Big relief is in sight for thousands of unauthorised industrial units, with the state government rolling out a new policy for the provision of basic infrastructure aimed at creating healthier working environment in illegal industrial colonies across Haryana.

The ball has been set rolling after a notification by Ritu Garg, Secretary, Law and Legislative Department, following the Governor’s assent to the Haryana Management of Civic Amenities and Infrastructure Deficient Areas Outside Municipal Area (Special Provisions) Amendment Act, 2025, which will pave the way for provision of basic amenities to illegal industrial colonies.

“In case of regularisation of unauthorised industrial establishments, an online portal for receiving applications from entrepreneurs shall be created and all punitive action initiated against the applicants shall be deemed to have been suspended from the date of submission of the application on the portal until the government takes a final decision, except in cases forwarded to or pending before any court of law,” the notification said.

Under the proposal, the units located on a minimum of 10 acres of contiguous land can apply for regularisation. The collective application must be submitted by at least 50 industrialists on a specially-created portal. Pending final decision on their application, these will be considered ‘valid industrial units’ by all government departments.

Currently, thousands of illegal units have mushroomed outside the municipal limits in major industrial towns, including Gurugram, Faridabad, Sonepat, Panipat, Hisar, Rohtak, Karnal, Ambala and Panchkula. They lacked basic amenities, providing an unhealthy working environment to entrepreneurs and workers, an official said, adding that after regularisation, they would be provided basic amenities and minimum basic infrastructure.

The policy is apparently an offshoot of the announcement by CM Nayab Singh Saini during his 2025-26 Budget speech, in which he had batted for the need to provide basic infrastructure to the illegal industrial colonies on the pattern of unauthorised residential colonies.
