HC grants detenu’s plea for judicial custody

CHANDIGARH, Sept 20 — Shankar Lal, a resident of Dharampura village in Ferozepore district, today prayed to the Punjab and Haryana High Court to keep him in its custody. The reason? He feared that if he was freed, he would be liquidated by the Punjab police from whose clutches the CBI had traced him after two and a half years.

Mr Justice THB Chalapathi, before whom the CBI had filed its report and produced Shankar Lal, observed: "I am faced with a very strange situation. Shankar Lal does not want to be let free. He is apprehending danger to his life at the hands of the police and other private respondents. He wants me to take him into custody so that his life can be protected. He is not involved in any case so far."

The Judge further observed: "It is not the case of the police that he is required by them for any offence. Therefore, I cannot direct him to be produced before the Magistrate. I cannot also entrust him to the police because Shankar Lal is apprehending danger to his life."

Faced with this situation, Mr Justice Chalapathi directed the Punjab Director-General of Police Mr Sarabjit Singh, to be present in court at 1.45 p.m. so that proper and appropriate orders could be passed.

As directed, Mr Sarabjit Singh appeared in the courtroom on time and offered an oral assurance that every possible effort would be made to protect Shankar Lal. "I am not satisfied with his oral assurance," the Judge observed, and added "having regard to the way and manner in which the investigation has been conducted by the police, it did not even register a case immediately after the filing of this criminal writ petition."

The Judge directed the DGP to file a personal affidavit to state that he would be responsible if anything happened to Shankar Lal.

Telling Mr Sarabjit Singh that "the role of the police in the opinion of this court is not up to the mark," Mr Justice Chalapathi said notwithstanding his (DGP's) repeated instructions cases were not registered. "S.P.s should not act as subordinate to political bosses. Political bosses should be scared of the police and not vice versa," the Judge told the DGP. "If you are honest, if you are straight, you should not be scared of anyone but act independently. You have given a statement that two human bombs had been arrested in Punjab. Why has this situation arisen. It is the creation of politicians", the Judge observed.

"If the Punjab police cannot register cases," observed Mr Justice Chalapathi, "ask the Punjab Government to repeal the Criminal Procedure Code. It is on the Concurrent List."

"In exercise of the jurisdiction under Articles 226 and 227 of the Constitution and also to protect the liberty of the citizens under Article 21 of the Constitution in the peculiar circumstances since Shankar Lal fears for his life, I take Shankar Lal into my custody and direct him to be lodged in Burail jail till tomorrow. The authorities are directed to produce him before this court tomorrow at 10 a.m. The DGP is hereby directed to give in writing what steps he is going to take to protect the life of Shankar Lal and his family members, including the petitioner, Santro Devi. He is also directed to give suitable protection to Santro Devi as directed by this court earlier."

The Judge also directed the Superintendent of Burail jail not to allow anybody to visit or talk to Shankar Lal.

The Judge also directed the CBI to probe whether the police investigated the case properly and whether Shankar Lal was kept in their custody and intentionally binding him and fix the responsibility on such officials. The CBI was directed to file its report before the court within three months.

Shankar Lal was kidnapped by the Abohar Sadar Police Station. When his whereabouts were not known, his wife, Santro Devi, filed a writ petition in the High Court for the registration of a case for offences under Sections 364, 302, 201 and 120-B, I.P.C. and entrustment of the case to the CBI. On June 13, 1997 the High Court directed the Punjab police to complete the investigation within three months. But the police could not complete the investigation. On December 19, 1997, the High Court further directed the S.S.P. of Ferozepore to organise a special police party under the care of a gazetted officer in order to locate Shankar Lal.

On January 27, 1998, the court was informed that FIR No 12 dated January 24, 1998, had been registered for an offence under Section 364, I.P.C. but nothing came out of the investigation. When the matter again came up for hearing on March 10, 1998, the Additional Advocate-General of Punjab sought more time to locate Shankar Lal. On May 1, 1998, the S.S.P. filed a report "which clearly shows that the local police was not able to locate Shankar Lal. On May 20, the court issued directions that the investigation of the case shall be monitored by the Inspector-General (Crime) who would ensure that fair and impartial investigation of the case would go on. In spite of this nothing had been done and Shankar Lal was not traced.

It was on August 21, 1998, that the investigation of this case was entrusted to the CBI with a direction to complete the investigation within one year.

