Over 2,000 flats worth crores of rupees in Panipat and Sonepat that were built for BPL families under a scheme of the Haryana Government are in ruins. As many as 693 flats are lying abandoned in Sector 40 of Panipat while around 1,250 flats are lying abandoned in various sectors of Sonepat.

Haryana Housing Board Department officials claimed that around 798 flats had been sold in Panipat but not even a single family was living in there due to the lack of electricity, potable water, sewerage and other basic amenities.

Sources said the department had developed around 2,200 three-storey flats in Sector 40 and Sector 19 in Panipat and around 3,000 flats in various sectors of Sonepat, under the state governments’ scheme to provide flats to BPL families at a marginal cost. The board had constructed these flats worth Rs 23 crore in Sector 40 at Panipat and these flats had been allotted to BPL families in 2016. But, the allottees haven’t taken possession so far as the builder has not provided potable water supply, electricity, streetlights, proper roads and sewerage facility to these flats. Doors and window panes of the flats are also broken.

Pratap Saini, Estate Manager, Panipat, said in Sector 19, developed by Ansal, almost all flats have been auctioned and allottees have taken possession of these units, but the department is facing problems in selling flats in Sector 40. Two builder companies — Parsvnath and TDI — have developed Sector 40 and around 1,499 flats have been developed by the department there for BPL families, he added.

A total of 798 flats have been sold through an e-auction but 694 flats — 354 in Parsvnath and 340 in TDI — were yet to be sold, he said.

The department holds e-auctions to sell these flats, but the process was on hold for the last two months, said Diksha, XEN, Housing Board, at Karnal. “The main reasons why allottees are not taking possession of flats are that the developers, especially Parsvnath, is not providing basic amenities like electricity and potable water,” she added. The issue is being discussed at a high level in the department and even the District Town Planner (DTP), Panipat, has recommended action against the builder, the XEN maintained.

Ved Prakash, Estate Manager, Sonepat, said around 3,000 flats have been developed in various sectors, of which over 1,250 flats were lying unsold. The department was facing main problems in Sector 10, developed by Parsvnath, and in Sector 35, developed by Express City. After the department carried out e-auctions, scores of flats were sold out, but due to the lack of basic amenities, the allottees did not take possession of these, he added. The Department of Country and Town Planning is also going to initiate action against the builder companies for not providing the facilities, the Estate Manager maintained.
