Punjab CHANDIGARH, Dec 20 The Punjab Government in yet another shake up shifted three IAS and an equal number of PCS officers today. Dr Manmohan Singh, Director, Grievances and Pensions and en officio Special Secretary has been posted as Secretary, Public Grievances and Pensions relieving Mr Shyam Lal of the additional charge. Mr R.L. Kapoor, Special Secretary, Freedom Fighters, has succeeded Dr Manmohan Singh. Mr S.R. Ladhar, under order of transfer as Additional Secretary, Department of Finance and in addition to the Managing Director, Punjab Tourism Development Corporation has succeeded Mr Kapoor. Mr S.R. Kaler, Sub-divisional Magistrate, Ludhiana (East), goes as such to Nawanshahr vice Mr S.K. Sikka, Mr Sikka has been posted as Administrative Officer in the Chief Engineers office Irrigation Works, relieving Mrs Madhvi Kataria. Mrs Katara has been

Fencing woes of villagers HAZARA (Ferozepore), Dec 20 Unaware of breaking of international barriers, villagers residing close to the Indo-Pak border here have learnt to live under siege. With no sign of hostilities ending between the two sides on account of a military coup in Pakistan they have rather learnt to cope with the diktats of the Border Security Force (BSF), which his caged their fields and independence too. Though their fields were fenced to check infiltration from across the boarder, fencing has brought more trouble than benefits to the families residing here. While agricultural land spread over 9,000 acres is estimated to have been caged in the entire Ferozepore belt about 1,000 acres of agricultural land of at least six villages, including Hazara, has been fenced in this part of the border district. It is estimated that 15 odd families in this village own some 70 acres across the fence. Villagers who have their fields across the fence have a similar story to tell. The fencing and subsequent restrictions imposed by the BSF have curtailed their movement, consequently affecting cultivation. The BSF which has already set a time limit for cultivation, is again in the eye of the storm for not allowing villagers to venture out to their fields on Sundays. Besides, women cannot lend a helping hand to their menfolk as they have to undergo frisking at the hands of male BSF soldiers deployed near the fields. As a result of this, villagers are now relying on hired hands who charge anything between Rs 60 and Rs 70 as wages for each day. Despite assurances from the state government to dole out a compensation package for these residents little help has come in. Compared to the normal situation that prevailed earlier in the border areas these villagers are exposed to dangers such as loss of cattle in case the animals stray into the territory of a hostile Pakistan. "Earlier, we used to get our men and the cattle back in case they strayed into Pakistani fields by mistake. Now it is difficult to think of "milap" (reunion) even in the case of an accident", Jagir Singh observed. Chaman Singh, another farmer, lamented. "We are forced to live under siege. In wartime or peace, life has always been the same for us", he said showing his fence pass to TNS. Despite the fact that each side of the border possesses long-range missiles, the villagers here do not dare to build bricked houses for fear of war. Having experienced the aftereffects of the 1965 and 1971 Indo-Pak wars they fear the thought of their money going down the drain. Nobody can convince them of far-off cities being the target of long-range missiles, than poverty-stricken border villages. On being contacted, the officiating DIG of the BSF, Mr Balbir Singh, however claimed Sunday was a working day for the force and nobody deployed on the border could stop the farmers from going to the fields on holidays. Promising to look into the matter, he further said he had not received such a complaint earlier. Referring to the restrictions imposed on the time limit for cultivation he said this was necessitated on account of fog that may encourage Pakistanis to abduct civilians working in the fields. "We have imposed these restrictions to ensure the safety of the villagers", he said. Asked if the force was
considering making special arrangements for risking the
women, Mr Blabir Singh offered to engage certain women of
the border villages for this if the residents so desired. |