In its application moved before the court, the CBI stated that "on the basis of information from a source received from Abohar on September 18, 1999, Mr G.S. Randhawa, D.S.P. of Abohar, advised the CBI to keep a close watch on Shankar Lal who as per information, was seen at Dharampura village. The next day CBI Inspector N.S. Raju visited Abohar and took Shankar Lal from Abohar and brought him to Chandigarh."Top


 

Dismissal of Badal govt

CHANDIGARH, Sept 20 — Mr Gurcharan Singh Tohra, a former SGPC President and leader of the Akalis, opposed to the Punjab Chief Minister, Mr Parkash Singh Badal, will make acute financial crisis in the state an issue for the dismissal of the Badal government.

Punjab for the past one year has been facing a serious fiscal crisis and has been virtually living from hand to mouth. Its tax collection is tardy and one of the lowest in the region.

Mr Tohra told newspersons today that the Sarb Hind Shiromani Akali Dal (SHSAD) along with other Akali factions and the Bahujan Samaj Party (BSP) would submit a memorandum to the President seeking dismissal of the Badal government due to the "financial crisis" and "deterioration" law and order in the state.

A joint meeting of the BSP, the SHSAD, the Akali Dal (Amritsar), the Akali Dal (Panthic), Akali Dal (Democratic), the Janata Dal (S) and some religio-political bodies here formed a committee to collect authentic data and prepare a document to say that the state was not only facing a severe financial crisis but the law and order was also fast deteriorating.

A joint resolution seeking a CBI inquiry into the Ludhiana rape case in which the Agriculture Minister's son was allegedly involved was also passed at the meeting.

Mr Tohra dubbed the surrender of two human bombs in the state yesterday as a false claim of the state police. Mr Badal wants to justify that his government was still facing threat of terrorism in the state, he alleged. He criticised the ongoing paddy procurement in the state. He said Third Front parties in Punjab would hold a rally in Sangrur on September 30 seeking proper procurement of paddy, cotton and potatoes by government agencies.

He said he had received reports that paddy growers were getting a price lower than the prescribed minimum support price (MSP).

Mr Tohra claimed that reservation quota of the Scheduled Castes and OBCs was being misused by the state government.

Meanwhile, Akali Dal (Amritsar) President, Mr Simranjit Singh Mann today expressed concern over the alleged killer Dara Singh constantly eluding the police dragnet and demanded immediate arrest of the fugitive. He alleged that the whole exercise of deployment of security personnel in Orissa in nabbing Dara Singh was just bogus.

"The present government at the Centre has failed to safeguard interests of the minorities. This has been proved time and again following recent attacks on Christian missionaries and priests," Mr Mann said.

Punjab Christian Movement President Hamid Massih, who was also present, said at least 28 cases of assaults on Christians and attacks on churches had been reported in the state in the past three months.Top


 

Custodial death: no arrest so far

ROPAR, Sept 20 — No arrest has been made so far in the custodial death of Devinder Singh, alias, Bhola, a 21-year-old truck driver from Hasanpur village, near Kharar.

Bhola died in the custody of CIA staff here on Saturday and the local police on the same day registered a case under Section 302 of the IPC against Malwinder Singh Malhi, Sub-Inspector and other police officials concerned in this regard. Bhola along with three others was arrested on Saturday on the charge of having an assault rifle.

Mr Gurpreet Singh Bhullar, SSP, said this evening the police had not arrested any person in this case so far. However, Malwinder Singh Malhi was absent from duty, he added.

The SSP said the police was waiting for the post mortem report as the cause of death was not yet clear.

He said that on his request the magisterial inquiry was now on. It was being conducted by the SDA, Ropar.

Mr Bhullar also said the police investigations were on. Mr Avtar Singh, DSP (Control Room) and Investigation Officer in this case, had gone today to Hasanpur village to record the statements of all concerned.Top

CHANDIGARH, Sept 20 — Mr Justice THB Chalapathi, a Judge of the Punjab and Haryana High Court, today issued notice to the Punjab Government for September 22 on a writ petition filed by Mr Naresh Kumar Sehgal, a newsman of Kot Kapura (Faridkot), praying for registering a case under Sections 307, 323, 327, 392, 201, 202 and 120-B, IPC, against Mr Sukhbir Singh Badal, Union Minister of State for Industries, Mr A.S. Rai, SSP, Dalbir Singh Khaira, SP (D) (both of Faridkot), Mr Des Raj, DSP, Kot Kapura, Mr Jagjit Singh Bawa, SSO. Kot Kapura (City) police station, Mr Balwinder Pal Singh, Tehsildar, Faridkot.

