The Haryana Cabinet, which met under the chairmanship of CM Manohar Lal Khattar here today, granted approval for the formulation of a policy granting proprietary rights of residential land or plots to occupants in Dhandoor, Peeranwali, Jhiri (Chikanwas) and Babran (Basti and Diggi Tal) villages.

Max permitted plot size 4 kanal

Under the policy, occupants with constructed dwellings pertaining to the Government Livestock Farm, Hisar, as of March 31, 2023, will be eligible for ownership rights.

Those who have constructed on an area of up to 250 sq yards will be granted ownership rights after paying a fee of Rs 2,000 per sq yard. Those who have constructed on an area ranging from 250 sq yard to 1 kanal will receive ownership rights upon the payment of Rs 3,000 per sq yard. Families with properties spanning from 1 kanal to 4 kanal will need to pay Rs 4,000 per sq yard. The maximum permitted plot size under the policy is 4 kanal.

Draft amendment Bill

Approval has been accorded to the draft of the Haryana Village Common Lands (Regulation) Amendment Bills, 2024, to further amend the Haryana Village Common Lands (Regulation) Act 1961.

According to the proposed amendment, ownership of land in “shamilat deh”, which was allotted on lease for 20 years under the East Punjab Utilisation of Lands Act, 1949, and has been under cultivation possession of the original allottee, transferee, or their legal heir, is slated to be excluded from the ambit of “shamilat deh” with immediate effect.

It is also proposed that the original lessee, transferee or their legal heir will be required to pay a determined amount to the gram panchayat concerned for the transfer of ownership rights to them.

Carriage scheme modified

The modification of the stage carriage scheme of 2016 has been approved to boost public transport services. The modifications entail an increase in the number of routes from 265 to 362. A limit on the number of permits per route has been introduced, balancing the interests of state transport undertakings and private operators in a 50:50 ratio.

Ex-facto approval

The Cabinet has accorded ex-post facto approval to a proposal for providing government guarantee of Rs 500 crore in favour of Punjab National Bank, against the sanctioned C apex loan of Rs 500 crore to the Uttar Haryana Bijli Vitran Nigam for meeting the capital expenditure.

Realty agents to pay more

The Cabinet has okayed a proposal to amend the registration and renewal fee charged from real estate agents by the Haryana Real Estate Regulatory Authority, Gurugram, and Panchkula. The registration and renewal fee for individuals and for sole proprietorship firms will be revised to Rs 50,000 and Rs 10,000, respectively, from the existing corresponding rates of Rs 25,000 and Rs 5,000. For other than individuals and sole proprietorship firms, the registration and renewal fee will be Rs 2.5 lakh and Rs 50,000, respectively.

Land allotment

The allotment of MC land measuring 2,998.20 square metres at Satroad Khurd village to Bhagwan Valmiki Ambedkar Shiksha Samiti, Hisar, has been approved for the construction of Bhagwan Valmiki dharamshala and hostel. Also, the transfer of land of Kanina municipal committee, measuring 209 sq metres, to Sewa Bharti has been given nod for the construction of a charitable health centre.

Pension hiked

The Cabinet has accorded approval to enhance the monthly pension of “Matribhasha Satyagrahis” of Hindi Andolan-1957 and the Haryana State Shubhra Jyotsna Pension and other Facilities Scheme, 2018, from Rs 10,000 to Rs 15,000.