NRIs deportation worries
sabha JALANDHAR, Dec 20 Expressing concern about the deportation of certain non-resident Indians (NRIs) by the airport and immigration authorities, the NRI Sabha has taken up the matter with union minister Sukhdev Singh Dhindsa. Addressing a press conference here yesterday, the chairman of the sabha, Mr B.K. Srivastava, and the president, Mr Prem Singh said even some of the NRIs who had valid visas, were harassed at Indian airports from where they were deported on account of their suspected terrorist links in the past. This was due to lack of coordination between the Indian intelligence and immigration authorities and high commissions abroad. Mr Srivastava and Mr Prem Singh said though there had been a considerable decrease in such instances due to efforts in this direction by all concerned, the sabha had taken up the issue with the Punjab Chief Minister and has urged him to impress upon the Centre to review the list of suspected terrorists so that inconvenience was not caused to genuine vistors. "Proper scrutiny should be done before giving them visas", said Mr Prem Singh who also demanded that for this purpose, the government should set up a committee comprising External Affairs and Home Ministry officials and representatives of NRIs at the earliest. Mr Prem Singh, however, said no NRI had ever lodged a complaint with the sabha in this regard. Mr Srivastava said the fourth annual convention of the sabha would be held from January 9 to 12 at the local Guru Gobind Stadium, in which NRIs and their nominees would participate. Mr Srivastava said seminars on diverse subjects by different district units of the sabha would be held between January 1 and 6, while elections to the posts of district unit president would be held on January 4. According to Mr Prem
Singh, the Sabha had received 3883 complaints so far. Of
these 3356 had already been disposed and efforts were
being made to clear the remaining complaints. |

Constable held for stealing
vouchers SANGRUR, Dec 20 Constable Santokh Singh posted at Barnala, 35 km from here, has been arrested on a charge of stealing prisoner vouchers meant for carrying prisoners from one place to another in buses, according to Mr Ishwar Singh, district police chief. Santokh Singh reportedly in connivance with some of the PRTC employees had been misusing the vouchers and receiving part of the money misappropriated by the employees against the vouchers. The matter was brought to the notice of the Barnala police in a letter from the office of the General Manager, PRTC, Faridkot. An inquiry conducted by
the DSP established that Santokh Singh stole the
vouchers. A case has been registered under Sections 403,
420, 381, 467, 486 and 471 of the IPC. |

Patients say no to medicos AMRITSAR, Dec 20 Many patients in the government-run Guru Nanak Dev Hospital categorically refused to be examined time and again by the final year students of the MBBS as number of patients registered a considerable fall following hike in the medicare charges. Due to dearth of clinical material (patients), the students and their examiners faced a lot of inconvenience. The two-week-long examination of more than 150 students of the Government Medical College from Surgery, Medicine, Eye and ENT and Gynaecology Departments completed here today. However, this was for the first time that there were less patients in OPDs and wards of the hospital. Hence, the bedside teaching or examination suffered considerably. It may be mentioned here that there is more than 30 per cent fall in number of patients in government hospitals here in the past six months after hike in the medicare charges by the state government. Some patients reportedly fled from wards when they were asked to be examined by the students. Earlier, patients were treated free of cost and they would not refuse to be examined by the students at the time of examination. Now, after imposition of charges, many patients refused to come to the examination centres as they consider themselve to be "paid patients" after imposition of charges. Many patients, interviewed by TNS, said it brought them discomfort when examined by the students many time. They were sore with the state government as it was charging heavily without providing better facilities. So much so life-saving drugs, dressing material and medicines etc were not available in the hospital. Even bed sheets were not changed regularly when government was charging Rs 10 per bed per day, they said. Lack of funds had led to deterioration of professionalism in the government-run hospitals, they alleged. The lack of patients in the medical college, which is a "teaching hospital", would definitely produce poor quality of doctors as they were not exposed to all types of patients suffering from various diseases. Earlier, the students of Master of Surgery/Doctor of Medicine faced similar problem during their examinations in October due to dearth of patients. The postgraduate students (about 250) of medical college are also facing lots of problems in completing their thesis. Normally, the postgraduate students complete their thesis from six months to one year, however, due to less number of patients now they complete their research work in one to two years. charges of medicare so that admission of patients could