The petitioner also urged the court to entrust the investigation of this case to the CBI or any other independent agency.

Mr Verma stated that on September 5 he had gone to cover the parliamentary election for the Faridkot constituency from where Mr Sukhbir Singh Badal had contested. He said, when he and other reporters went to the house of one Darshan Singh Sandhu, a large number of people and heavy police force was present. Mr Sukhbir Singh, along with other respondents, were standing outside the house along with his supporters.

On seeing the petitioner, he alleged, Mr Sukhbir Singh Badal, loudly shouted "Teach him a lesson too". He uttered these words to his "henchmen and gunmen". He was standing near his scooter when Mr Sukhbir Singh Badal and his supporters assaulted him with "the intention to kill the petitioner". They also snatched away his camera hanging around his neck.

The petitioner further alleged that he raised an alarm saying "Don’t kill me, don’t kill me". Mr Sukhbir Singh Badal slapped him twice. They later beat him with fist blows and the gunmen Mr Sukhbir Badal hit him on his legs and arms with their firearms.Top


 

12 Pardhi tribals convicted

PATIALA, Sept 20 — The curtain has finally rung down on the Pardhi tribe members who terrorised people of this city with a spate of sensational robberies last year with Additional Sessions Judge J.S. Chawla sentencing 12 of them to five years’ rigorous imprisonment.

In his judgement, a copy of which was received here today, Mr Chawla ruled that no leniency could be shown to Pardhi tribals and they deserved stringent punishment for "disturbing the nights of the peace loving citizens".

The tribals were sentenced to five years’ rigorous imprisonment under Section 399 (dacoity) along with a fine of Rs 1,000 and four years’ rigorous imprisonment under Section 402 (assembling to commit dacoity) along with a fine of Rs 1,000. However, both sentences would run concurrently.

The judge acquitted two women Sheila and Kuswa, among the 14 who faced trial stating that their implication had not been proved.

According to the prosecution, on September 1, 1998, Inspector Jaswinder Singh Mangat of CIA staff, Patiala, along with other police personnel were present at Jurrian Sarkan in Sanaur village where they received information that 12 persons belonging to the Pardhi community of Madhya Pradesh were present in a forest of Kalemajra village. Following this, a raid was conducted and they were apprehended with armed weapons. An independent witness also corroborated the story.

Rs 30,000 in cash and gold ornaments weighing 425 gm were recovered at their instance. The accused had denied their involvement in any robbery with some of them saying they had come to Ludhiana to attend a marriage.

Others had claimed they were picked up from Rajpura, Bathinda, Hisar, Ludhiana, Kharar and Mukerian.

The police had rounded up 48 Pardhis on September 1, and claimed to have busted six gangs by arresting them. It had claimed that the gangs had been busted following a special operation conducted under the supervision of DIG Rajinder Singh and SSP Parampal Singh Sidhu. It had claimed that with the arrests, 150 cases of robberies and thefts in Punjab and neighbouring states had been worked out and that the case had been solved after arresting 12 Pardhi members from near Sanaur.

The Pardhis had created a fear psychosis for nearly two months in the city and its surrounding areas. The persons had also been killed in a robbery.Top


 

Dramas depicting life of Baba Farid

MOGA, Sept 20 (UNI) — "Rang Nagar", a drama staged by the Navketan Kala Manch Beas, depicting various aspects of the life of the great Sufi saint of the 12th century, Sheikh Baba Farid, was adjudged best drama at a national drama festival on the occasion of the 14th aagman purb of the saint at Faridkot yesterday.

While another drama "Aehi Kudrat Hai Aeh" presented by the Kala Manch, Jaitu, was adjudged second.

Punjab Minister of State for Industries Sucha Singh Langha gave away the prizes. The Navketan Kala Manch got the first prize of Rs 10,000 while the Kala Manch, Jaitu, received the second prize of Rs 7,000.

Gursharan Singh, Ajmer Aulakh and Prof Gurcharan Singh of Punjabi University, Patiala, were also honoured with a cash prize of Rs, 2100 each in recognition of their contribution to the presentation and staging of the dramas.

