Relocation scheme: Allottees get 6-month extension

Delhi Lieutenant-Governor VK Saxena on Wednesday directed the Delhi State Industrial Infrastructure Development Corporation (DSIIDC) to grant allottees in industrial areas of Narela, Bhorgarh and Bawana in the North West Delhi an extension of six months under the Relocation Scheme.

The scheme is meant for depositing the balance cost of plot and applying for no-objection certificate (NOC) for the construction of a factory building. Saxena overruled the DSIIDC’s proposal of giving an extension for only four months, Raj Niwas officials said.

They said, “The L-G said the proposal of extension of the time line by four months may prove to be too less for the allottees to do the needful.”

“If allottees are not taking possession of plots or not constructing units over them, despite having paid the amount for allotment, it is a clear indication that the lack of basic services is deterring them from doing so,” Saxena mentioned in the file.

The L-G expressed his displeasure over the failure of the DSIIDC to comply with his direction to place before him the Action Taken Report (ATR) relating to basic services in the areas, even after the lapse of four months, the officials added.

In October 2023, an official said Saxena had given a slew of directions to the DSIIDC to make infrastructure conducive for ease-of-doing business as no upgrade work was undertaken for the last 10 years.

Saxena also expressed shock that the situation remained static and even the basic things were out of place since 1996, when the Supreme Court ordered for the relocation of industries from non-conforming areas to designated industrial areas, , the official added.

Saxena added that an extension of six months should be given in light of the above and in public interest and also for the benefit of the allottees.

During the next three months, the Administrative Department should ensure that all services, including roads, drinking water, streetlights, fire station, police check post, etc are put in place in the respective industrial areas, the L-G added in his note.

Another official said Saxena directed that a single window may be set up in the DSIIDC for handholding nad facilitating clearances as required for the benefit of the allottees.

The L-G has asked that the ATR be submitted to his Secretariat within seven days and responsibility for inaction till now may be fixed on officers concerned, one of the officials said.

The DSIIDC had sought the approval of the L-G for an extension of four months for depositing the balance cost of plot with interest from the date of issue of such circular or order to allottees of Bawana-II (Bhorgarh) while the same relief was to be given to remaining allottees of Bawana and Narela, who have already deposited more than 50 per cent cost of the plot, failing which their allotment shall stand cancelled.

The NOC for the construction of a factory building shall be valid till one year from the date of issuance.

Saxena had visited these industrial areas in October, last year, and directed the DSIIDC and other agencies concerned, including the MCD and the DDA, to make infrastructure conducive for ease-of-doing business.
