Over 35 residential projects that have either been completed or where work is on, have been shown as “lapsed” on the Haryana Real Estate Regulatory Authority (HRERA) website in the wake of non-completion of conditions or non-submission of documents.

Buyers may face problems in getting occupation certificate

Buyers investing in these projects may have to face problems regarding the issuance of occupation certificate (OC) while getting possession from builders, claim sources in the district administration.

The OC is given to those who fulfil all conditions and have completed the work, said an official of the Town and Country Planning Department, on condition of anonymity.

The city has around 50 such projects, of which many have been sold out or are owned by buyers, it is reported. With a population of around 1.5 lakh, the Greater Faridabad area is known for high-rise societies built over the past 15 years.

The website of HRERA, which mentions the details of the builders and their projects, has listed 38 societies that have been marked as “lapsed” because they have either not taken permission to extend completion time or had failed to submit the required documents to avoid such a categorisation, claim the sources. A majority of builders have the registration period spanning between 2020 and 2027. No information has been given about the completion of the project within the stipulated time to the HRERA, despite getting a licence from the Haryana Urban Development Authority (HUDA), said an official.

The Quarterly Progress Report (QRP) is also shown as not uploaded in 28 cases. “The project may not get the OC from the Town and Country Planning Department even if it is completed and allotment is done, if it is shown as lapsed,” said Pramod Mincoha, senior vice-president, Greater Faridabad Residents Welfare Association (GREFA). It is also claimed that the website might not have been updated despite submission of the documents related to the completion of the project.

Devender Pal, Senior Town Planner, said the builders needed to fulfil the conditions regarding registration with HRERA, and for the issuance of the OC for the project.