Last night when the Prachin Kala Kendra, Chandigarh, presented dance and drama at Amar Ashram, thousands of devotees of the Sufi saint thronged the ashram to enjoy the performance in sangeet, Katha Kali dance, lok geets and bele dance. The programme went on for more than four hours.

Punjab Sainik Welfare Minister Janmeja Singh Sekhon congratulated the Baba Farid Aagman Purb Celebration Committee for organising such a unique programme serving the cause of the Sufi saint by spreading the message of universal brotherhood through staging dramas, lok geets and dances.

The minister announced a grant of Rs 51,000 to the committee.Top


 

She didn't live to see her dream come true

AMRITSAR: Kargil has brought into sharp focus the ravages of war .... past, present or future and its aftermath. This is the past.

Little did Sneh (22) realise what life had in store for her, when she married handsome Major Subhash Chander Gulerie (29) of 9 Jat Regiment on that fateful day (October 21, 1971) in her youthful bloom. But destiny had something else in store for her. Major Gulerie was then on seven days' leave. Only three blissful days of marriage, when Gulerie had to cut short his leave to be on the country's frontiers as war had broken out that December (1971).

Sneh Gulerie smeared her newly wedded husband's forehead with "vijay" tilak; even as her hands were aglow with traditional mehndi and a prayer on her lips. She bade him goodbye holding back her tears and putting on a brave smile, not realising the goodbye would actually turn out to be a farewell.

Barely 49 days later — on December 9, 1971 — came the news that Major Gulerie had been taken prisoner of war, while fighting in the Chhamb sector. The news shattered Sneh but hopes were there that "at least he is not dead." Sometime in early 1972 the Army declared Major Gulerie as dead. The news was heart-wrenching just as the Kargil scenario today.

Sneh had to partake in a cremation ceremony supposedly that of her husband. People waved her pleas aside that her husband was alive. Hopes were rekindled when a relative heard Major Gulerie had identified himself on Radio Pakistan in late 1972.

The Army woke up to her plight after a relentless perusal of her case by her father-in-law to declare her the wife of a PoW. She was eventually given a gas agency and a house as a wife of a PoW. Surprisingly, little else was done. Major Gulerie's name was not included in the repatriation list. Many years passed by without any news .... people began to believe that he was dead but Sneh remained firm in her belief. Her extraordinary faith made her in-laws rally around her, says Ramesh Gulerie, brother of Major Gulerie, residing in Dharamsala.

"If a hundred people said he was dead, she used to say no ", recalls her friend, Rajani Bharany. All through this ordeal Sneh sported all symbols of marriagehood such as bindi, bangles, sindoor, mangalsutra. She actually looked forward to "karva chauth" fast for her husband's long life. Another close friend Jyoti Mitter, remembers sadly: "No less than eight times did Sneh go to the repatriation ceremony at Wagha border to look for that familiar face, eyes or even a smile during which I accompanied her".

Soft-spoken and fragile of body, she had convictions of steel as she made several trips to the Defence Ministry in the Capital to pursue the case of her husband being included in the repatriation list.

It was only human when bouts of depression nagged her. She took solace in religion and the education of her nieces and nephews. Her Herculean faith sustained her till in 1991 after 20 long and lonely years, Sneh met with a fatal road accident and the dream of her husband's freedom remaining unfulfilled.

It is indeed ironical that after nearly 27 years only recently was Major Gulerie's name included in the list of 52 PoWs. At last Sneh Gulerie was granted the status of a PoW's wife, but never in her lifetime.

Sneh is no more but Major Gulerie has till date spent 28 golden years of his life — as many like him — in stagnation. Waiting for the piece of paper that spells the scent of freedom.Top


 

Excess cane output hits farmers

FAZILKA: Sugarcane growers of the rural areas in Fazilka and Abohar subdivisions have to face problems and bear financial losses due to higher sugarcane production and relatively low production capacity at the Fazilka Cooperative Sugar Mill.

According to a recent survey conducted by officials of the sugar mill, the area under cane cultivation in scores of villages in Fazilka, Abohar, and Malout subdivisions has gone up by about 50 per cent to about 20,000 acres. The sugarcane yield in these areas during the current season is expected to be around 31 lakh quintals. The maximum crushing capacity of the Fazilka mill during the entire season (commencing from the first week of November to mid-April) is 21 lakh quintals. An excess 10 lakh quintals of sugarcane production is worrying cane growers as they fear that they would have to sell their extra sugarcane elsewhere.