De-addiction panel set up ANANDPUR SAHIB, Dec 20 A 10-member drug de-addiction coordination committee under the patronage of Prof Manjit Singh, Jathedar of Takht Sri Kesgarh Sahib, has been constituted to launch a campaign against drug addiction in the state. Prof Manjit Singh said the committee set up during the three-day drug de-addiction conference held under the patronage of Takht Sri Kesgarh Sahib. The conference concluded here the previous day. Prof Manjit Singh said the members of the committee were Major Gen (Dr) Puran Singh (retd), Col (Dr) G.S. Lamba (retd), Dr Aasa Singh, Dr J.P.S. Bhatia, Dr Onkar Singh, Dr Kehar Singh, Chairman of the Punjab School Education Board, Mr Sarbjit Singh, Mr Harminder Singh and Mr Jaswinder Singh, a member of the SGPC. The Jathedar said the committee would function in collaboration with the SGPC, the Red Cross Society and other social, religious and voluntary organisations to make society free from drugs. He said the committee would adopt three-dimensional formula to make its programme a success. Prof Manjit Singh said the committee would first of all motivate teenagers to avoid drugs for a healthy society. Besides, it would work for the treatment of drug addicts. It would also undertake supervision of drug addicts after their treatment to prevent them from again resorting to taking drugs. The Jathedar said the committee would start its functioning from the current month in schools, colleges and villages. In order to provide counselling facility at these places, literature related to drug de-addiction would be distributed while video films on this subject would also be screened there. said the recently held drug de-addiction conference would
certainly prove fruitful for the drug addicts as the
conclusions of the conference would help them in entering
a drug-free society. |

Tributes paid to Sant Kartar
Singh NAWANSHAHR, Dec 20 The Chief Minister, Mr Parkash Singh Badal, today paid rich tributes to Sant Kartar Singh at a "shardhanjali samaroh" organised at Nirmal Ashram, Bunga Pathlawa, 15 km from here, to mark his 25th death anniversary. He said the religious heritage of Punjab was full of sacrifices and his government was committed to work for the "sarbat da bhalla" (welfare of all) as preached by the great Sikh gurus. He lauded the role of Sant Baba Ghanaiya Singh, founder of Nirmal Ashram, in the social, religious and education fields. On the occasion, Mr Badal accepted all demands of people of Pathlawa village and announced a grant of Rs 5 lakh for carrying out various development works. He said the Banga-Saila-Garhshankar road would be named after Baba Ghanaiya Singh as desired by the villagers after repair work on it was complete. He also promised to upgrade the telephone exchange at the village. Mr Jatinder Singh Kariha, Zila Jathedar, Mr Sarwan Singh Phillaur, Mr Ajit Singh Kohar (both ministers), Mr Mohan Lal, MLA, Mr Resham Singh Thiara and Dr Kulwant Singh also spoke on the occasion. Challan overloaded carts: Maneka LUDHIANA, Dec 20 The Union Minister for Social Justice and Empowerment, Ms Maneka Gandhi, has announced the allocation of a piece of land through the state government for making an animal hospital-cum-shelter here. The Ministry of Social Justice and Empowerment will provide Rs 25 lakh for the construction of the building. She was addressing a meeting of the local chapter of the People for Animals (PFA) during her visit here yesterday. She directed the district administration to grant powers to members of the Animal Welfare Organisation to challan overloaded carts etc under the Prevention of Cruelty to Animals Act, 1960. The SHOs would be given training by the PFA so that they might get fully conversant with the laws for the welfare of animals. She also directed the
administration to book those indulging in the slaughter
of animals. |

