Land acquisition hurdles stall work on development of new sectors
Development work on 70 new residential, industrial and commercial sectors proposed in Faridabad’s Master Plan-2031 is yet to commence. The Town and Country Planning Department and the Faridabad Metropolitan Development Authority (FMDA) have been tasked with preparing detailed reports on the land and infrastructure required for the project, sources revealed.

Although the plan aims to meet housing and industrial demands based on population projections for 2031, the actual development is expected to take time as developers and agencies are yet to submit proposals. “The majority of the proposed sectors will be located on the eastern side of the city, bordering the Yamuna and the upcoming Greenfield Expressway connecting Faridabad to Greater Noida and Jewar Airport,” said a senior official, requesting anonymity. The official emphasised that availability of vast land parcels, drinking water and road networks will play a critical role in enabling development.
“Developing these sectors will require approximately 34,000 hectares of land. However, land acquisition remains a major challenge due to changes in norms and the skyrocketing price of land over the years,” the official added. Development is likely to involve agencies such as HSIIDC, HSVP, FMDA and private developers, who will need to obtain CLU (change of land use) approvals.
At a meeting of the FMDA last year, then Chief Minister Manohar Lal Khattar announced a Master Development Plan aimed at ensuring sufficient infrastructure for the city by 2031. He highlighted the need for planned growth in light of projects like the Jewar International Airport, which have opened new development opportunities in Faridabad and Palwal. The area near the Yamuna in Faridabad and Palwal has already been declared a controlled zone to prevent unplanned growth.
Sanjiv Maan, Chief Town Planner (CTP) of FMDA, confirmed that the plan is under review by various departments and agencies to facilitate its implementation.