When this correspondent drew attention of Mr A.N. Singh Chauhan, Managing Director of sugar mill, towards the problem of sugarcane cultivators, he said as a remedial means the mill would have to be run for a longer period but this would create a storage problem for cane growers till May or June. Besides, the sugar content in sugarcane decreases as a result of prolonged storage, hence it was not profitable to run the mill for a longer period.

Mr Chauhan said it had been decided that out of the extra 10 lakh quintals of sugarcane, 4 lakh quintals each would be sent for sale to the sugar mills at Faridkot and Zira. The remaining two lakh quintals would be sold to the Jagraon mill.

Providing details of sugarcane buying procedure, the Managing Director stated that the mill had initiated taking bonds from sugarcane cultivators for supply of sugarcane to the Fazilka mill.

After completing the requirement of 21 lakh quintals, all the cane growers of the area would have to transport the remaining sugarcane in proportion of their production to other mills without any discrimination.

With this decision, the problems of cane growers begin. As they have to transport their extra sugarcane to other mills at their own expense, they would not be able to meet the cost of input. In addition, they would face a tough ordeal in making transportation arrangements.

Mr Pardeep Setia, a progressive cane cultivator of Penchanwali village in Fazilka subdivision, has demanded that either the mill should be run for longer duration or the transportation charges of sugarcane to other mills should be reimbursed to farmers. He said three years back the other sugar mills used to pay freight charges. Hence this practice should be revived. Top


 

Doctors oppose govt order

AMRITSAR, Sept 20 — The PCMS Association has threatened to launch a state wide agitation from September 30 if the state government failed to accept its demands.

The Senior Vice-President of the association, Dr R.S. Sethi, in a press note issued here today said that the doctors had taken strong exception to the government order to put medical officers working in the rural areas under the supervision of panchayats. He described the decision as counter productive.

This decision would demoralise the medical and paramedical staff and would jeopardise the functioning of the health department he said.

The association also condemned the implication of Dr Gurdev Singh Sidhu, SMO, in a "false" vigilance case. He demanded his immediate release and sought action against the erring officer.

A report from Ludhiana said the PCMS Association, Punjab, would stage a dharna at Matka Chowk in Chandigarh on September 30 in this regard.

Dr Hardeep Singh, spokesperson for the association, said the association would not allow the state government to implement the decision as it lowered the prestige of the doctors.Top


 

Bail granted to doctor

BATHINDA, Sept 20 — Mr Surjeet Singh, Additional Sessions Judge, today granted bail to Dr Gurdev Singh Sidhu, Senior Medical Officer, who had been booked in a case of corruption by a Chandigarh-based Vigilance Bureau team on September 17.

Earlier, Dr Sidhu was sent to judicial custody by the Judicial Magistrate, Talwandi Sabo, when he was produced before him on September 18.

Meanwhile, Dr Ajit Pal, President, PCMS Association, said the association would stage a dharna in protest against the alleged false implication of the doctor and his alleged manhandling by the members of vigilance team.Top


 

Lecturers not paid salaries

KAPURTHALA, Sept 20 — The teaching staff of Guru Nanak Khalsa College, Sultanpur Lodhi, has not been paid salaries for the past six months, according to Prof Ajit Singh, President of the district unit of the Private College Lecturers Association.

He said the lecturers of the college had been staging dharna for two periods on the premises of the college daily to press the management of the college to pay their salaries and fulfil their demands.

Mrs Surjit Kaur, President of the managing committee, said today that the salaries had not been paid because of the non-release of grants from the government. She said the management had paid salaries to lecturers from its own funds for the months of January and February.

She added that she had written to the Chief Minister, Mr Parkash Singh Badal, Central Government, Vice-Chancellor and other authorities concerned to release the grants.

She said the management would be forced to close the college if the staff did not stop its campaign to malign the name of the college.Top

LUDHIANA, Sept 20 — The General Secretary of the Sarb Hind Shiromani Akali Dal (SHSAD), Mr Prem Singh Chandumajra, in a statement issued here today said that the Punjab Government had failed to check the exploitation of farmers in the grain markets.

He said the farmers had to sell their paddy below the minimum support price as government agencies had not entered in the market at several places.

He said there were complaints that the government agencies were only making "symbolic" purchases.