Warm welcome to Dhindsa SUNAM (Sangrur), Dec 20 A Union Minister, Mr Sukhdev Singh Dhindsa, was accorded a warm welcome on his visit here yesterday. He was garlanded and taken out in a procession on an open jeep in the town and later honoured at an impressive civic reception. Savouring all the attention, the Union Minister, however, admitted that he would not have reached this position (Union Ministry) nor would there have been such a reception in his honour if he had not lost the previous assembly elections from here. "Sometimes even a loss can turn into your advantage", he added. Overtones of his rivalry with the former Union Minister, Mr Surjit Singh Barnala, were seen at the function with the latters loyalists, including a state minister, Mr Gobind Singh Kanjla, and the Punjab State Electricity Board administrative member, Mr Baldev Singh Mann, keeping away. However, Mr Dhindsa indicated that he was ready for a fresh start, saying that he did not harbour animosity towards any party worker and was ready to deal with everyone impartially. A Shiromani Committee member, Mr Raghbir Singh, urged him to pay attention to Sunam and discipline the workers there as they were acting against the interests of the party. A minister, Mr Nusrat Ali Khan and an MLA, Balbir Singh Ghunas, said they had finally got justice with the inclusion of Mr Dhindsa in the Union Cabinet. They said the patience shown by Mr Dhindsa in the face of opposition to his inclusion in the Cabinet from some quarters was commendable. The district party president, Mr Gurbachan Singh Fatehgarh, said the partys district unit had been rejuvenated after two and a half years. Another MLA, Mr Gobind Singh Longowal, was also present. Mr Dhindsa promised that
his ministry would take up housing projects in Punjab,
for which Rs 990 crore had been earmarked. He said
special attention would be given to Sunam in this regard
keeping in view its backwardness. The town would also be
provided sewerage and waterworks facility, for which a
loan of Rs 5 crore was being processed, he added. |

Withdraw free power to farmers PATIALA, Dec 20 The Punjab Medical Officers and Paramedical Staff Association, PSEB, has urged Chief Minister Parkash Singh Badal to withdraw free electricity facility given to farmers. In a fax message to Mr Badal, Dr Naresh Raj and Mr Avinash Gupta, President and General Secretary of the association, respectively, also demanded appointment of a technocrat as chairman of the electricity board. They claimed that free
power to farmers has resulted in huge financial loss to
the state and the PSEB. Moreover, the farmers who
complain of erratic power supply have also not benefited
from this facility. |

Eyebrows raised over PR role JALANDHAR, Dec 20 Can a government department be made to work for a religious institute and can its officials involve themselves in an event of a religious body on their own? This question has arisen with regard to the Punjab Public Relations Department, whose job is primarily confined to working to build the image of the government and to ensure proper coordination of the latter with the people. However, a recent press conference of the pro-Shiromani Akali Dal (Badal) Gurbani Gurmat Sidhant Parcharak Sant Samaj, headed by Baba Kashmira Singh, virtually turned to be a Public Relations Department affair. The meet-the-press, at which the samaj criticised the SGPC chief, Bibi Jagir Kaur for her move to issue the nanakshahi calendar, was virtually organised by this department. What raised many an eyebrow was that journalists were extended invitations for the event on the telephone by certain Public Relations Department officials. The department officials even took a number of reporters to a dera in Garha locality, the venue of the conference, in their official vehicles. Two senior officials of
the department even accomapnied media persons and ensured
their presence during the hour-long press conference of
the samaj. "We are just executing the orders of the
top authorities", was the comment of a department
official when questioned in this regard. |

Chandumajra flays SAD PATIALA, Dec 20 Sarb Hind Shiromani Akali Dal general secretary Prem Singh Chandumajra yesterday accused the SAD of throwing all norms to the wind by getting land allotted to the party by the SGPC cancelled by the district administration. Speaking at a function in connection with the laying of the foundation stone of Guru Tegh Bahadur Khalsa College for Girls, Mr Chandumajra said the government was also harassing workers of his party with the help of the police. He said the government
had failed on all fronts and all sections of society were
disillusioned with it. Besides, there were no funds for
any development activity with even schools not being
provided teachers and hospitals remaining without
medicines. |

