CM Sukhvinder Singh Sukhu on Monday introduced the HP Recruitment and Conditions of Service of Government Employees (Amendment) Bill, 2025 in the ongoing winter session of the Vidhan Sabha.

The amendment seeks to streamline the rule-making process under the parent Act enacted in 2024 by removing the mandatory requirement of prior publication before notifying rules. Under the existing Section 10 of the 2024 Act, any rules framed by the government can be notified only after previous publication—a step the CM claims is leading to unavoidable delays.

“To ensure timely formulation of rules by various departments, it is proposed that Section 10 be amended to dispense with the requirement of previous publication,” the Bill states.

Introducing the legislation, Sukhu argued that the current provision is causing “unavoidable delays” in the drafting and amendment of rules related to recruitment and service conditions of government employees. The amendment, he said, would enable departments to speed up administrative processes.
