The matter of stilt-plus-four (S 4) constructions is again taking the centre stage as residents have now written to the Election Commission of India (ECI) demanding cancellation of removal of embargo on such constructions as issued by the Town and Country Planning Department.

On September 20, the department had lifted its embargo on stilt-plus-four constructions and requested the offices of Haryana Shehri Vikas Pradhikaran, the Housing Board, the Director, Urban Local Bodies, and the Haryana State Infrastructure and Industrial Development Corporation to take further steps as per instructions issued on July 2 regarding the guidelines on allowing S 4 floors.

Reacting to the same, members of the Citizens’ Welfare Association of Panchkula today filed a complaint with the Election Commission of India as well as the State Election Commission and the Governor demanding immediate cancellation of the notification.

Association president SK Nayar said they had sought the ECI intervention for cancellation of the orders.

He said, “In view of the Assembly elections slated for October 5, the caretaker Haryana Government has issued orders through the Director, Town and Country Planning Department despite the fact that the same is beyond its power. This therefore is a violation of the Model Code of Conduct as the orders have been issued when the state Assembly stands dissolved.”

The organisation would also meet the Governor and the Chief Election Commissioner, Haryana, over the matter, he said.
