BHIWANI, July 5 — District Congress Committee Panchayati Raj President Hoshiar Singh has pointed out that since the financial aid given to the wives of the martyr's of the Kargil conflict is considered to be the only money of the widow and she goes to her parents' house, the parents of a martyr do not get any compensation.

Thousands bid farewell to martyr

FATEHABAD, July 5 — Thousands of men and women bid adieu to Lance Naik Bhim Singh of 193 Battalion of the Boarder Security Force (BSF) at Dhabi Khurd village in this district today. The soldier had laid down his life while fighting against the Pakistani infiltrators in the Dras sub-sector on Friday. The body of the martyr was brought to the village last night.

The Haryana Home Minister, Mr Mani Ram Godara, the Deputy Commissioner, Fatehabad, Mr V. Raja Shekhar, the SP, Mr Rajbir Deswal, and a host of social, political and religious leaders and workers took part in the funeral procession. The body of the martyr was taken to the village cremation ground in a big procession. Slogans of "Shaheed Bhim Singh amar rahe" and "Jab tak sooraj chand rahega Bhim Singh tera nam rahega" resounded the air. The body of the martyr was consigned to flames with full military honours with BSF personnel firing shots in the air.

Lance Naik Bhim Singh was the second among three of sons of Mr Amir Chand, a retired school teacher. The martyr's younger brother, Mr Subhash Chander, is also jawan in the Border Security Force and is posted in the Kargil sector. The family has not heard anything about him for the past six months.

Mr Amir Chand had been running from pillar to post to know the welfare of his youngest son. The family received a letter from Lance Naik Bhim Singh on June 29. The martyr had also sent a bank draft for Rs 10,000 to his family. The family received the news of Lance Naik Bhim Singh's death while it was worried about the well-being of Subhash.

Mr Amir Chand (67) has a small land holding in the village. His eldest son takes care of the land.

Lance Naik Bhim Singh (31) leaves behind his wife (24) Raj Bala daughter Vikas Devi (7) and two sons Sanjay (two) and Rinkoo (six months). Bhim Singh did his matriculation from the village school and joined the BSF in 1988. Later, his younger brother also joined the BSF. The grieving father is apprehensive about the welfare of Subhash and is afraid that he too might have met the same fate. He says the authorities should take some measures so that the family may get some news about him. Talking to mediapersons, Mr Amir Chand said he was proud of his son.

Soldier's body found after 6 months

FARIDABAD: Lance Naik Shravan Kumar of 9 Rajput Rifles hailing from Raipur village in Palwal subdivision was killed in October last year in Uri Sector of Kashmir.

A delayed message received here on Monday said Lance Naik Shravan Kumar was sent in search of Pakistani infiltrators on October 21. He was declared missing by the Army authorities when he did not return to the base.

His decomposed body with multiple bullet injuries was found on May 8 this year. As his body was not in a condition to be brought for cremation to Raipur, Kamal Singh, his elder brother, was taken to Uri where Lance Naik Shravan Kumar was consigned to the flames with full military honours.

Lance Naik Shravan Kumar, who was recruited in the Army on May 8, 1985, is survived by his widow, Kunti Devi, and three sons — Jitendra (8), Ravi Kumar (5) and Anu Kumar (1).

He is the second martyr belonging to Faridabad who was killed in Jammu and Kashmir fighting against the Pakistani infiltrators. Sepoy Har Prasad of Faridpur village near here lost his life in Nowshera sector of Rajouri district in Jammu division last month.

The family of Lance Naik Shravan Kumar is yet to get any grant from the state government due to delayed information.

DC refuses to withdraw cases

SOHNA (Gurgaon), July 5 — The district administration today rejected a demand of the panchayat of about 40 villages to withdraw the cases in connection with incidents of looting, arson and large-scale violence here last Friday.

The Deputy Commissioner, Gurgaon, Mr Krishan Kumar, told reporters that it was not possible to withdraw the FIR and there was no justification in the demand of the panchayat. "Anti-social elements had indulged in violence for no valid reason. They had breached public peace and tranquillity eroding the morale and confidence of law abiding citizens. They will be given deterrent punishment", he said.

The administration will ensure that the innocent person were not implicated in the case, he added.

Rebutting the charge of the Panchayat that he had provoked the mob to resort to violence, he clarified that the police personnel had been attacked by the mob even before he and the District Police Chief arrived at the site. Also, the mob had set a number of vehicles on fire and the Fire Brigade vehicles were obstructed by the mob. "When I arrived at the spot, I found that the mob had already unleashed violence", he said.

It may be recalled that the DC and the SP had a miraculous escape when the irate mob pelted stones on them.

In a related development, the Vyapar Mandal, Sohna, called off its indefinite strike in the forenoon following a meeting with the members of the committee, which was constituted by the panchayat. The committee was constituted by the panchayat to initiate talks with the Vyapar Mandal and the district administration.

The members of the committee urged the mandal to call off its strike. They assured the traders and the shopkeepers that there would be no recurrence of violence.

The trading community refused to relent on the assurance of the committee. The mandal, however, insisted on the immediate arrest of the persons responsible for looting shops, violence on shopkeepers and other violent incidents in the town.

