Haryana Govt issues new guidelines for hiring retired staff

The Haryana Government has issued revised guidelines on the re-employment of retired government employees. According to Rule 143 of the Haryana Civil Services (General) Rules, 2016, re-employment beyond 58 years will be allowed “only in exceptional or extraordinary circumstances, and only for a maximum of two years.”

Chief Secretary Anurag Rastogi, in a letter to all Administrative Secretaries, Heads of Departments, Divisional Commissioners, and Deputy Commissioners, said a committee has been reconstituted through orders dated June 18, 2025. This committee will review both individual and category-wise cases where retired employees’ services are deemed essential. It will meet every month to examine proposals.

Departments must justify why a retired officer’s services are needed, ensure no adverse impact on promotions, and confirm a clean service record. The upper age limit for re-employment has been set at 63 years so officials may serve till 65.

Re-employment beyond two years will not be permitted under any circumstances. If services are still required, the engagement will only be on a contractual basis, subject to prior HR Department approval. Final orders will need concurrence from the Finance Department and Chief Minister’s nod.

The new rules will not affect ongoing re-employment cases already approved, and doctors of Health and ESI Departments will continue under separate departmental guidelines.
