Haryana first state to launch environment plan, says CM

Air quality stations, waste management, EV push central to strategy

Chief Minister Nayab Singh Saini on Tuesday launched the State Environment Plan 2025–26 along with the non-CO₂ Pathway Report 2025–26, calling it a landmark step toward cleaner and healthier living conditions for citizens.

“This plan will help improve air quality, lower pollution levels and ensure a safe environment. It also positions Haryana as a frontrunner in meeting Sustainable Development Goals at both national and international levels,” Saini said at the launch event in Panchkula, which was also attended by Environment Minister Rao Narbir Singh.

Claiming that Haryana is the first state to roll out such a comprehensive roadmap, the Chief Minister said, “The State Environment Plan is not the responsibility of just one or two departments; it requires coordinated efforts of multiple departments.”

Solid waste and w-waste mgmt

Highlighting the growing waste challenge, Saini said cities in Haryana generate 5,600 tonnes of solid waste daily, of which 77% is treated but 23% remains unmanaged. To bridge this gap, the state will set up 13 Integrated Solid Waste Management Plants. He added that half of the legacy waste piled up in dumping grounds has already been scientifically disposed of, with the rest under process.

On electronic waste, he said 42 recyclers are functional in the state, and the government will soon establish e-waste collection centres in every district. Biomedical waste of around 22 tonnes a day from 7,000 hospitals is already being managed through 11 facilities, while hazardous industrial waste is treated at a common site in Pali, Faridabad.

Push for clean mobility

Under the Clean Air Project for Sustainable Development, being implemented with Rs 3,600 crore World Bank support, the state will procure 500 electric buses for Gurugram, Faridabad and Sonepat. Subsidies will also be extended for electric autos, gas-based generators and boilers, replacing diesel equipment.

“The procurement process for 375 electric buses is already underway. So far, 50 buses have been received, with 105 more expected soon. Over 370 EV charging stations have also been installed across the state,” Saini said.

Controlling air pollution

The CM said stubble burning, a major contributor to air pollution, has reduced by 90% since 2016 after farmers were provided over 1 lakh machines for stubble management.

Industrial pollution, he said, is being tackled by promoting clean fuels like CNG and PNG. The state currently monitors air quality through 29 automatic and 46 manual stations, with 18 more stations planned.
