Haryana amends policy to provide jobs to families of victims of 1984 riots

Under this new provision, notwithstanding earlier definitions of “family,” one eligible member of the family of victims from Haryana — whether they were killed within the state or outside during the 1984 riots — will be considered for deployment on a contractual basis through Haryana Kaushal Rozgar Nigam
Eligible candidates will be appointed to Level-1, Level-2 or Level-3 positions depending on their educational qualifications and eligibility criteria.

The Haryana Government has formally amended the Deployment of Contractual Persons Policy, 2022, to provide contractual employment to the family members of those who lost their lives in the 1984 anti-Sikh riots.

A notification to this effect was issued by Haryana Chief Secretary Anurag Rastogi, here today.

According to the notification, Clause 12 (iii) has been inserted into the policy as a partial modification of the original policy dated June 30, 2022, and subsequent amendments made on October 26, 2023, and May 13, 2025.

Under this new provision, notwithstanding earlier definitions of “family,” one eligible member of the family of victims from Haryana — whether they were killed within the state or outside during the 1984 riots — will be considered for deployment on a contractual basis through Haryana Kaushal Rozgar Nigam (HKRN).

Eligible candidates will be appointed to Level-1, Level-2 or Level-3 positions depending on their educational qualifications and eligibility criteria.

The government has also issued clear directions regarding future placement of such employees. If all posts in a department where a contractual employee has been deployed are filled, the employee will be adjusted in another department where indent (demand) for posts exists. In case no such demand is available, HKRN will accommodate the employee in suitable positions within its own departments.

The notification specifies that the amendment will come into effect immediately. The government has termed this decision a significant step towards ensuring employment security and delivering social justice to the families of citizens who lost their lives in the 1984 riots.
