Union Minister of Parliamentary Affairs Kiren Rijiju on Monday said that speeches in legislatures were often aimed at securing political gains rather than meaningful debate. He said in such times, the morals, integrity and democratic values exemplified by Charti Lal Goel — the first Speaker of the Delhi Legislative Assembly — stand as a guiding light.

Rijiju was addressing the 98th birth anniversary commemoration of Goel at the Delhi Assembly. Recalling his journey from humble beginnings to becoming the first Speaker of the House in 1993, Rijiju praised Goel’s discipline, impartiality and decision to voluntarily retire from electoral politics as a rare example in today’s political landscape.

“Remembering such leaders is not just a formality but an opportunity to renew our dedication to social welfare and participatory governance,” he said.

Union Minister of State for Corporate Affairs Harsh Malhotra, Chief Minister Rekha Gupta, Speaker of the Delhi Legislative Assembly Vijender Gupta, former Union Minister Vijay Goel, Deputy Speaker Mohan Singh Bisht, Delhi Mayor Raja Iqbal Singh, former Governor Jagdish Mukhi and several MLAs were present on the occasion.

A commemorative booklet on Goel, chronicling his life and contributions, was also released.

Malhotra fondly recalled his personal interactions with Goel, particularly during the 1990s when the latter facilitated discussions on industrial relocation that eventually contributed to the creation of the Bawana Industrial Area. He described Goel as a leader who “listened to people like a guardian”.

Paying tribute, CM Rekha Gupta called Goel a model of dignity and constructive dialogue. She reflected on her own student days in 1993 when Goel presided as the Speaker, noting how senior leaders such as Vijay Goel and Vijender Gupta inspired her early political journey.

Speaker Vijender Gupta highlighted the historical significance of the Delhi Assembly since its inception in 1993 and Goel’s role in setting high standards for impartiality and discipline.

Vijay Goel, son of Charti Lal Goel, shared anecdotes from his father’s life. “Even political rivals respected his integrity,” he said, adding that the programme was a reminder to honour the values parents instill.

Separately, Delhi Mayor Raja Iqbal Singh, Standing Committee Chairperson Satya Sharma and Leader of the House Pravesh Vahi paid floral tributes at Charti Lal Goel’s statue in Meena Bazaar, Jama Masjid. Goel had also served as Deputy Mayor of the Delhi MC.

Mayor Singh said Goel considered politics a medium of service and his ideals continued to inspire public representatives today.
