Panjab University Vice-Chancellor asked to withdraw ‘undemocratic’ affidavit

A former Mayor and ex-member of the Panjab University Senate, Davesh Moudgil, submitted a memorandum to the Vice-Chancellor of the university, demanding immediate cancellation of ‘unconstitutional and undemocratic’ affidavit asking students not to hold or participate in protests.

In the memorandum, Moudgil stated that the affidavit not only obstructed the students freedom of expression and their right to peaceful protest, but also violated Article 19(1)(a) and 19(1)(b) of the Constitution. It harmed the democratic traditions and ideals of the university, he added.

“The role of universities is not to intimidate students, but to make them aware, fearless, responsible and democratic citizens. Such orders that silence students give rise to a culture of pressure and fear, which is completely wrong. I will raise this issue before the Vice-President of India, who is also the Chancellor of Panjab University. Necessary legal and public-level action will also be initiated,” said Moudgil.
