Land registration goes digital: State to begin paperless pilot from Aug 11

The Haryana Government is set to roll out a pilot project for online paperless deed registration in Naraingarh tehsil starting Monday, August 11. The initiative aims to digitise and streamline the land registration process, making it more accessible, efficient and transparent for the public.

The pilot project, spearheaded by Chief Minister Nayab Singh Saini’s administration, was announced by Dr Sumita Misra, Financial Commissioner, Revenue and Disaster Management.

This project is designed to simplify and streamline the land registration process for the general public,” Dr Misra said, adding that citizens can now schedule property registration appointments online at their convenience.

Currently, physical scrutiny of documents on the day of the appointment results in up to 30% failure rates due to missing or incorrect paperwork. The new system will eliminate this inefficiency.

“With the new template-based application module, the application is pushed for verification to the tehsil office concerned in advance,” Dr Misra said.

“After approval on the portal, the applicant can make the payment and book an appointment slot. On the day of the visit, only a photo and signature/biometric verification is required, as the approved application is already online.”

The online process is expected to cut down on waiting times, eliminate queues and minimise procedural hurdles, offering a more professional experience for the public.

A standout feature of the system is its enhanced transparency. Revenue records will be updated in real-time, and any disputes, loans, or encumbrances on a property will be automatically flagged during registration.

“This structured mechanism will foster trust and accountability in property transactions,” said Dr Misra. “It will also plug revenue leakages and safeguard government income.”

Citizens will be given a clear checklist of required documents, reducing the likelihood of rejection due to incomplete submissions.

Dr Misra further said this pilot is part of a broader digital transformation agenda by the state government. Future plans include integrating services such as online demarcation and auto mutation.

“The pilot project in Naraingarh is a stepping stone,” she said. “We envision transforming land registration across Haryana into a digitally driven, efficient and transparent process.”
