Education officials warned of action over procedural lapses

The DSE has observed that some officials at the district level have been forwarding incomplete cases, which not only cause delays and confusion but also amount to violations of established guidelines.
In response, the DSE has issued a stern warning, stating that disciplinary action will be initiated against the officials concerned if cases are submitted without essential documents or proper countersignatures.
“In the case of child care leave, the directorate has pointed out that many applications lack alternative arrangement details and are not countersigned by the DEO. Additionally, some cases are being sent after the proposed leave has already started, or without attaching the child’s birth certificate,” said sources.
For employees seeking permission to go abroad, the directorate has made it clear that such requests must be submitted before the actual date of travel. The no-objection certificate must be properly verified and countersigned by the DEO. The type of leave to be availed during the foreign visit must also be clearly mentioned.
“In pay protection cases, it has been observed that service book of the previous department/ post, a proper channel application letter and a clear cut advise/verification note signed and stamped by the concerned Section Officer and DEO are not attached. Similar instruction regarding advice/verification is not being followed in ACP cases,” the sources said.
In the case of higher studies, there is standing instruction that applications must be submitted before the academic session begins but it is not followed by field officers many times.
Meanwhile, Manjeet Malik, District Education Officer, Rohtak, said the guidelines were already being followed by her office.
