The Rohtak police have booked Sikander Singh, son of former MLA Dharam Singh Chhoker among four, including two police personnel, for violating judicial custody norms.

He was reportedly spotted roaming freely outside the PGIMS, Rohtak, along with his friend, when he went there for treatment from Bhondsi Jail in Gurugram.

Sikander Singh was arrested by the Enforcement Directorate in a money laundering case in March. He, along with his father Dharam Singh Chhoker was accused of defrauding over 1,500 homebuyers and siphoning off Rs 400 crore by way of fake construction expenditures in a real estate firm.

Inspector Subhash Chand, incharge escort guard, Gurugram, in his complaint to the PGIMS police said Sikander was admitted to the PGIMS for treatment under the security of SI Umed, constable Ishwar and Satyapal.

Since Satypal was on election duty earlier, constable Navin was sent instead. Sikander’s friend Rahul came to meet him in the PGIMS on October 1 at around 2.30 pm. The constable took him outside with the permission of Umed Singh. They went outside in Rahul’s vehicle and returned after two hours.

Their video went viral, after which the Deputy Commissioner, Crime, Gurugram, ordered an inquiry into the matter. As per the discharge summary, the doctor mentioned that Sikander was not in bed at 8.30 am, and as per the constable, he had gone down for a shower.

The ED also collected the DVR of the PGIMS, which revealed that the police personnel sent him outside several times without security and allowed Rahul to meet Sikander. CCTV footage also showed the connivance of the police personnel.

After the matter came to light, Umed and Navin were suspended. A departmental inquiry has also been ordered.

The PGIMS police have registered a case against Sikander, Rahul, Umed and Navin under Sections 262 and 61 of the Bharatiya Nyaya Sanhita.

As per sources, Sikander was admitted twice to the PGIMS — from September 2 to 16 and September 26 to October 4.
