According to the complaint filed by one Rajiv Chanda, a resident of DLF Phase 4, the accused threatened to stop the construction under provisions of the Graded Response Action Plan (GRAP).

GRAP was implemented in Delhi and the NCR area last month amid rising pollution.

An ACB official said the accused was arrested red-handed on Tuesday evening and a case was registered, adding that a probe was underway.
