Forest Minister Rao Narbir Singh has directed officials to ensure timely and transparent issuance of No Objection Certificates (NOCs) for tree felling related to public and private projects. Chairing a departmental review at Haryana Niwas, Singh said: “Any objections raised against such applications should be recorded promptly to maintain transparency and avoid repeated inconvenience to the public.”

The Minister instructed simplification of the tendering process and warned against monopolised work allocation, mandating prior ministerial approval before purchases. He also proposed studying Delhi’s and other states’ tender systems to adopt best practices.

Singh emphasised the importance of Prime Minister Modi’s 'Ek Ped Maa Ke Naam' campaign, directing the department to maintain records of saplings planted since the state's formation. He also called for annual sapling maturity assessments and rotation in nurseries.

Directing the removal of 10% of kabuli kikar trees annually, Singh said they must be replaced with more suitable species. He warned against future plantation of water-intensive species like eucalyptus by the department, though farmers may continue using them.

Calling the Rs 24 pit-digging rate "too high", he urged greater focus on agroforestry, the Green India Mission, and wood-based industries.

“People should be able to perceive a positive change in the department’s functioning,” he said.