Saying the alleged nexus between certain government agencies and traders should be broken, he urged the government to firmly deal with such elements.Top


 

Prevent farmers’ exploitation: DC

MUKTSAR, Sept 20 — Mr B.S. Soodan, Deputy Commissioner, today issued instructions to officials of procurement agencies that necessary steps should be taken to prevent economic exploitation of paddy growers in the grain markets.

In a press note issued here, Mr Soodan said disciplinary action would be taken against officials not performing their duty well.

He added they had been directed to hold auction in all 55 purchase centres in the district from 10 a.m. to 5 p.m. and lift the paddy immediately. The payments to the farmers should be made within 48 hours, he said.

He said officials and commission agents had been directed to arrange tarpaulin covers to protect paddy from rain and make arrangements for light, shelter and drinking water to the farmers.

He said during the current procurement season, government agencies would purchase about 3.89 lakh metric tonne paddy.Top


 

Elders, grandchildren plant saplings

FARIDKOT, Sept 20 — As many as 80 elders (retired employees and others) along with their grandchildren planted more than 100 saplings on the Baba Farid School road to celebrate the third annual function of the Elder Service Society.

Mr Jagmohan Singh Brar, president of the society, in a press note issued here today said members of the society had taken up the task of providing residents a better and clean environment. The elders planted the saplings in association with their grandchildren so that they could be educated about the value of a clean environment, he added.

He said the society had also been holding free medical check-up camps in villages and motivating the youth to play a vital role in making country strong.

The society also honoured those couples who had served their elders in a prefect manner and set up an example for others, he added.Top


 

FCI reviews arrangements

CHANDIGARH, Sept 20 — The Zonal Manager (North) of the FCI, Mr Alok Sinha, who reviewed the arrangements for paddy procurement in the region said today that instructions had been issued that quality inspectors should be available in all 535 mandis allotted to the FCO in Punjab to avoid exploitation of the farmers by traders.

The FCI has been allotted 40 per cent share in procurement and it has made adequate arrangements for storing stocks at various centres. The Zonal Manager has requested the Punjab Government to ensure there was no change in the allotment of mandis.

Mr D.P. Reddy, Senior Regional Manager, said the FCI would not be found wanting in meeting the challenges of procurement while fully protecting the interest of the farmers as also the consuming states in supplying quality rice.Top


 

RCF celebrates production day

KAPURTHALA, Sept 20 — To commemorate the beginning of production at Rail Coach Factory (RCF) here, a production day was celebrated today.

Mr V.P. Ojha, General Manager, said during a short span of 12 years, the RFC had manufactured 9020 coaches so far.

11,000 looted from insurance co.

FATEHGARH SAHIB, Sept 20 — Resentment prevails among residents of Mandi Gobindgarh against the continuous spate of thefts. Last night thieves looted Rs 11,000 from the office of an insurance company. Cash and jewellery worth Rs 10 lakh were also stolen from the residence of a trader.

Meanwhile, the police has arrested Parveen Kumar, an employee of the telephone department, who was allegedly involved in several cases of thefts.

The police has clarified that the human bomb who is said to belong to Fatehgarh Sahib district has been shifted to Hoshiarpur district and has nothing to do with the district.Top


 

Girl commits suicide

6 women held for snatching gold chain

LUDHIANA, Sept 20 — The police has arrested six women — Paramjit Kaur, Palo, Preeto, Rama, Devo and Gurmeeto — for allegedly snatching a gold chain from a woman while she was coming out of Gurdwara Manji Sahib at Alamgir yesterday.

A police party led by Sub Inspector Joginder Singh had set up a naka near the Sangowal bridge after a tip-off about the registration number of the car in which the accused had fled.

The police arrested the women along with the driver, Marinder Singh, and recovered the gold chain. A case has been registered.Top

Rights body told to submit documents

LUDHIANA, Sept 20 — The Punjab State Human Rights Commission (PSHRC) has asked the International Human Rights Organisation (IHRO) to submit other documents in support of a complaint filed by its women's wing regarding the incident of brutality on women folk at Doraha on May 10 when they were protesting against the arrest of sant Darshan Singh of Dhakki Sahib.

IHRO Women's Wing Secretary Inderjit Kaur has also been asked to present herself on October 27 to give her statement on oath and also to file other supporting documentary evidence, including those documents where it may have invoked the jurisdiction of either any court or high court, according to Mr D.S.
