The committee formed by the Punjab Government regarding registration of plots in illegal and unauthorised colonies today passed instructions with respect to the registration of sale deeds in the state.

A number of residents are bearing with the inconvenience at the sub-tehsil and tehsil offices regarding the requirement of NOCs from the civic body these days.

The committee has recommended that the Department of Housing and Urban Development and Local Government will issue a

list of licensed and authorised colonies along with Khasra numbers, details

of area and the approved plan so that the area is clearly defined where NOCs are not required for registration of sale deeds and transfer of rights.

“For all other cases of sale deeds and transfer of rights, prior NOC from the competent authority (MCs, Nagar Panchayats and GMADA) will be required,” read instructions from the Stamp and Registration branch of the Department of Revenue, Rehabilitation, and Disaster Management.

Some exemptions have been made on the recommendations of the committee. These include area of abadi deh of a village falling inside its ‘Lal Lakir’, land divided or proposed to be divided for the purpose of farming, provided the area proposed to be divided is not less than 500 sq m and in case where registration is required as a result of family partition, inheritance, succession or partition of joint holdings and not with the motive of earning profits.

If the sale deed of the property/plot is prior to August 9, 1995, then no NOC is required for subsequent sale deed of the plot.

For the properties and plots for which NOC has been already been obtained at the time of the earlier sale deed, no NOC is required, the committee has recommended.
