CM Saini holds meeting, emphasises implementation of new criminal laws by February 28
Chief Minister Nayab Singh Saini reviewed the development works being carried out across the state. He also assessed the implementation of three new criminal laws, stressing the need for reforms in alignment with these new laws.
While chairing a meeting at Haryana Police Academy (HPA), Madhuban, he said, “Haryana will fully implement the three new criminal laws by February 28. For the smooth implementation of these laws, there is a need of fundamental changes in the system.” The meeting was also attended by Chief Secretary Dr Vivek Joshi, Chief Principal Secretary to the CM Rajesh Khullar, DGP Shatrujeet Kapur, all Divisional Commissioners, ADGPs, IGPs of all ranges as well as police commissioners, DCs and SPs.
The meeting began with the reading of the ‘Preamble of Constitution’ under the “Our Constitution –Our Pride” campaign.
The CM also announced that video conferencing will be introduced in nearly 445 courts across the state and inmates will appear for hearing through that mode directly from jail.
CM Saini also stressed to adopt systems like e-summons and e-challans for better efficiency. He directed the officials to intensify the anti-drug campaign, reiterating the government's commitment to make Haryana a drug-free state. “Public awareness campaigns involving women, youth and elected representatives will be prioritised to curb drug abuse,” he said.
He also emphasised the need to break the drug supply chain and inspect de-addiction centres thoroughly. “Any centre failing to meet standards will be shut down immediately,” the CM said. He also instructed DCs, SPs to hold monthly review meetings on anti-drug efforts.
While addressing the DCs and SPs, CM Saini emphasised the need for creating an environment of fear among criminals while ensuring the safety and wellbeing of citizens.
“The police force must instil a sense of fear among criminals to deter unlawful activities. There must be a clear message that the law is strict and firm against criminals,” he added.
Saini highlighted the importance of addressing crimes against women with utmost seriousness. "Officers should demonstrate their commitment to combating such crimes, which I am personally monitoring at both the state level and in individual cases," he added.
The CM also stressed the importance of inter-departmental cooperation and community involvement in achieving success in anti-drug initiatives. Emphasising the importance of teamwork, CM Saini directed officials to ensure coordination. He warned that any lack of coordination between DCs and SPs would be taken seriously. He also exhorted officials to focus on increasing conviction rates for identified crimes.
Highlighting the influence of social media, he instructed the police to monitor such platforms closely. "Ensure its use for positive purposes while keeping a vigilant eye on any misuse,” the CM added.
Saini also directed the officials to expedite the process to install CCTV cameras in all police stations across the state. A uniform format for CCTV usage will be determined by the Chief Secretary.
He also stressed the need of a crackdown on gun culture and drug-promoting music. He directed strict action against songs that glorify gun culture or promote drug abuse. "Such influences must be curbed to prevent their adverse effects on society," he emphasised.
Stressing the importance of youth engagement, he directed officials to increase dialogue with youth. “Guide them towards positive paths and ensure their involvement in constructive activities," he said.
