SC panel takes up IPS officer’s suicide case; seeks action report in 7 days

In a notice issued today, the Commission asked the Chief Secretary of Chandigarh and the DGP of Chandigarh Police to detail the steps taken in the case, including the names of all accused, FIR number, date and sections, arrests made, and any compensation given to the victim’s family.
Citing its powers under Article 338 of the Constitution, the NCSC said it would “investigate/inquire into the matter” and warned that failure to respond could lead to summons being issued.
“Please take notice that in case the Commission does not receive a reply from you within the stipulated time, the Commission may exercise the powers of civil courts conferred on it under Article 338 of the Constitution of India and issue summons for your appearance in person or by a representative before the Commission,” the notice stated.
The action follows the death of Haryana-cadre IPS officer Y Puran Kumar, whose body was found by his daughter at their Chandigarh residence on October 7. He had shot himself in the head. His wife, Amneet P Kumar, a Haryana-cadre IAS officer, was in Japan at the time as part of an official delegation.
Upon returning, Amneet filed a complaint on October 8, naming Haryana DGP Shatrujeet Kapur and Rohtak SP Narendra Bijarnia under Section 108 of the Bharatiya Nyaya Sanhita (BNS) (corresponding to Section 306 IPC for abetment of suicide) and relevant provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. She accused them of driving her husband to suicide and demanded their immediate arrest.
Amneet said her husband had left a suicide note explicitly naming the officers.
“My husband had reasonably learnt and intimated it to me that a conspiracy is being hatched on the directions of DGP Haryana Shatrujeet Singh Kapur, and that he would be falsely implicated in a frivolous and mischievous complaint by fabricating false evidence,” she wrote.
In her complaint, Amneet also referred to a case registered a day before her husband’s death.
“Subsequently, most cruelly, just before his death on the directions of DGP Haryana Shatrujeet Singh Kapur, a false FIR No. 319/2025 under Section 308(3) BNS, 2023, was registered at Police Station Urban Estate Rohtak dated 6.10.2025, against staff member of my husband Sushil and under the well planned conspiracy, my husband was being implicated in the said case by fabricating the evidence against him, which pushed him for his final anguish,” she added.
More than 24 hours after her complaint, the Chandigarh Police are yet to register an FIR in the matter.
