Education Dept mandates maintenance of movement register in government schools

To keep a check on the movement of the teaching and non-teaching staff, the Directorate of Secondary Education has mandated the maintenance of movement register in all government schools in the state.

The District Education Officers (DEOs), District Elementary Education Officers (DEEOs), and District Project Coordinators (DPCs), have been directed to check the movement registers and ensure implementation of the directions.

The orders issued by the directorate reads: “The 10th report (2024-25) of the subject committee, constituted in the Haryana Legislative Assembly, on education, technical education, vocational education, medical education and health services was presented during the Budget session. In this report, the committee had made 12 recommendations for the School Education Department. The committee recommended that movement register of attendance should be maintained in all schools and checked by the higher authority. The committee also recommended that if any comments or remarks are given by the authority, action should be taken thereupon, as well as the complete report of movement register be placed before the committee in subsequent meetings.”

“In compliance with the recommendation, it has been decided to maintain a movement register to keep a record of the movement of the staff working in all government schools and ensure their accountability,” the letter further reads.

The officials have been directed to get a format containing information about the employee name, post, purpose/reason for leaving school, name of destination, departure and return time, details of documents to be submitted upon leaving and returning to school (if any), signature of employee concerned, school head’s signature with remarks and signature of higher official, implemented.

In addition, the officials have been further told to follow a set of guidelines for maintaining the movement register. They have been told that the movement register should record the external activities of all employees during school hours, including their travel to the destination (another office/school/outside duty/training, and personal emergency). If an employee does not leave the school on any given day, the movement register should still be maintained, with a cross-mark on the page corresponding to that day’s activity. The school head should record daily activities in the movement register and sign it with remarks.

The BEO, DEEO and DEO concerned should check movement registers of at least 15 schools each month. If a school fails to properly maintain the movement register, a preliminary report should be sent to the district headquarters. The district headquarters will ensure further action on this report within 30 days, as per rules. Headquarters may randomly check the movement register of any school. If the guidelines are found to be violated, disciplinary action will be taken against the school head as per rules.

Sudhir Kalra, District Education Officer, Ambala, said, “Movement registers are already being used, but it has been observed that these are not maintained properly. The department has issued guidelines regarding movement registers and the same have been forwarded to officials concerned. It will help in maintaining discipline in schools. Appropriate action will be taken by the department if any negligence is observed in this connection.”
