Finance Minister Nirmala Sitharaman on Thursday said the proposed Health and National Security Cess will not be levied on essential commodities, and the proceeds will be shared with states under specific health schemes.

Moving the Health Security se National Security Cess Bill, 2025, for discussion in the Lok Sabha, Sitharaman said the levy would be imposed on the production capacity of pan masala units, which is a demerit good.

"By levying the cess, we expect that it would act as a deterrent for pan masala consumption. Part of the revenue from this cess will be shared with states through health awareness or other health-related schemes/activities," Sitharaman said.

The minister said pan masala will continue to attract the maximum 40 per cent Goods and Services Tax (GST). On top of that, this Health and National Security Cess will be levied on the production capacity of pan masala manufacturers.

Earlier in the day, leaders of various Opposition parties staged a protest in Parliament complex over the issue of air pollution in the national capital. Some of the MPs also wore masks at the protest to highlight the problem of air pollution. — with PTI

18,822 Indian nationals deported by US since 2009, 3,258 in 2025: Jaishankar in Rajya Sabha

As many as 18,822 Indian nationals have been deported by the United States since 2009, including 3,258 since January 2025, the government informed the Rajya Sabha on Thursday. Responding to supplementaries in the Rajya Sabha, External Affairs Minister S Jaishankar said state governments and the National Investigation Agency (NIA) have also investigated cases of human trafficking, in which Punjab has the maximum number of cases. "The NIA has registered and investigated 27 human trafficking cases, resulting in 169 arrests and chargesheets against 132 individuals. The NIA arrested two important traffickers in Haryana and Punjab on August 7 and then in Himachal Pradesh, two more people on October 2," the minister informed.

Raising the matter during the Zero Hour in the House, Rajya Sabha Congress MP Vivek K Tankha said the rupee breached the 90-a-dollar level and became the "weakest" in Indian history. "I am talking about something which is very topical. The free fall of the Indian rupee and the widening economic pain for the ordinary Indian. The rupee has crashed, past 90 per US dollar... The weakest in Indian history," he said. In just five years, he said, the rupee has lost 20 to 27 per cent of its value, meaning that the money in people's pockets now buys a quarter less in global terms, Tankha said. He said the rupee has fallen 5 per cent this year alone, the sharpest since 2022, making it Asia's worst-performing currency in 2025.

Rajya Sabha chairman C P Radhakrishnan tried to set the record straight on the scope of Rule 267 in the Rajya Sabha, saying discussion under this provision can only take place on any of the items already listed on the day's agenda and not on any unrelated subjects.
