Nearly 48 hours since IPS officer Y. Puran Kumar died by suicide and 24 hours after his wife Amneet P. Kumar filed a formal complaint, the Chandigarh Police registered an FIR late this evening. The case has been filed under sections of abetment to suicide and provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.

IGP’s suicide: Opposition rallies behind officer’s family, demands DGP’s arrest

The FIR, lodged on the basis of the complaint submitted to the Sector 11 SHO and the suicide note left behind by the late officer, names senior Haryana police and administrative officers, including DGP Shatrujeet Kapur and SP (Rohtak) Narendra Bijarniya.

According to senior UT police officials, the registration of the FIR came after formal consultation with the Ministry of Home Affairs (MHA) earlier today, as the complaint and the “Final Note” by the deceased IPS officer included allegations against both serving and former IAS and IPS officers of Haryana. “The matter was examined at the highest levels to ensure due process under service and administrative laws. Following the MHA approval, the FIR was filed against all those named,” said a senior officer.

Earlier in the day, family members of the deceased officer continued their sit-in, refusing to allow his post-mortem or last rites until the FIR was registered. With the case now formally instituted, officials indicated that the post-mortem was likely be conducted by the PGIMER medical board on Friday morning, as per the family’s request.

Family refused post-mortem, demanded justice first

The family had taken a firm stand since Wednesday night, declining to allow the post-mortem or cremation until action was initiated. “We will not allow the post-mortem or cremation until an FIR is filed and those responsible are brought to justice,” a person close to the family had said.

Senior officials from the Chandigarh Police, however, denied allegations of non-cooperation and confirmed that discussions centred on the constitution of a new medical board. “The family requested that the post-mortem be conducted by the PGIMER doctors instead of the GMSH-16 or the GMCH-32,” said a source. “Accordingly, a new medical board from the PGIMER was constituted, but proceedings were withheld pending the FIR.”

By the evening, the family’s elder daughter, who had flown in from the US, returned home. The family reiterated that no last rites would take place until both daughters were present and the FIR was registered.

Wife’s appeal to Chief Minister

In her detailed letter to Haryana Chief Minister Nayab Singh Saini, Amneet Kumar urged immediate legal action and described her husband’s “Final Note” as a dying declaration and vital evidence against those responsible. “This matter is not only about one officer’s death — it represents a test of faith in justice, equality, and the rule of law,” she wrote. “Late Y Puran Kumar was a man of honour and service, and the silence of the system only deepens the pain of his family and the community that looked up to him.”

Despite the existence of a suicide note naming specific officials, no FIR had been registered until late Thursday night. Amneet’s letter further warned that the accused could misuse their positions to influence proceedings or tamper with evidence, deepening public mistrust.

Anguish among SC/ST community

The case has anguished the SC community, which has rallied behind the bereaved family. Representatives from the All India Confederation of SC/ST Organisations (Haryana), Valmiki Sabha, Ambedkar Sabha and Kabir Mahasabha gathered at the family’s Sector 24 residence throughout the day to express solidarity. Many described the case as a defining moment in the fight against institutional bias within the police system.

A delegation of these organisations also met CM Saini around 5 pm to demand an FIR and the suspension of those named in the suicide note. “We have lost a dedicated officer who symbolised integrity and the hopes of the marginalised,” said a representative from the Ambedkar Sabha. “His death and the subsequent silence exposed deep-rooted prejudice within the system.”

The complaint and demands

Amneet Kumar’s complaint outlined grave allegations of sustained harassment, humiliation and caste-based discrimination faced by her late husband since 2020. Her petition sought four key actions:

Immediate registration of an FIR against all named officials, treating the “Final Note” as a dying declaration and primary evidence.

Suspension and arrest of the accused, to prevent interference or influence on the investigation.

Permanent security cover for the bereaved family, especially for the couple’s two daughters, in view of alleged threats.

Safeguarding the family’s dignity and rights, ensuring no further harassment or coercion.

Political pressure

Thursday saw growing public and political pressure on Chandigarh Police and the Haryana Government over the delay in FIR registration. Civil society groups, human rights advocates and retired bureaucrats joined community leaders in condemning the perceived bias. “This is not just an officer’s death; it is a mirror held up to the system,” said a retired police officer who visited the family’s residence.

Chief Minister Nayab Singh Saini had visited the bereaved family at their Sector 24 home on Wednesday evening to offer condolences. He was accompanied by Chief Principal Secretary Rajesh Khullar and CID Chief Saurabh Singh.

A test of system’s integrity

Y Puran Kumar, a recipient of the President’s Police Medal for Meritorious Service, was widely respected for his honesty, professionalism and commitment to social justice. His death has since sparked a broader conversation about caste discrimination, mental health and accountability within law enforcement.

“This tragedy is more than personal loss,” said a member of the Valmiki Sabha on Thursday evening. “It exposes how deeply ingrained bias can destroy even the most upright officers from marginalised communities.”

As night fell, relief mixed with continued sorrow at the Sector 24 residence. The FIR — long demanded by the family and supporters — was finally registered, but questions over accountability and the next steps in the investigation remain.

For the family, justice begins with this first legal acknowledgment of wrongdoing. For the administration, the case is now a litmus test of its willingness to uphold equality and transparency within its own ranks.

Who are named in FIR

As per official statement of Chandigarh Police released late night, an FIR was filed against accused mentioned in suicide note. They are Shatrujeet Kapur, DGP Haryana; Narendra Bijarniya, SP (Rohtak); Amitabh Dhillon, ADGP (1997 HRY); Sanjay Kumar, ADGP (1997 HRY); Pankaj Nain, IGP (2007 HRY); Kala Ramachandran, (1994 HRY); Sandeep Khirwar, (1995 HRY); Siabsh Kabiraj, (1999 Haryana and at present Police Commissioner of Panchkula); Manoj Yadava, (1998 HRY); PK Agrawal, (1988 HRY) and TVSN Prasad, (1988 HRY), all IPS officers. Yadava, Agrawal and Prasad have retired from service.
