IT Dept is nodal agency to implement DigiLocker

Moving in the direction of paperless administration, the Haryana Government has appointed the Department of Information Technology, Electronics and Communication as the nodal agency for the implementation of the DigiLocker service.

Now, the departments registering with DigiLocker as “issuer” organisations will be able to provide electronic copies of the documents and certificates issued by them such as driving licence, voter identity card, marksheets of educational institutes and universities, ration card, licences/permits issued by various departments and employees’ identity cards.

Besides, the departments can also register as “requester” organisations and integrate their online application with the DigiLocker to enable the citizens to fetch supporting documents required for various online applications for certificates, licences, jobs, subsidies, pensions, scholarships and admissions in schools/colleges of respective departments directly from the DigiLocker.

At present, despite several e-governance initiatives and data retention in the digital form, the government departments largely relied on the physical copies of certificates and documents for the delivery of services and benefits to the citizens.

However, an order of the Chief Secretary to various administrative secretaries, deputy commissioners and managing directors of various boards and corporations asked them to registeras “issuer” or “requester” organisations and take necessary action to integratetheir web/mobile applications with the DigiLocker platform for the issuance/requisition of documents.

“The documents/certificates made available on the DigiLocker platform by the issuing government departments, boards, autonomous bodies and academic institutions shall be treated at par with physical copies that are accepted now,” the Chief Secretary’s order stated.