The mandal relented only when the committee assured that it would help in getting the culprits arrested. The committee urged the trading community to cooperate so that the police did not take action against innocent persons.

Meanwhile, three persons arrested in the case have been sent to five days police remand.

He said widows who were still very young could get re-married, but the parents of a martyr not only lost their son but were also deprived of a daughter-in-law. He demanded that the state government should seriously think over this aspect and provide certain assistance to them.

Mr Hoshiar Singh also appealed to the political parties that they should strengthen the hands of the Union Government at this crucial time.

Ammonia leakage causes panic

ROHTAK, July 5 — Leakage of Ammonia gas from an ice factory at Dairy Mohalla locality here resulted in a stampede at nearly 1 am last night.

Many people started vomiting and felt irritation in eyes after inhaling the gas.

Although the causes of leakage are yet to be ascertained, the SDM, Mr R.K. Chauhan, has initiated proceedings to close down the factory by serving a notice under Selection 133 of the IPC.

The SDM along with the Civil Surgeon, Dr B.D. Kalra and Executive Officer of the Municipal Council, Mr Jain visited the site of the incident. However, the leakage was controlled only when a fire brigade was called.

It is learnt that the owner of the factory had govt the gas filling machine repaired yesterday and the loose fitting of gas cylinder with the machine reportedly caused the leakage.

The ammonia fumes were lingering in the atmosphere till morning. The residents have demanded immediate shifting of such factories to the outskirts of the town to avert any mishap.

FATEHABAD, July 5 — The Akhil Bharatiya Sonia Gandhi Youth Association President, Dr M.C. Rishi, has said due to a difference in the deeds and utterings of politicians, they were fast losing the faith of the public. Dr Rishi was speaking on the occasion of a block-level convention of the association held at Rattia in this district yesterday. He said it was unfortunate that most of the political leaders these days practised politics by bypassing principles and proprieties.

Dr Rishi said the association had given slogans of ‘Sonia laao, desh bachao’ and ‘Bhajan Lal laao, pradesh bachao’ as they felt that the country badly needed the leadership of Ms Sonia Gandhi at this juncture.

Speaking on the occasion, Ms Indira Bishnoi, Chairperson of the block samiti, Fatehabad, said it was difficult to think of any future for the Congress without Ms Sonia Gandhi. Expressing full faith in the leadership of Mr Bhajan Lal in Haryana, she appealed to Ms Sonia Gandhi to give a second thought to the issue of support to the Bansi Lal government. She called upon the youth to strengthen the hands of Ms Sonia Gandhi for a better future for the country.

Ms Bishnoi demanded that the State Government should give a relief of at least Rs 10 lakh each, agricultural land and a government job to one member each of the families of Kargil martyrs.

HR employees to hold protest rally

NARNAUL, July 5 — On the recommendation of the Joint Action Committee of the Haryana Roadways Employees Association, the roadways employees have decided to hold a protest demonstration in the state on July 7 at the block-level. This was stated by Mr Jai Prakash Beniwal, organising General Secretary, and Mr Ramesh Saini, Secretary of the association.

In a press note issued here today, they said the government's anti-employee policy was giving rise wide resentment in the employees. Earlier, a condolence meeting was held here where rich tributes were paid to the Kargil martyrs.

The state General Secretary of the association, Mr Bhim Singh, said the Haryana Government was bent upon privatising the roadways which would be resisted.

The note further demanded that the 10-month-old pending overtime amount, which came to Rs 8 crore, should be immediately released. It said illegal operating of vehicles in the state under the patronage of political leaders, should be stopped to combat losses to the state exchequer. It said those employees who had completed two years' service in the roadways be made permanent. It suggested that 3,000 new buses be purchased to combat unemployment in the state.

Non-supply of power leads to killing
of HVPN official

KARNAL, July 5 — Irate residents of Seikhpura village in Gharaunda police station, about 15 km from here, killed an Assistant Foreman of the Haryana Vidyut Prasaran Nigam (HVPN) yesterday. The HVPN official Prahlad, was attacked by the mob, reportedly angered by non-supply of power to the village for the past many days.

Mr Ajay Singhal, district police chief, Karnal told TNS that the Assistant Foreman was hit on the head by the mob. He was referred to PGI Chandigarh, where he succumbed to his injuries.

Mr Singhal further stated that a case under Section 302 of the IPC had been registered against five persons. Two of them have been arrested.

Both the Deputy Commissioner and the SP visited the village.

The HVPN employees demonstrated against the murder and demanded a compensation of Rs 5 lakh for the deceased's family. The HVPN has, however, announced an ex-gratia grant of Rs 60,000.

Oral healthcare scheme begins

CHANDIGARH, July 5 — The Haryana Health Department has launched an oral healthcare programme in the rural areas. As many as 100 dental clinics have been set up and dental surgeons posted.

A spokesman of the department said they would organise a three-day oral healthcare orientation camp to impart training to the newly appointed dentists especially in the rural areas from July 7 to 9 at Panchkula.

He said eminent doctors from all over the country including Dr R.K. Bali, President, Dental Council of India, and Dr S.G. Damle, Dean, Nair Hospital and Dental College, Mumbai, would deliver lectures.

