Gurugram MC Commissioner Dr Narhari Singh Banger has recommended that 12 engineers who “deviated and fabricated records” on an illegal construction be chargesheeted.

Failed to act against illegal construction

A two-storey commercial building was allegedly constructed in 2022 and 2023 opposite to the Yadav market on Bajghera road without getting approval for the building plan from the civic body. Despite demolition orders, in-charges of the area did not act against the unauthorised construction.

Taking cognisance of an inquiry conducted by the vigilance wing of the MC, Banger has written a letter to the Directorate of Urban Local Bodies Department to issue a chargesheet against three assistant executive engineers and nine junior engineers under Rule 7 of the Haryana Civil Services (Punishment and Appeal) Rules, 1987.

As per the available details, a two-storey commercial building was constructed in 2022 and 2023 just opposite the Yadav market on Bajghera road in Gurugram city. This building was constructed without getting approval for the building plan from the civic body.

After a resident filed a complaint before the MC, orders were issued to demolish the under-construction building. However, the officials concerned, who were in-charge of the said area from time to time, did not act against this unauthorised construction.

In September 2022, a senior official of the enforcement wing of the MC sealed this under-construction building. Yet the construction work continued unabated, probably with the connivance of the officials who were in-charge of that area.

The vigilance wing inquiry categorically established that three assistant executive engineers and nine junior engineers were hand-in-gloves with those who constructed the unauthorised building. The building was constructed under the officials’ nose, reported the inquiry.
