7,774 elementary teachers surplus in Haryana, reveals PAB report

There are as many as 7,774 surplus elementary teachers in Haryana, while the number of schools run by single teacher has increased at both primary and upper primary levels, says Project Approval Board (PAB) of Samagra Shiksha.
Also, the number of schools with adverse pupil-teacher ratio (PTR) is “quite high” at 19.64% and 19.13% at the primary and upper primary levels, respectively. “To ensure the availability of the required number of teachers in all schools, the state needs to go for rationalisation,” points out the PAB, which cleared the annual work plan and budget for 2022-23.

Besides, there are 3,097 vacant posts of elementary teacher. Only 66.6% of secondary schools in Haryana have teachers for all core subjects. The subject PTR at the secondary level is 93:1 for social studies. The PTR for mathematics is 71:1, science 67:1 and language 24:1.
“The state needs to ensure the required number of mathematics, science and social studies teachers in all schools at the secondary level,” PAB adds. The vacancy of head teachers is 13.45% and that of subject teachers is 9.17% in secondary schools.
On the Kasturba Gandhi Balika Vidyalaya (KGBV) scheme, it has been pointed out that 321 seats are vacant in the functional KGBVs under Type I, 2,420 seats under Type III, and 1,804 seats under Type IV. There are five KGBVs that are yet to be made functional. The one in the Rajound block in Kaithal was sanctioned in 2004-05 but even today its building is under construction. Similarly, the building of the KGBV at Barwala in Hisar, which was sanctioned in 2010-11, is also incomplete. Both the KGBVs are likely to be made operational from 2023-24. These still have vacant posts of one warden, 46 part-time teacher, two accountant and seven assistant cook.
Moreover, there is 47.23% vacancy of academic positions in 24 functional District Institute of Education and Training (DIETs) as only 277 faculties are in position against the sanctioned posts of 656. In the State Council of Education Research and Training (SCERT), the vacancy of academic positions is 33.33%. “These vacant posts need to be filled up on priority as it is also directly impacting the Performance Grading Index (PGI) indicators,” says PAB minutes, dated June 9.
32% schools have kids with disabilities
Only 32% schools have children with disabilities (CwD). The schools with more than 10 CwD is 778 (2%) while those with less than 10 CwD are 13,785 (30%). “The state government is requested to take concerted efforts to ensure timely identification for wider coverage, requisite intervention and support,” says Project Approval Board of Samagra Shiksha.
