Haryana: 15 HCS officers promoted to IAS

The batches are yet to be allotted, for which a separate notification will be issued.
These appointments are against the vacancies determined for the Select Lists of 2021, 2022, 2023, and 2024.
Vivek Padam Singh of the 1997 batch and Dr Munish Nagpal of the 2002 batch have been kept in the Select List of 2021.
Mahender Pal and Satpal Sharma of the 2002 batch, and Sushil Kumar-1 of the 2003 batch have been kept in the Select List of 2022, against vacancies arising in 2022.
Varsha Khangwal, Virender Singh Sehrawat, Satyender Duhan, Manita Malik, Satbir Singh, Amrita Singh, Yogesh Kumar, and Vandana Disodia of the 2004 batch are put in the Select List of 2023, while Jaideep Kumar and Samwartak Singh Khangwal of the 2004 batch have been kept in the list of 2024.
Varsha is married to Yogesh Kumar, while Samwartak Singh is her brother.
As per the DoPT notification, the appointments are subject to the outcome of a petition filed in 2002 by former state minister Karan Singh Dalal before the Punjab and Haryana High Court against the 2002 HCS recruitment.
Nine HCS officers of the 2002 batch, who have been considered provisionally for promotion, include eight who are facing a chargesheet for alleged malpractices in their recruitment exam. These are Jagdeep Dhanda, Sarita Malik, Kamlesh Bhadoo, Kuldhir Singh, Vatsal Vashisht, Jag Niwas, Veena Hooda, and Surender Singh-1. The charges against them included cheating, forgery and criminal conspiracy. The State Vigilance and Anti-Corruption Bureau had filed a chargesheet against them in 2023. The charges are yet to be framed against them.
The ninth HCS officer is Mahabir Parsad, also from the 2002 batch, who is facing a chargesheet in another matter. These provisionally considered officers need to get the case quashed against them within a specific time frame.
