Though the Congress-led opposition sought to debate the state's poor law and order situation, which resulted in six adjournments on the monsoon session's opening day of the Vidhan Sabha, the discussion was shifted to August 26.

The question hour didn’t take place, but the government uploaded the crime figures later in the day on the website in response to queries from the MLAs.

In reply to an unstarred question from the INLD MLA Arjun Chautala, CM Nayab Singh Saini, who holds the portfolio of the Home Department, stated that 530 murders, 2,316 kidnappings, and 12 kidnappings for ransom have taken place in the state in the current year till July 31.

In crime against women, the state has registered 779 cases of rape, 771 kidnappings, 662 cases of molestation, and 80 cases of dowry deaths.

A total of 557 cases of crime against the Scheduled Castes have been registered.

In crimes against children, registered under the POCSO Act, 1,106 cases have been registered.

In response to the query on the steps taken to improve the law and order situation, the CM’s reply stated that 106 law and order companies have been formed in the state. “These companies have been appropriately trained to tackle any law & order situation. They have also been fully equipped with modern anti-riot equipment,” he added.

He pointed out, “The Emergency Response Support System (ERSS), i.e., DIAL 112, was set up in Haryana in 2021, which has significantly reduced the response time in tackling crime and handling law and order situations. Drones and other technologies are being regularly used for crowd management. In this regard, an MoU has also been signed by the Haryana Police with DRIISHYA. A total of 53 Special Weapons and Tactics (SWAT) Teams have been deployed in the district to maintain law & order.”

He added, “Social media monitoring is being done regularly by the department in order to anticipate and tackle any developing law & order situation.”

On drug addiction, he stated that 18,847 addicts had been identified, and 11,558 were undergoing counselling at de-addiction centres.

In response to another question from INLD MLA Aditya Devilal, the CM admitted that during 2024, a total of 168 such cases were registered related to threats and extortion through phone calls. Of these, arrests had been made in 114 cases (68%). He added, “There is an effective system in place for call interception under the provisions of Section 20(2) of the Telecommunication Act, 2023. Similarly, cyber surveillance is being done under the provisions of Section 69(1) of the Information Technology (Amendment) Act, 2008.”
