12 years on, Rohtak villagers await allocation of plots

Nearly 750 residents of Kharawar, Baliyana, Nonand and Kheri Sadh villages in Rohtak district, whose land was acquired by the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) for the development of residential sectors, have been waiting for the draw of lots for allocation of plots for which they had applied about 12 years ago.

The villagers have made more than 200 representations to the Prime Minister, Chief Minister, Chief Secretary, HSIIDC Managing Director and also met the top state authorities personally, but have got only assurances so far.

"We had applied for the allotment of residential plots in Phase III of the HSIIDC project at Rohtak in 2013. After more than a decade, we were told to deposit 10% amount, which we did in 2024. However, it has been more than a year since we deposited the said amount, but the draw of plots is yet to be conducted," said Puran Singh Baliyana, a farmer leader-cum-social activist who has been pursuing the matter.

Mohit Sindhu of Kheri Sadh village, who has also been raising the demand of the farmers, said the local administration and the state authorities concerned were aware of the matter and had been assuring them that the draw of lots for the allotment of plots would be conducted soon, but still it was hanging fire for a long time.

The villagers have demanded that the draw of lots should be conducted at the earliest as per the notification of the said project and in accordance with the provisions of the Rehabilitation and Resettlement (R&R) policy of the Haryana Government issued in 2010.

Contacted for his comments, the Managing Director of the HSIIDC, Dr Yash Garg, said the applications and documents submitted by the villagers were being examined and the draw of lots for the allocation of plots would be conducted soon.

"The examination of documents is in the final stage and the draw of lots shall be conducted within a month," he said.
