Assembly session: Job security Bill for 1.2L contractual staff on agenda

A Bill ensuring job security to over 1.2 lakh contractual staff of the Haryana Government till age of superannuation will be among several legislations to be brought before the proposed three-day Haryana Vidhan Sabha session beginning November 13.

Sources said the job security Bill would be brought before the Assembly to fulfil the promises made to the contractual employees by the BJP in the run-up to the October 5 Assembly poll. "The BJP government is committed to ‘Sabka saath, sabka vikas’. The passage of the Bill in the Assembly and its enactment as an Act will reiterate the BJP government’s commitment to the welfare of contractual employees,” a senior functionary of the state government said.

The state Cabinet, under the chairmanship of Chief Minister Nayab Singh Saini, had approved the Haryana Contractual Employees (Security of Tenure) Ordinance, 2024, in August in a bid to enhance facilities for contractual employees and guarantee job security.

Under the ordinance, the government would ensure job security for all contractual employees working across state departments, including Haryana Kaushal Rozgar Nigam (HKRN), till their age of retirement.

The sources said the government would ‘convert’ the ordinance into Bill to be placed before the Assembly for consideration.

Along with the job security ordinance, the government had also promulgated two others ordinances — Sikh Gurdwara (Management) Amendment Ordinance, 2024, and Haryana Goods and Services Tax (Amendment) Ordinance, 2024. As these ordinances must be brought before the Assembly within six months of their promulgation, three Bills are set to be brought before the Assembly.

Meanwhile, the Appropriation Bill in respect of Supplementary Estimates (first instalment) for 2024-25, the Haryana Village Common Lands (Regulation) Amendment Bill, 2024, and the Haryana Panchayati Raj (Amendment) Bill, 2024, will also be brought before the session.

Session to be three-day affair

Tentative schedule

• November 13: Governor’s Address, discussion on Governor’s Address

• November 14: Presentation and discussion on Supplementary Estimates (first instalment); legislative business

• November 18: Introduction and voting on the Haryana Appropriation Bill in respect of Supplementary Estimates (first instalment) for 2024-25; legislative business
