Chandigarh, November 18

A Punjab resident has sought directions from a UT court to register an FIR against AAP MLA Harpal Singh Cheema under Section 420 of the IPC and other relevant laws for causing loss to the state exchequer.

Labh Singh, a resident of a Khanna village, filed the application under Section 156(3) of the CrPc.

Labh Singh claimed that the Chandigarh Police were not taking any action on his complaint submitted before the SHO of Sector 3 police station on August 20 and later to the SSP.

The court has sought the status report from the Chandigarh Police and fixed the next hearing of the case for November 29.

In his complaint, Labh Singh alleged that after a significant number of MLAs quit the AAP, it no longer remained the largest opposition party in the Punjab Legislative Assembly.

Cheema is drawing salary and enjoying rent-free government accommodation and other perks and allowances as the Leader of the Opposition, fully knowing that his party does not have the required numerical strength in the Assembly, claimed Labh Singh.

He claimed that while the number of AAP MLAs reduced, the SAD became the largest party in the Opposition.

In these circumstance, Cheema is gaining wrongfully from the state exchequer and causing loss to the exchequer which is an offence, Labh Singh alleged.

He said when these facts came to his notice, he immediately approached the police and submitted a written complaint against Cheema on August 20.

I also complained to the SSP, Chandigarh, on September 8. But the police have failed to take any action, he said.
