ASI Sushil, a close aide of deceased IPS officer Y Puran Kumar and facing investigation in a corruption case for demanding money from a liquor contractor, has complained of suffering from “severe psychiatric/mental conditions”, including hypertension and demanded treatment from the PGI, Chandigarh. However, the court asked the Ambala Jail authorities to provide him with medical treatment.

Filing an application, Sushil told a Rohtak court that due to his mental condition, he was “not in his proper state of mind” and not “physically fit due to medical conditions”. He complained that the jail authorities were not providing him with proper treatment, nor did he receive any medical checkups.

He added that “his condition is deteriorating day by day and it could become dangerous for his life, if proper treatment is not provided to him.”

Sushil had OPD consultations at the PGI in June 2023, March 2024, April 2024, July 2024, and April 2025. According to the OPD consultation cards, the patient had received treatment for headache and low backache.

As per the medical report filed by the Jail Superintendent of the Central Jail, Ambala, Sushil had complained of hypertension and bodyache on November 7, November 8, November 14, November 19, and November 28, for which he was managed conservatively on an OPD basis by the on-duty Medical Officers. He was also referred to the Civil Hospital, Ambala Cantonment, on November 24 for medicine consultant opinion and a psychiatrist regarding headache with old PGI treatment records. He was prescribed oral medications for 20 days, which he was being provided. The consultants at the Civil Hospital did not refer him to a higher medical institute, according to his medical report.

After looking at the medical report of Dr Sahil, Medical Officer, the court of Additional District and Sessions Judge Kapil Rathi directed the Jail Superintendent “to provide proper medical treatment to the applicant-accused (Sushil) as also advised by the Treating Consultants of Civil Hospital Ambala Cantt as per his medical needs.” It added, “Also at this stage, the applicant-accused has not been advised any investigation, test, or any other referral to a higher medical Institute by the Treating Consultants, so the present application is hereby disposed of in the aforesaid terms.”

Discrepancies in challan

The DSP (City) has told a Rohtak court that there were some discrepancies in the challan against ASI Sushil, which were being removed. According to the police investigations, Sushil had been temporarily posted with senior IPS officer Puran Kumar without any formal order since 2021. The IG (Rohtak Range) office also said there was no record of posting of the accused with Y Puran Kumar in any capacity. On October 7, Sushil was arrested, and Puran Kumar had died by suicide.
