Born into a bricklayers’ family in Rajasthan, Varma joined the IAS in 1964, initially with the Punjab cadre. After the reorganisation of Punjab and Haryana in 1966, he was transferred to the Haryana cadre, where he eventually became Chief Secretary. Before entering the IAS, Varma taught English at Jodhpur University.

Ram Sahay Varma’s legacy as both a dedicated public servant and a prolific writer will continue to inspire future generations.

In a tribute to his multifaceted contributions, SC Choudhury, former Chief Secretary, Haryana, said, "He was an inspiration to all adventure-loving colleagues and his leadership brought over 25,000 youths to remote Himalayan areas. His passing is a huge loss, but I’m sure he will continue his writing and adventure activities in heaven."
