Excise dept auctions off all liquor vend zones, rakes in Rs 14,342 cr

Excise and Taxation Commissioner Vinay Pratap Singh today informed that the Department has successfully auctioned all 1,194 retail liquor vend zones across the state.

Since a licensee is allowed to operate two vends in each Excise Zone, with the completion of the auction, licenses for 2,388 retail liquor vends have been issued by the Department.

The Excise Commissioner said the government has earned revenue worth Rs 14,342 crore for Excise Policy 2025-27, substantially higher from the Rs 7,025 crore collected from the the 2024-25 auctions. This year, the auctions concluded early due to the attractive provisions in the new policy. In the last year, the process was completed in the month of August.

Haryana’s Excise Policy, which provides for a transparent mode of excise auctions through a web portal, resulted in high participation by prospective licensees.

Gurugram district, with the highest revenue of Rs 3,875 crore, accounted for 27 per cent of the state’s total revenue. It was followed by Faridabad, which got Rs 1,696 crore (12 per cent). Others ranked highly include Sonepat (Rs 1,066 crore), Rewari (Rs 654 crore), Hisar (Rs 615 crore), Karnal (Rs 612 crore) and Panipat (Rs 605 crore).

Notably, a few districts saw substantially jump in proportionate revenue from last cycle. These included Bhiwani (23.5 per cent jump), Fatehabad (21 per cent), Hisar (21 per cent), Kurukshetra (20.5 per cent), Karnal (19 per cent) and Panipat (18 per cent).

The Excise Commissioner added that with the prompt and strong action by state law enforcement agencies against the criminal elements, under the directions of the Chief Minister, the excise auctions concluded faster and generated substantially higher revenue compared to last cycle.

The district of Yamunanagar, which had seen lukewarm participation in the initial rounds of auctions, also achieve a high revenue of Rs 439.88 crore under this excise policy, up from Rs 237.81 crore in the last auctions, he added.
