Karnal to have paperless land registration system from today

In line with the Haryana Government’s directive to introduce a fully paperless land registration system from November 1, all tehsils in the district have completed preparations for the system. Officials said all necessary arrangements had been made to ensure smooth implementation of the new system.

Under the initiative, all property deeds will now carry only digital signatures, eliminating the risks of tampering, forgery, or loss of physical files. The long-standing manual registration process, which has been in place for years, will be replaced with a modern, citizen-friendly digital model.

“Before applying for land registration, citizens must keep all required documents ready in digital form (scanned PDFs) and apply online through the Haryana Revenue Department’s deed registration portal,” said Manish Kumar Yadav, District Revenue Officer (DRO).

The portal uses OTP-based and other digital authentication methods to verify applicants. After verification, users can upload documents related to sale, transfer, or other deeds directly on the portal. The system also enables online payment of registration fees, stamp duty, and other applicable charges through a secure e-payment gateway, he said.

The DRO explained that each application would undergo a three-level verification process — first by Registration Clerk (RC-1), then by RC-2, and finally by the Sub-Registrar. “RC-1 conducts the initial document check, RC-2 performs a compliance review, and the Sub-Registrar gives the final approval after biometric verification of the parties and witnesses,” he said.

Once the verification is completed, the system will automatically generate a valid, digitally signed deed, he said.

Deputy Commissioner Uttam Singh said instructions were issued to all tehsildars and naib tehsildars for effective implementation of the system. “With this digital model, people will not need to visit different offices for registration. They will only need to appear for photographs at their scheduled time,” he said.

The DC said the system would not only save time but also enhance transparency and convenience for the public. Applicants can track the status of their registration online through the portal or via SMS alerts, while appointment scheduling and document uploads will minimise the need for repeated in-person visits.
