Principals ordered to submit staff retention cases in time

In an official communication to college principals, the DGHE noted that several retention cases were not being forwarded within the prescribed timeframe, leading to delays in their processing at the department level. Sources said such lapses at the institutional level were affecting the smooth handling of service matters.
“To address the issue, principals have been instructed to forward the retention cases of eligible employees at least six months before they attain the age of 50 or 55 years, as applicable, in strict accordance with Haryana Government instructions dated February 5, 2019. A copy of the earlier government instructions has also been enclosed with the latest order for ready reference,” said an official of the Higher Education Department.
A college principal, speaking on condition of anonymity, said the directions had been issued mainly due to delays by some colleges in submitting retention cases on time. “Such cases are required to be sent twice — when an employee attains the age of 50 years and again at 55 years,” he said.
“It is the principal’s responsibility to send the retention cases of college teachers to the state headquarters well in advance. While forwarding these cases, principals usually review the Annual Confidential Reports (ACRs) of the teachers concerned. Earlier, such cases were to be sent three months before teachers attained the age of 50 or 55 years. However, under the revised instructions, the cases will now have to be submitted six months in advance,” he added.
