MBBS exam scam: Observers to record time of submitting answer sheets

In a bid to fix gaps in the examination process, Pt BD Sharma University of Health Sciences Rohtak has introduced measures to make observers more accountable.

Observers, who are responsible for transporting papers and answer sheets to the centre and returning them to the university, will now have to fill a proforma detailing their movements and duties, including timings, on the exam day. The proforma will be submitted along with the answer sheets.

According to sources, the move follows the university's decision to address exam loopholes. The new measures have been implemented across all 17 medical and 128 paramedical colleges in the state.

“A three-member committee formed by the university to investigate the MBBS exam is also looking into the role of the observers, if any, in the scam, which involved the rewriting of answer sheets in both annual and supplementary exams. The complainant in the case has also alleged that racketeers were involved in leaking the papers," the sources said.

The observers will also have to record the time of opening and distribution of papers; collection of answer sheets; and submission to the university. They will also report any incident or malpractice at the centre, besides the overall report.

The superintendents have also been told to fill and sign a proforma, declaring their responsibility to prevent the use of unfair means at centres. They will also declare that disciplinary action will be taken against any staff member found assisting examinees.

Dr HK Aggarwal, Vice-Chancellor, told “The Tribune” that the university was working to strengthen the exam process. "As part of this effort, making the proforma mandatory for exam observers and centre superintendents is intended to increase accountability and ensure transparency," he added.
