Haryana: Training of nodal officers for Online Transfer Policy today

To ensure smooth implementation of the Model Online Transfer Policy (MOTP) across government departments, the Haryana Government has instructed all departments to appoint a Group ‘A’ or Group ‘B’ level nodal officer, who will oversee the process through the HRMS portal.

A training session for these nodal officers will be held at 10:00 am on June 27 at the New Haryana Civil Secretariat, Sector-17, Chandigarh, officials said.

Issuing instructions to 22 Administrative Secretaries across 47 departments, Chief Secretary Anurag Rastogi said the appointment of nodal officers and cadre management is critical for the policy’s success.

“The nodal officer will be of Joint Director level or above and will assist the Administrative Secretary concerned in implementing the Online Transfer Policy,” said a government spokesperson.

Departments have also been directed to publish the list of cadres included or excluded under the policy. This too will be managed through the HRMS (Human Resource Management System) portal: http://hrmshry.nic.in.

The process requires the admin user of each department to log in and choose the MOTP option from the online transfer policy menu. They must download the list of eligible officers, select an officer who is not retiring before December 2026, upload the necessary approvals and complete the appointment through OTP verification.

Departments will also be allowed to edit the nodal officer’s details on the portal, if needed. The implementation will happen in three phases: Adding the cadre name to the system, identifying inclusion/exclusion under the online policy and uploading the final order approved by the competent authority.