SHOs transferred MOGA, Dec 20 In order to give a new look to the police set-up in the district after the inclusion of Dharamkot sub-tehsil of Ferozepore district in this district, the SSP, Dr S. Sharad S. Chauhan has transferred all SHOs of police stations and chowkis. In a press note issued here today, Dr Chauhan said two new police stations had been set up on a temporary basis at Kot Isse Khan and Fatehgarh Panjtoor in the district for the convenience of the public. A proposal to make a regular police station at Kot Isse Khan had been sent to the higher authorities. He said a special
anti-corruption cell had also been set up in the
district, adding that the working of police personnel was
being observed and any one found not complying with the
instructions would be seriously dealt with. |

Labourer falls to death from TV
tower FAZILKA, Dec 20 Shah Mohammad (50), a labourer working on a TV tower under construction here, fell down from its first platform (from a height of about 40 metres) today and died on the spot. He was a resident of Fatehpur district of Uttar Pardesh. This is the fifth casualty since the construction of the tower began two years ago. Earlier, three labourers were killed in a similar fall following which the construction work was abandoned for some time amidst a controversy of inadequate safety measures. Soon after the resumption of the construction work, another labourer had a fatal fall. The construction of the
tower has been undertaken by a Government of India
enterprise, Triveni Structuals Ltd of Allahabad. It was
alleged that proper safety measures were not taken during
the construction work. According to eye witnesses, Shah
Mohammad was not wearing the safety belt around his waist
at the time of the mishap. Of the proposed height of 300
metres construction work up to 180 metres is nearing
completion. |

opposed PATIALA, Dec 20 The State Sector Bank Employees Association representing employees of associate banks has opposed the merger of associate banks into the State Bank of India and reiterated its demand of cross-merger of all associate banks into a single bank delinked from the State Bank of India. A meeting held here today adopted unanimous resolution opposing the merger into the SBI and decided various organisational actions to oppose this move of the SBI managed. More than 1000 local
employees and officers of the State Bank of Patiala
held a demonstration today before the head office of the
bank. According to reports, demonstrations were held
today before the headquarters of all associate banks
including the State Bank of Mysore, State Bank of
Hyderabad, State Bank of Indore, State Bank of Bikaner
and Jaipur, State Bank of Saurashtra and State Bank of

Students observe strike FEROZEPORE, Dec 20 Students of the local District Institute of Education and Training (DIET), today observed a strike in protest against the lathi charge, teargassing and firing by the police on students at Ropar on Saturday. They held a march from the institute to the Deputy Commissioner's office, raising slogans against the Punjab Government. At Shaheed Udham Singh Chowk, they sat on the road and disrupted traffic for a few minutes. DIET students Welfare Association president Bharpoor Singh alleged that four students of the institute, who were among those who staged a rally in Ropar against the appointments of tutors in government primary schools, were arrested by the police. Bharpoor urged the
government to immediately withdraw the cases registered
against the students and demanded their release. |

Mandi dispute resolved AMRITSAR, Dec 20 The dispute between fruit and vegetable commission agents, merchants and retailers and the mandi board for shifting the mandi from its present site to the new mandi at Vallah on the outskirts of the city has been resolved. The representatives of the three associations today gave an undertaking to the Chief Secretary, Mr R.S. Mann, at a meeting held at Chandigarh this morning to shift their operation to Vallah mandi immediately on the assurance that the government would provide the 125-odd lessees plots at reserve prices. Leading the delegation of the three associations, the BJP MLA, Mrs Lakshmi Kanta Chawla, told The Tribune reporter the mandi board would immediately take follow-up action and allot the plots on reserve price to start the working within the next few days. associations, Mr Harish Taneja, later added they would
withdraw their writ petition pending in the Punjab and
Haryana High Court to facilitate the shifting of mandi at
