The state government’s ambitious ‘Aapki Beti, Hamari Beti’ scheme is facing hurdles as 3,528 applications from eligible beneficiaries are yet to be processed, causing resentment among the applicants. The scheme is aimed at saving the girl child and promoting their education.
The scheme is a part of the Women and Child Development Department and was launched by former Chief Minister Manohar Lal Khattar on March 8, 2015, with an aim to combat the problem of declining child sex ratio and promote girls’ education in the state.

Under the scheme, the department invests Rs 21,000 with the Life Insurance Corporation of India (LIC) in the name of the first girl child of SC/BPL families and the second girl child of families belonging to any caste. Girls born on or after January 22, 2015, are eligible for the scheme and will be paid a tentative amount on attaining 18 years of age.
Despite being an important scheme, the current backlog has left many applicants in the lurch. “We have been waiting for months with no clarity on when the applications would be approved. We have been told that the portal is closed, due to which our applications cannot be processed. The delay is causing distress among applicants,” said an eligible beneficiary, who is a father of two girls.
The Women and Child Development Department has acknowledged the backlog, stating that the reason for the delay in processing the applications was that the portal was closed.
Women and Child Development Project Officer (Nilokheri) Raj Bala Mor, who is holding additional charge of the District Programme Officer, Karnal, said: “We are aware of the situation and have raised the issue with the higher authorities. As soon as the portal is opened, we will process all the applications,” she added.
Deputy Commissioner Uttam Singh said the problem came to his notice during a recently held District Grievance Redressal Committee meeting, wherein an employee of the department was charge-sheeted by the Haryana Urban Local Bodies Minister Subhash Sudha.
“I have reviewed the situation and asked to speed up the process. The issue has been taken up and we are hopeful that the backlog will be cleared soon,” the DC said.
