The UT Administration has directed all departments, boards and corporations to carry out a detailed performance review of employees serving on deputation.

The directive, issued by the Personnel Department, aims to strengthen accountability and enhance efficiency among deputed officials working across various administrative wings.

The order, issued by the UT Additional Secretary (Personnel), has been sent to all administrative secretaries, heads of departments and institutional heads.

Each department has been instructed to prepare a comprehensive assessment of deputed employees for the ongoing financial year and submit the report to the UT Administrator within 15 days.

Going forward, the Administration has made it mandatory for departments to furnish such performance evaluation reports every year, covering the period from April 1 to March 31. From next year, these annual reports will have to be submitted in April.

The departments have also been asked to ensure that the directions contained in the circular are communicated to all officers and officials for strict compliance.

In August, the Administration had issued a notification making it mandatory to obtain the UT Administrator’s approval before initiating or relieving any deputation appointment for Group A, B and C posts.

Earlier, in March, the Administration fixed a maximum tenure of seven years for deputationists. As per the revised deputation policy, around 1,500 employees from Punjab and Haryana serving in Chandigarh’s Education, Health and Engineering Departments will be impacted.

The notification stated that the deputation or foreign service period will follow the Recruitment Rules (RR) of the ex-cadre post or be capped at five years if no tenure provision exists.

No further extension beyond seven years will be allowed, and repatriation will be carried out on a First-In-First-Out basis.

The deputation policy aligns with the Central service rules implemented in Chandigarh from April 1, 2022, which fix the maximum deputation tenure in the Union Territory at seven years.
