In the run-up to the war, teams from the civil administration, police and the Army jointly surveyed strategic routes. These routes, after being reviewed, were improved upon ensuring swift and smooth coordination between the stakeholders. Government buildings too were made available to the Army for logistical support. Rural labour was also mobilised to assist in ground preparations.
