The Delhi Government on Thursday signed a tripartite Memorandum of Understanding (MoU) with the Capacity Building Commission (CBC) and Karmayogi Bharat under the framework of the Government of India’s Mission Karmayogi.

The initiative aims to enhance the efficiency, skills and service orientation of Delhi Government employees, with a view to making public service delivery more impactful and citizen-centric.

Chief Minister (CM) Rekha Gupta, who was present at the MoU signing ceremony, described the agreement as an important step in strengthening governance capacity. “This MoU is an important step towards strengthening governance by preparing government officers and employees for future administrative challenges and enabling a more responsive and effective system of governance,” she said. Chief Secretary Dharmendra and senior representatives from CBC and Karmayogi Bharat were also present at the event.

As part of the agreement, all officers and staff working under the Delhi Government will gain access to the iGOT Karmayogi platform, a comprehensive digital learning ecosystem that offers training in online, on-site and hybrid formats. The platform will provide structured and purpose-driven training programmes focused on building modern administrative skills, leadership qualities and a service-oriented mindset among government employees.

The collaboration also includes the development of Annual Capacity Building Plans for each department, designed jointly by CBC, Karmayogi Bharat and the Delhi Government. In addition, the CBC will assist in conducting the FRAC (Framework of Roles, Activities, and Competencies) exercise to clearly define departmental responsibilities and identify required competencies.

A notable feature of the initiative is the introduction of a digital “Competency Passbook” for each government employee. This passbook will maintain a record of their training, assessments, and skill development progress. The platform will also incorporate AI-based evaluation systems and data-driven human resource decisions to enhance transparency and governance effectiveness.

The Chief Minister emphasised that this initiative reflects her government’s commitment to continuous learning and innovation in public service.