More than 90 per cent of the people above 30 years of age are affected by periodontal diseases. He said there was a scarcity of dental doctors as only 35,000 dentists were available to serve the entire population of over 90 crore in India.

5 lakh realised from industries

CHANDIGARH, July 5 — The inspectorate staff of the Labour Department, Haryana, realised a sum of Rs 5.13 lakh from various industrial establishments on account of unpaid accumulation of wages and fine imposed by various courts during fortnight ending June 17.

A spokesman for the Labour Department said Rs 2.96 lakh was realised on account of unpaid accumulation of wages and Rs 2.70 lakh was realised by way of fine. The inspectorate staff had conducted 870 inspections, launched 309 prosecutions and obtained convictions in 322 cases.

Pension scheme welcomed

CHANDIGARH, July 5 — The Haryana Non-government college Principals Association has welcomed the decision of the State Government to introduce pension scheme for teachers and principals of government aided private colleges in the state.

In a statement issued here today the President of the association, Mr S. Chaudhary, said the decision of the government had proved that the Chief Minister, Mr Bansi Lal, was for the welfare of the people. He said a long-standing demand of the teachers had been accepted.

The Association hoped that the commutation of pension would be the part of the scheme.

Protesting parents ‘beaten up’

ROHTAK, July 5 — Parents of several students of a local public school met the Deputy Commissioner and SSP here to seek action against the management of the school for allegedly ‘beating’ up and manhandling some of the parents for protesting against ‘fee hike’ today.

It is reported that the parents of about 80 students of the school had assembled at noon to discuss and demand withdrawal of the hike in fees announced by the school authorities recently. While the Principal and parents could not reach at an understanding about the amount of fee to be deposited at present some persons allegedly attacked some of the parents and threatened them.

The agitated parents met the Deputy Commissioner, Mr Arun Kumar and the SSP, Mr P.K. Aggarwal. A written complaint was submitted to the SHO, Civil Lines.

3 booked for theft of canal water

FATEHABAD, July 5 — The police has booked three persons in connection with the theft of canal water at Akanwali village and Bighar village in this district on a complaint of officials of the Irrigation Department.

According to reports, Jai Pal, a resident of Akanwali village was found stealing canal water with the help of three hose-pipes when of the officials of the department went on a routine check of the canal. The culprit ran from the scene on noticing the officials, who later reported the matter to the police at Dariyapur village. The police has recovered the hose-pipes used in the theft and registered a case against the accused.

In another case, two brothers, Lakha Singh and Harpal Singh, were booked for power theft on a complaint by the Irrigation Department.

Donations for CM's fund

CHANDIGARH, July 5 — The Haryana Tourism has decided to contribute the entire earnings from the mango mela held on July 3 and 4 at Pinjore towards the ‘Haryana Chief Minister's War Heroes Relief Fund’ in a bid to help the bereaved families of the martyrs who laid their lives while protecting the frontiers of the country in Dras-Kargil sectors of Jammu and Kashmir.

The officers and employees of Haryana Animal Husbandry Department has decided to donate their one day's salary towards the War Heroes' Relief Fund in a bid to help the bereaved families of the martyrs who laid their lives while protecting the frontiers of the country.

The staff of the Directorate of the Food and Supplies Department, and the Haryana Punjabi Sahitya Akademy have also decided to donate their one day's salary to the fund.

Employees flay Bansi govt

SIRSA, July 5 — The Haryana Karamchari Sangarsh Samiti has alleged that the state government headed by Mr Bansi Lal is adopting a dictatorial attitude towards the long-standing genuine demands of the employees and that they were being victimised and harassed.

A meeting of the samiti was held here on Saturday under the chairmanship of Mr Kapoor Chand, president of the state unit of the sangh, in which office-bearers of the Sarv Karamchari Sangh and Mahasangh participated. It was decided that members of the sangh would demonstrate at Sirsa Mandi Dabwali and Ellenabad on July 7 to get their demands accepted.

Bhiwani rocked

NEW DELHI, July 5 (PTI) — An earthquake of mild intensity was felt in Bhiwani district of Haryana today, a meteorological office release said here.

The quake, measuring two on the Richter scale, occurred at 12.30 pm with its epicentre at 28.48 degree north latitude and 76.20 degree east longitude.Top

1 shot dead

SIRSA, July 5 — A munshi of a local Anaj Mandi firm was shot dead today.

According to information Rajeev, alias Raju a munshi in the firm Chamba Lal Basant Lal in the local Anaj Mandi, was coming from the bank at about 11 AM when three youths on a two-wheeler shot him dead in the heart of the mandi and took away Rs 17,000. Rajeev died on his way to hospital.

Senior police officers visited the hospital. A case under Sections 394,397,302 and 34 of the IPC has been registered.

Santokh Singh award revived

CHANDIGARH, July 5 — The Haryana Punjabi Sahitya Academy, has decided to revive the Bhai Santokh Singh award for Punjabi writers of the state.

An academy spokesman said the award would carry a cash prize of Rs 5,100. Applications for the award would be received by the academy till July 31.
